b. Workshops/ How to Demo - Conduct workshops to address new concepts and ideas; i.e. explore objectives/taxonomy for other sectors, recovery actions and coordination, etc. that can provide input to content development sessions. Can be used to develop plan content or coordination issues concerning linkages with internal and external stakeholder Emphasis placed on interaction with

Federal Security Directors (FSDs), trade associations, regional and local Subject Matter Experts (SMEs), security officers, and other security partners - requires additional facilitation. Conduct ‘how-to’ sessions as a precursor to exercise; include different surface transportation SME, facility Federal Security Official (FSO), etc.

c. Seminar - Facilitated discussion to focus on specific issues or problem areas. Identification of issues and problem solving without producing plan content. Employed to orient participants to, or provide an overview of, authorities, strategies, plans, policies, procedures, protocols, response resources, or concepts and ideas. Seminars offer a low-stress environment employing a number of instruction techniques. They are generally informal discussions led by a seminar leader.

d. Table Top – Discussion type, objective based, facilitated exercise using a scenario to drive discussion but does not use injects to drive player actions. Involves senior staff, elected or appointed officials, or other key personnel in an arranged setting to discuss simulated situations. This type of exercise is intended to stimulate discussions of various issues regarding a hypothetical situation. It can be used to assess plans, policies and procedures, interagency relationships, “authorities-to-act,” or to assess types of systems needed to guide the prevention, response to, and recovery from a defined event.

e. Advanced Table Top – Discussion type, objective based, facilitated exercise using a scenario that drive participants’ actions through a series of injects that enhance or complicate the original scenario. Participants are typically split up into functional or organizational break out groups. All asset movements are simulated.

f. Drill - coordinated and supervised activity usually employed to test a single specific operation or function. Drills are commonly used to provide training with new equipment, to develop or test new policies or procedures, or to practice and maintain current skills.

g. Functional - Designed to test and evaluate individual capabilities, multiple functions or activities within a function, or interdependent groups of functions. Operations type, player driven, scenario based exercise. They are generally focused on exercising the plans, policies, procedures and staffs of the direction and control nodes of Incident Command, Unified Command, Communication Centers, and Command Post. The objective of this type of exercise is to execute specific plans and procedures and apply established policies, plans and procedures under crisis conditions, within or by a particular function team(s).

h. Full Scale – Scenario driven exercise with actual movement of resources and assets. Injects and exercise event are used to drive participants actions and participant actions drive the exercise play and outcome.

SECTION III: Background of I_STEP

National preparedness is the shared responsibility of the entire Federal community. Presidential Policy Directive 8: National Preparedness (PPD-8) describes the Nation’s approach to preparing for the threats and hazards that pose the greatest risk to the security of the United States. In accordance with PPD-8, TSA is pursuing an integrated, layered, and All-of-Nation approach as it moves to become a high-performing counterterrorism organization providing the most effective security in the most efficient way.

The I-STEP supports the TSA’s OSPIE Sector Security Managers and security partners (including the transportation industries, transportation security managers, emergency managers, law enforcement agencies, emergency responders, medical professionals, media, security personnel, and all others involved in preparing for and responding to a transportation security incident) to reduce risk within multi-modal transportation systems through exercises, training, and security planning solutions. The program is designed to support all transportation security partners’ assessment of security objectives and training using clear and consistent performance measures in support of the Transportation Systems Sector’s mission to continuously improve the risk posture of transportation systems serving the Nation. Working in partnership with various transportation sectors, I-STEP provides a variety of products and services that enable security partners to enhance security capabilities, build partnerships, and gain insights in transportation security.

The Exercise Information System (EXIS) is a web-based portal for transportation security exercise design and tracking. I-STEP will utilize EXIS and other applications, with enhancements and improvements as needed, to augment TSS security exercises and risk-based security activities. EXIS serves as a central gateway for TSS exercise information and development between the I-STEP and TSS operators. The EXIS and component applications will be used to support program monitoring and measurement.

3. Task 3. Exercise Management Support Services

TSA requires the capability to produce 15-30 multi-modal security exercises per year over a five year period subject to availability of funds. TSA plans to conduct exercises at the sector operator’s locations within the US.

The exercises and support of exercises will range from workshops to full-scales. Exercises or groupings of exercises will be executed at the task order level.

• Work Plans will be developed and approved by the COR for each exercise. Scheduling and personnel level of effort will be pre-determined in the Work Plan for each type of exercise based on OSPIE and TSS operator’s requirements.

• Exercise planning and development encompasses those tasks associated with the collaborative design of exercises, the development of exercise documentation, the production of exercise materials, and the coordination with the selected sector personnel.

• Exercises shall be coordinated with team members and key operator personnel to ensure consistency with broad exercise objectives at each location. As part of this process, team members and key personnel shall be provided the opportunity to review the exercise development and provide design input to ensure a quality product that meets all exercise objectives.

• Upon approval of the Exercise Manual, the contractor shall develop the exercise script, injects, and multimedia artifacts necessary to conduct the exercise as directed in the Work Plan.

• Contract exercise developers shall use the EXIS to develop exercises. In developing the EXIS-delivered exercise, contract personnel shall coordinate with program team members and key operator personnel.

• For each exercise developed, the contractor may need to conduct a site survey of the exercise area and initial planning conference with key personnel, TSA personnel, and other program personnel as directed in the Work Plan. The purpose of the survey and initial planning conference is to establish roles and responsibilities, identify any issues or objectives unique to the exercise location, and begin the data collection process of artifacts (local plans, maps, policies) specific to the exercise objectives and location. The contractor shall create a trip report that summarizes the site survey and results of the site survey.

Exercises shall require the following deliverables. Deliverable requirements shall be set forth in individual Task Orders.

a. Work Plan: The contractor shall provide a work plan with proposed personnel, scheduling, costs, and other logistical considerations to meet exercise requirements.

b. Exercise Manual: The contractor shall work collaboratively with other program team personnel, sector personnel, and TSA to develop an exercise manual.
