Task II CLIN 0002
STATEMENT OF WORK FOR AN INSTALLATION OF A DURESS ALARM
SYSTEM AND ADDITIONS TO A CLOSED CIRCUIT TELEVISION SYSTEM

GENERAL REQUIREMENTS
The contractor shall install duress buttons at multiple locations in a leased facility. The contractor will work with the stakeholders and the Federal Protective Service (FPS) to integrate these duress buttons with our Mega Center for monitoring.
The contractor shall install eight (8) fixed cameras and one (1) Pan-Tilt-Zoom camera in a leased facility and terminate them to a Digital Video Recorder (DVR) system. There is an existing Digital Video Recorder manufactured by Panasonic, located on the third floor for viewing and recording perimeter cameras. Because there are already existing perimeter cameras terminated to an existing DVR, the vendor will furnish and install an additional Digital Video Recorder to allow for the viewing and recording of these additional interior cameras.
The contractor shall furnish all labor and materials necessary to complete the installation of the system. All necessary power for the system will be identified by the Building Management Section and will be connected to emergency power, if possible. All wire except runs above the false ceiling, shall be run in approved raceway to protect the wire from damage and tampering. All wire run above the false ceiling shall be secured up and off of the suspended ceiling. If the ceiling is plenum, high temperature Teflon wire shall be used for runs in the plenum. The contractor shall install all system components in accordance with the manufacture’s instructions and ANSI C2 requirements. The contractor shall perform all work, provide products, system integration, engineering and design work required for the project in order to have a fully operating system and proper installation of all equipment. The contractor shall provide all calculations and analysis to support design, materials and equipment and pay for all labor, materials, and equipment including any required sales, gross receipts, and taxes. Secure and pay for check fees, permits, and licenses necessary for execution of work as applicable for the project. Give required notices. Comply with codes, ordinances, regulations, and other legal requirements of public authorities which bear on performance of work. Work that is scheduled should be done with skilled labor and shall not be attempted with common labor. The contractor shall have on the job at all times ample equipment and personnel to carry on the work properly, including such tools as may be necessary to meet emergency requirements. Contractor shall remove and dispose of old wires not utilized. Contractor shall be responsible for the removal of trash and debris created by the installation.
Due to the nature of the installation of the cameras in the lobby, the vendor will need to schedule time after normal business hours to perform the installation.
The vendor will also need to submit information for a NACI agency check to work unescorted in the building.
COORDINATION
The contractor is responsible for all parts of work under this contract, including all work, which may subcontracted. It shall be the contractor’s responsibility to settle definitely the portion of the work, which each party shall accomplish and identify this relationship to the COTR. The owner and FPS assume no responsibility whatsoever for any jurisdictional claim by any trade involved. The contractor shall insure complete cooperation by all parties which he may bring together to accomplish the work described.
SUBMITTALS
The contractor shall identify any verification from requirements of Contract Documents.
State all product and system limitations, which may be detrimental to successful performance of the complete work. Coordinate submission of related items. The vendor will group shop drawings and product data of related systems, components, products and accessories to form a single submittal.
OPERATION AND MAINTENANCE MANUALS, AS-BUILT DRAWINGS
A copy of the operation and maintenance manuals shall be delivered to the Security Section prior to the beginning of the performance verification test for use during site testing. Shop drawings shall be provided but not limited to the following: Warranties, location, wire drawing, and cut sheets on all the equipment installed at the completion of the job.
PERFORMANCE VERIFICATION TEST
After all work has been completed, the contractor shall personally inspect the work and prepare a punch-list. When this punch-list is completed, he will advise the Contracting Officer’s Technical representative (COTR) that he is ready for the final inspection. The contractor shall conduct a performance verification test at the end of the installation and prior to the system being turned over to the government. The testing shall be scheduled with the Project Manager no less than 48 hours before testing.
PERFORMANCE REQUIREMENTS
FOR THE DURESS BUTTONS:
The government will need to provide a dedicated analog phone line, terminated to an RJ- 11 phone jack to be integrated into the alarm panel. The government will also need to provide a 120 V AC single duplex outlet to power the alarm panel.
The vendor will furnish and install an Intrusion Detection System panel with an LCD keypad in a space identified by the government. This panel must be a UL-listed panel that will interface with the Suitland Mega Center; usually one manufactured by Ademco, Honeywell, Bosch, DMC, Networx or an equivalent.
The contractor will furnish and install a wireless fixed-position hold-up button, similar or equal to an Inovonics EN1235DF, at each of the reception desks on floors 2 - 8, and run any necessary wire to a stacking telephone or electrical closet to the floor where the Intrusion Detection system panel is located. A similar hold-up button will be installed at the Protective Security Office desk in the main lobby.
At least two four-zone wireless receivers similar or equal to an Inovonics EN4204R will be placed in the stacking Electrical Closets to receive the signals for the hold-up buttons.
The receivers will be hard-wired in to the Intrusion Detection System Panel.
The contractor is responsible for any repeaters needed to ensure the signal from an activated button is received.
One wall-mounted video ADA compliant Emergency Intercom system, similar or equal to an Aiphone IS-DVF-2RA video door station will be mounted in the Elevator Lobby on the Lower Level, P-1 and P-2 in the garage. A Video Master Station, similar or equal to an Aiphone IS-MV, will be installed at the Protective Security officer’s desk in the lobby.
A central control unit that will communicate with the three intercoms will be installed in proximity to the master station. Cat-5e or Cat-6 cable can be pulled from the video door station intercoms to the Central Control Unit and to the master video station.
Both the vendor and the stakeholders will need to complete the Mega-center Alarm Requirement (MAR) document and submit it for programming at least 48 hours prior to testing the alarm.
FOR THE CLOSED CIRCUIT TELEVISION SYSTEM:
The Federal Protective Service has installed and maintains a Closed Circuit Television system manufactured by Panasonic that views the perimeter of the building. There is an existing 16-channel Panasonic Digital Video Recorder with a monitor located on the third (3rd) floor to view and record these cameras. The government would like to add eight (8) fixed cameras and one Pan-Tilt-Zoom for the interior to supplement video coverage of the building.
Camera locations are as follows:
1) Replace two existing fixed cameras at the entrance to the garage
2) Add one new Pan-Tilt-Zoom to view the pedestrian door near the roll-up door
3) Install one new fixed camera in the garage to view the Pedestrian Door
4) Install one new fixed camera in the garage to view down the ramp to view incoming/outgoing vehicles and to view pedestrian traffic leading into/out of the Pedestrian Door
5) On both the west side and the east side of the Main Lobby, one fixed camera will be installed in the soffits, near the speakers, a fixed camera will be installed to view the glass entry doors, for a total of two cameras. These cameras are identified by Cam # 1 and Cam # 4 on the drawing.
6) On the west side of the lobby, add one camera to view the garage elevator bank.
This camera is identified as Cam # 2 on the drawing.
7) In the lobby, add a ceiling-mounted camera in the south east corner to view the Protective Security Officer Reception desk. This camera is identified as Cam # 3 on the drawing.
ALL interior cameras must be mini-dome fixed camera domes.
The fixed cameras will terminate to a 16-channel Digital Video Recorder with 4 TB of hard drive storage. This Digital Video Recorder will be placed in the same rack as the existing Panasonic Digital Video Recorder. A color 20-inch flat screen monitor will be placed in the rack to view the new cameras.
The vendor will furnish and install a TWO 10-inch COLOR MONITORS for the Protective Security Officer in the lobby. One monitor will continue to view the existing cameras, while the other will view the new cameras. The vendor must pull any coax or cat-5e or cat 6 wire to enable the video to be viewed at the desk.
Provide a minimum of two hours training to the government personnel in how to use the DVR in how to view cameras in different sets, such as multi-screen, full screen, spot monitors, and so on. Also instruct personnel in how to view recorded video as well as the salient features of the Digital Video Recorder.
The vendor will pull any necessary permits and coordinate with the stakeholder to provide a scheduled timeline for completion of the project.
