Sample Task III CLIN 0003
STATEMENT OF WORK FOR REPLACEMENT OF EXISTING CLOSED
CIRCUIT TELEVISION (CCTV) SYSTEM EQUIPMENT
VARIOUS BUILDINGS IN THE NATIONAL CAPITAL REGION
GENERAL REQUIREMENTS
The contractor shall furnish and install a turnkey Closed Circuit Television (CCTV) system for Fourteen (14) Buildings in the National Capital Region.
The contractor shall furnish all labor and materials necessary to complete the installation of the system. All necessary power for the system will be identified by the Building Management Section and will be connected to emergency power, if possible. Old wire will be replaced where necessary, and all wire except runs above the false ceiling, shall be run in approved raceway to protect the wire from damage and tampering. All wire run above the false ceiling shall be secured up and off of the suspended ceiling. If the ceiling is plenum, high temperature Teflon wire shall be used for runs in the plenum. The contractor shall install all system components in accordance with the manufacture’s instructions and ANSI C2 requirements. The contractor shall perform all work, provide products, system integration, engineering and design work required for the project in order to have a fully operating system and proper installation of all equipment. The contractor shall provide all calculations and analysis to support design, materials and equipment and pay for all labor, materials, and equipment including any required sales, gross receipts, and taxes. Secure and pay for check fees, permits, and licenses necessary for execution of work as applicable for the project. Give required notices. Comply with codes, ordinances, regulations, and other legal requirements of public authorities which bear on performance of work. Work that is scheduled should be done with skilled labor and shall not be attempted with common labor. The contractor shall have on the job at all times ample equipment and personnel to carry on the work properly, including such tools as may be necessary to meet emergency requirements. Contractor shall remove and dispose of old wires not utilized. Contractor shall be responsible for the removal of trash and debris created by the installation.
COORDINATION
The contractor is responsible for all parts of work under this contract, including all work, which may sub-contracted. It shall be the responsibility of the contractor to settle definitely that portion of the work which each party shall accomplish and identify this relationship to the COTR. The owner and FPS assume no responsibility whatsoever for any jurisdictional claim by any trade involved. The contractor shall insure complete cooperation by all parties which he may bring together to accomplish the work described.
SUBMITTALS
The contractor shall identify any verification from requirements of Contract Documents.
State all product and system limitations, which may be detrimental to successful performance of the complete work. Coordinate submission of related items. The vendor will group shop drawings and product data of related systems, components, products and accessories to form a single submittal.
OPERATION AND MAINTENANCE MANUALS, AS-BUILT DRAWINGS
A copy of the operation and maintenance manuals shall be delivered to the Security Section prior to the beginning of the performance verification test for use during site testing. Shop drawings shall be provided but not limited to the following: Warranties, location, wire drawing, and cut sheets on all the equipment installed at the completion of the job.
PERFORMANCE VERIFICATION TEST
After all work has been completed, the contractor shall personally inspect the work and prepare a punch-list. When this punch-list is completed, he will advise the Contracting Officer’s Technical representative (COTR) that he is ready for the final inspection. The contractor shall conduct a performance verification test at the end of the installation and prior to the system being turned over to the government. The testing shall be scheduled with the Project Manager no less than 48 hours before testing.
PERFORMANCE REQUIREMENTS
The contractor will furnish all equipment and labor to furnish and install a complete, turnkey Closed Circuit Television (CCTV) System.
Although this is a camera and head-end replacement, in some cases this is not a complete replacement. In some cases, the agency may have existing interior equipment that will not be replaced under this project. In these cases, and especially in the case of Pan-Tilt- Zoom cameras, it is the contractor’s responsibility to specify equipment that will easily integrate with existing equipment without use of transponders or any other equipment to ‘make’ it work together.
In the case of a complete replacement, the minimum requirements for Pan-Tilt-Zoom cameras include 24VAC pendant-mount NTSC cameras with environmental housings with heaters and blowers and clear bubbles, 360-degree high-speed pan and tilt base, 540 TVL resolution, and 23x optical zoom lens. They need to automatically switch to B&W for night surveillance with a minimum illumination of 0.04 lux (0.004 fc) in B&W.
Minimum requirements for Fixed Cameras include weather-resistance, 24 VAC Super Dynamic 5 image quality with 128x wide dynamic range with low light sensitivity of 0.1lux in color and 0.07 lux in B&W.
The minimum requirement for Digital Video Recorders (DVRs) include 16 analog channels, 240 to 480 IPS resolution NTSC at 352x240 MPEG4 compression, a minimum of 1TB of recorded storage, keyboard/joystick controller support, standard DVD-R burner that writes to CD-R or DVD-R media, interoperable and inter-connectable with other DVRs of the same manufacturer, pre motion and pre alarm recording, on-screen PTZ control, user-definable PTZ pre-sets, patterns and tours, and automatic image watermarking.
Monitors should be LCD color monitors at the equivalent size as existing monitors.
Any miscellaneous wire, coaxial cable, parts, supplies, boxes, connectors, permits, bucket trucks or any other necessary equipment will be furnished to affect a completely functional, turnkey system.
The following fourteen (14) buildings are due for ‘life cycle replacement’ of cameras and head-end equipment:
1. Building 1 – (1) Camera Replace one (1) environmental Pan-Tilt-Zoom camera with a Pelco Pan-Tilt-Zoom camera on a pole at the loading dock. Environmental housing must be painted to match the pole. The ‘head-end’ is located at the Guard Station and consists of a Pelco DX8008- 080 Digital Video Recorder (DVR) with a joystick and keyboard controller, and a 19-inch CRT monitor. Replace all ‘head-end’ equipment with Pelco equipment, including a 19-inch LCD monitor, to accommodate remaining, agency-owned existing equipment.
The existing cameras and the replacement camera will be reconnected to the new equipment.
The coax from the pole-mounted camera has been cut and coiled up inside the basement.
The contractor will need to pull that coax and power cable back out to the pole and reconnect it to the camera.
2. Building 2 – (20) Cameras GSA has already replaced the ‘head-end’ with a Panasonic ‘head-end’ including Panasonic Digital Video Recorders, a Matrix Switch, and LCD monitors, therefore, the cameras will need to be replaced with compatible Panasonic equipment to the existing head-end equipment. Pan-Tilt-Zoom cameras should be equal or better than Panasonic WV-CW964 Pan-Tilt-Zoom cameras and Panasonic WV-CP504 fixed cameras.
Cameras will be replaced at the following locations:

The head end is located in the Guard Office off the main lobby on 7th Street.
3. Building 3 – (4) Cameras
4. Building 4 – (5) Cameras
Building 3 and 4 are both occupied and have an existing Pelco CCTV system. Therefore, any new equipment must be manufactured by Pelco or a brand equal to Pelco.
At building 3, there is an existing Pelco Genex color duplex multiplexer with a Joystick controller and 17-inch color LCD monitor.
At building 4, there are two existing Pelco DX8100 series DVRs, a keyboard controller and a 17-inch color LCD monitor.
Pan-Tilt-Zoom cameras must be equivalent to Pelco SD423-PG-Eq Spectra IV SL cameras. Fixed cameras must be equivalent to IS21-DWSV8F Camclosure 2. DVRs should be equivalent to a Pelco DX8116-1000 with the keyboard controllers and monitors equivalent to PMCL319A monitors.
All video recording through the Digital Video Recorders for both buildings is accomplished at building 4.
The contractor will need to supply a minimum of a 12-strand multimode 62.5 micron fiber trunk line equivalent to 1,000 yards for installation between the head-end at building 3 and the head-end at building 4, plus the distribution boxes. The General Services Administration will pull the cable and supply the fiber ends to connect to the video equipment.
Any outdoor Pan-Tilt-Zoom camera domes must be painted to match the pole or beam to which it is attached.
Cameras will be replaced at the following locations at building 4:
A) Pan-Tilt-Zoom at area A B) Pan-Tilt-Zoom at area B C) Pan-Tilt-Zoom at area C D) Pan-Tilt-Zoom at area D
Camera C located at area C has had video issues. We are requesting a new run of RG- 59/U between the camera and the head-end.
Cameras will be replaced at building 3 at the following locations:
A) Pan-Tilt-Zoom at area A B) Pan-Tilt-Zoom at area B C) Pan-Tilt-Zoom at area C D) Pan-Tilt-Zoom camera at area D E) Fixed camera at area E
5. Building 5 – (8) Cameras The agency’s existing equipment is manufactured by Panasonic; therefore, the requirement is to keep any new equipment compatible with existing equipment, that is, all replacement equipment must be manufactured by Panasonic or an equivalent. There are eight (8) Pan-Tilt-Zoom cameras installed in overhangs. Cameras should be comparable to WV-CW964 PTZs.
Cameras will be replaced at the following locations:

The head-end is located in the Guard Office, located off the lobby. One 16-channel DVR with at least 1TB storage and a DVD-RW will replace the existing DVR, equivalent to a WJ-HD616-1000. Two 10.4-inch LCD monitors and two 15-inch LCD monitors will replace the existing monitors. Add on joystick controller to the head-end.
6. Building 6 – (5) Cameras The existing Digital Video Recorder and Pan-Tilt-Zoom camera equipment are manufactured by Panasonic. There are existing fixed cameras manufactured by Vicon in the garage and two existing Pelco LCD monitors in the lobby that will be remaining on site and will need to be tied into the new DVR. We are replacing the perimeter Pan-Tilt- Zoom cameras and the Digital Video Recorder.
Since the fixed cameras are NOT being replaced only the Pan-Tilt-Zoom cameras and head-end equipment, it is not critical to keep the new cameras compatible with existing cameras. The cameras must be, at a minimum, outdoor, environmental, 24VAC Pan- Tilt-Zoom cameras with 540 lines horizontal with 0.5 lux (0.05fc) in color mode and 570 lines horizontal with 0.04 lux (0.004fc) in B/W mode.
Cameras will be replaced at the following locations:
A) Pan-Tilt-Zoom at area A B) Pan-Tilt-Zoom at area B C) Pan-Tilt-Zoom at area C D) Pan-Tilt-Zoom at area D E) Pan-Tilt-Zoom at area E
The head-end is located at the Guard Desk in the Main Lobby. One 16-channel DVR with at least 1TB storage and capability to copy video clips to a DVD or flash drive will replace the existing DVR. Wire in the existing two 17-inch monitors with the DVD.
7. Building 7 – (8) Cameras Existing equipment on-site is manufactured by Panasonic. As this Building is a complete upgrade, the manufacturer of the equipment is dealer-choice.
The cameras must meet a minimum standard of outdoor, environmental cameras with 540 lines and 0.65 lux for color and 570 lines with 0.09 lux B/W and a 5-50mm vari-focal lens.
Cameras will be replaced at the following locations:

C) Fixed camera at area C D) Fixed camera at area D E) Fixed camera at area E F) Fixed camera at area F G) Fixed camera at area G H) Fixed camera at area H The existing equipment is located in Room 119 and consists of a 16-channel DVR and four (4) 10-inch rack-mounted CRT monitors. The monitors will be upgraded to LCD and the DVR will be upgraded to a minimum of 16 channels with 1TB storage and the capability to copy video clips to a DVD or flash drive. The monitors will need to be reinstalled in the existing rack.
The Agency Technical Representative requests that the newly installed perimeter equipment be tied into the agency network for remote viewing. The agency has a separate interior Pelco system that has an IP address and is tied into the local LAN.
The agency will supply a static IP address and any necessary network switch and the vendor will supply any necessary hardware and software and work with the agency to connect it to their network.
8. Building 8 – (15) Cameras The existing equipment is manufactured by Panasonic. However, this Building will be a complete upgrade, therefore, the manufacturer of the equipment is dealer-choice.
The Pan-Tilt-Zoom cameras must be, at a minimum, outdoor, environmental, 24VAC Pan-Tilt-Zoom cameras with 540 lines horizontal with 0.5 lux (0.05fc) in color mode and 570 lines horizontal with 0.04 lux (0.004fc) in B/W mode. The fixed cameras must meet a minimum standard of outdoor, environmental cameras with 540 lines and 0.65 lux for color and 570 lines with 0.09 lux B/W and a 5-50mm vari-focal lens.
Cameras will be replaced at the following locations:

The existing head-end is located in the Guard Office on the Mezzanine level and consists of a 16-channel DVR and a 14-inch color monitor. There are two additional 19-inch color monitors and a joystick controller at the main lobby visitor’s desk. The monitors will be upgraded to LCD and the DVR will be upgraded to a minimum of 16 channels with 1TB storage and the capability to copy video clips to a DVD or flash drive.
Outdoor cameras placed on poles will be painted to match the existing poles.
9. Building 9 – (4) Cameras The existing equipment is manufactured by Panasonic. However, this Building will be a complete upgrade, therefore, the manufacturer of the equipment is dealer-choice.
Everything here will be upgraded. The Pan-Tilt-Zoom cameras must be, at a minimum, outdoor, environmental, 24VAC Pan-Tilt-Zoom cameras with 540 lines horizontal with
0.5 lux (0.05fc) in color mode and 570 lines horizontal with 0.04 lux (0.004fc) in B/W mode.
Cameras will be replaced as the following locations:
A) Pan-Tilt-Zoom at area A B) Pan-Tilt-Zoom at area B C) Pan-Tilt-Zoom at area C D) Pan-Tilt-Zoom at area D
The existing head end is located at the Guard Desk and consists of a 16-channel DVR, two (2) 10-inch color monitors and a joystick controller. An additional 14-inch monitor is located at the front entrance. The monitors will be upgraded to LCD and the DVR will be upgraded to a minimum of 16 channels with 1TB storage and the capability to copy video clips to a DVD or flash drive.
10. Building 10 – (3) Cameras The existing equipment is manufactured by Panasonic. The agency has added equipment and has tied it into the existing DVR. Therefore, the new equipment must be manufactured by Panasonic or an equivalent.
Cameras will be replaced are as follows:
A) Fixed camera at area A B) Fixed camera at area B C) Fixed camera at area C The head-end is located in the front lobby, at the Guard Desk in the console, and consists of a 16-channel DVR and a 10-inch rack-mounted color monitor. The monitor will be upgraded to an LCD monitor and the DVR will be upgraded to a minimum of a Panasonic WJ-HD616/1000.
11. Building 11 – (5) Cameras The existing equipment located at this site is manufactured by Panasonic. Not all of the equipment will be replaced at this site, so new equipment must be manufactured by Panasonic or an equivalent.
Cameras will be replaced at the following locations:

At the Security Office, a Panasonic WJ-SX150 Matrix Switch and a Panasonic WV- CU650 joystick controller will remain and will be integrated into any new equipment installed. An existing 16-channel DVR and (2) 10-inch rack-mounted color monitors will be replaced with an equivalent to a WV-HD616/2000. At the Main Lobby Guard Desk,
(2) 10-inch color monitors and a 17-inch color monitor will be replaced with LCD monitors.
12. Building 12 – (21) Cameras The existing equipment is manufactured by Panasonic. However, this Building will be a complete upgrade, therefore, the manufacturer of the existing equipment is not relevant.
The Pan-Tilt-Zoom cameras must be, at a minimum, outdoor, environmental, 24VAC Pan-Tilt-Zoom cameras with 540 lines horizontal with 0.5 lux (0.05fc) in color mode and 570 lines horizontal with 0.04 lux (0.004fc) in B/W mode. The fixed cameras must meet a minimum standard of outdoor, environmental cameras with 540 lines and 0.65 lux for color and 570 lines with 0.09 lux B/W and a 5-50mm vari-focal lens.
Cameras will be replaced at the following locations:

The head-end equipment is located at the security office and consists of two16-channel DVR, two joystick controllers, one external DVD drive, two (2) 10-inch monitors and three (3) 19-inch monitors. The monitors will be upgraded to LCD and the DVR will be upgraded to a minimum of 16 channels with 1TB storage and the capability to copy video clips to a DVD or flash drive.
13. Building 13 - (6) Cameras The existing equipment located at this site is manufactured by Bosch. However, the current federal agency, is planning to have additional Pelco equipment installed in the interior of the building at their expense and would like to be able to remotely view all cameras, including perimeter cameras at their Headquarters Building. Therefore, the requirement is to install equipment that will be compatible with any future plans at the site and be manufactured by Pelco. The cameras must be equivalent to Pelco IS21- DWSV8F Camclosure 2 cameras.
Cameras will be replaced at the following locations:
A) Fixed camera at area A B) Fixed camera at area B C) Fixed camera at area C D) Fixed camera at area D E) Fixed camera at area E F) Fixed camera at area F The head-end equipment is located at the guard desk in the main lobby and consists of one 16-channel DVR and two (2) 14-inch color monitors, rack mounted. The head-end will be replaced. The DVR must be equivalent to a DX-8116-1000 and include a keyboard and controller. The monitors will be LCD, comparable to Pelco PMCL319A monitors.
14. Building 14 – (5) Cameras The existing equipment is manufactured by Bosch. However, this Building will be a complete upgrade, therefore, the manufacturer of the existing equipment is not relevant.
The four (4) outdoor fixed cameras must be comparable to Bosch KBE-498V75-20 1/3”outdoor day/night cameras with 7.5-50mm vari-focal lenses, while the camera in the main lobby must be comparable to a Bosch VDC-455V03-20 flexidome with a 2.6-6mm lens.

E) Fixed camera at area E The head-end equipment is located at the Guard Desk at the Front Entrance and consists of a DVR and two (2) 10-inch color monitors. This equipment will all be upgraded. The monitors will be upgraded to LCD and the DVR will be upgraded to a minimum of 16 channels with 1TB storage and the capability to copy video clips to a DVD or flash drive.
The contractor will provide for at least two hours training on the equipment installed, at a time mutually convenient to the agency, the Federal Protective Service Inspector, and the contractor.
