QUESTIONS AND ANSWERS

HSHQW9-16-R-00002

1. Please confirm the maximum number of hours for CLIN No. 2001 and 2002 on page 4 of 440 of the solicitation. Both CLINS’s are higher reflect a different number of maximum hours than any other option year.

Answer: The maximum number of hours for CLIN 2001 is 424,000 hours and the maximum number of hours for CLIN 2002 is 17,500 hours. The 2nd option period is a leap year, which has 366 days and is the reason why the maximum number of hours for CLIN 2001 and 2002 are higher than the base period and all other option years.

2. On page 16 of 440, the definitions of PSO services are listed. Under these definitions the government references Temporary Additional Services (TAS). There is no CLIN referencing TAS under the current pricing schedule. Should there be a CLIN for TAS?

Answer: There are no CLINs for Temporary Additional Services (TAS). TAS falls under the PSO Services CLINs. Per Addendum to FAR Clause 52.212-4, Section 04.C, Definitions, “PSO Services” consist of Basic Services and Temporary Additional Services (TAS); therefore, TAS costs are to be included under the PSO Services with a single hourly rate for all PSO services CLINs.

3. What type of weapon is currently being utilized under this contract?

Answer: The incumbent Protective Security Officer (PSOs) are currently armed with Glock-22 .40 Cal.

4. Please confirm that radios are required for each PSO. Page 108 of 440 – Communication Equipment.

Answer: Radios are not required for each PSO. The government will provide radios at certain posts. See updated Exhibit 11, Government Provided Equipment, provided with Amendment # 000 4.

5. Please provide post exhibit information for screening posts identifying which posts require NWDTP Training.

Answer: See Solicitation Amendment 0002, Exhibit 13 A, Post Exhibit, has been included to show screening posts requiring NWDTP training.

6. Please confirm that on the post exhibit the tour of duty M-F is meant to indicate minus Holidays. If so, please confirm the number of holidays. Per our calculations the days should be 251 not 250.

Answer: M-F is meant to indicate minus Holidays. For number of holidays please see WD 2005-2051 (solicitation page #337), WD 2015-5637 (solicitation page #347), and WD CBA2016-8464 (solicitation page #370). The days are 250 days (250 days from 04/01/2017-03/31/2018).

7. Please specify which cities fall within each pay rate under the CBA. At this time it is not possible to identify which posts fall within Napa, Solana, and Sonoma and which fall within Sacramento and North.

Answer: See Exhibit 13A provided with Amendment # 0002. Exhibit 13A provides the agencies addresses and building number which will assist you in the identification of applicable wage determination based on the location of the agency. It is the contractor’s responsibility to determine which posts fall within Napa, Solana, and Sonoma and which fall within Sacramento and North.

8. Please provide an updated seniority list. The current information does not explicitly delineate between sites which effects their rate (Napa, Solana, Sonoma vs Sacramento).

Answer: It is not clear what information is requested to be provided/included in the seniority list. The seniority list identifies all employees and the applicable wage determination/CBA for each employee; also the wage determination/CBA identifies the covered area. Interested offerors should be able to identify the applicable rate per employee based on the information provided.

9. Please confirm there is only one (1) PSO under WD 2059.

Answer: According to the seniority list provided with Amendment # 0001, there is only one (1) PSO under WD 05-2059. However, the current contract was modified to remove WD 05-2059 in its entirety and to replace it with WD 2015-5637, Rev 2, dated 12/29/2015.

10. Please identify how many officers are currently receiving the .75 cent increase in pay rate under the CBA.

Answer: Current contractor staffing is not relevant to this RFP. In addition, FPS is not a party to the CBA, and therefore is not in a position to answer this question or interpret the contractor’s obligations to the union under the CBA.

11. Current Contractor

Answer: The current Contractor is Paragon Systems Inc, 13655 Dulles Technology Drive, Herndon, Virginia, 20171-4633

12. Current bill rate:

Answer: The current contract’s billing rate is applicable to the current requirements, which may differ from the current RFP requirements and may impact the billing rates. Price proposals should be based on the current request for proposal (RFP) requirements.

13. In the RFQ it states payment will be on a monthly basis. Can this be negotiated to a Net 10 or Net 15 basis due to the payroll involved? We are also a DVBE and 8a partnership.

Answer: Not negotiable. Payments will be due on the 30th calendar day after receipt of a proper invoice or date of receipt of services, whichever is later.

14. Will the Government allow us to bill for an upfront startup / Transition cost: Example - New firearms, Magazines, Ammo, Uniforms and Equipment.

Answer: No. The awardee may only invoice for actual hours of PSO services performed. Proposed hourly rate shall include all costs associated with providing the services described in the Statement of Work, the Post Exhibits, and the Contractor’s technical proposal to include the cost of the proposed transition plan.
