GENERAL QUESTIONS
Q44. Insurance Requirement Page 27: The Hazardous Materials Insurance Requirement, please provide more detail as to the expectations of DHS FPS, is the awardee expected to work under Asbestos environments?
A44. There is no know asbestos at this time; however, contractors are required to maintain insurance in case any asbestos should be encountered.
Q45. Efficient Competition Page 35: Based on these conditions it is our interpretation, that DHS FPS will be lead into a path to eliminate Past Performance vs. Price; is that accurate? Since price will be a variable among all prospects, due to the non-specifics on some parts of the SOW; especially in the areas of cable and mechanical infrastructure, is it possible for DHS FPS to provide a more specific direction? Is it possible to use linear foot pricing as a standard, in order to level the speculation from one contractor to another?
A45. The solicitation is clear on its face. Price is not a variable as all questions submitted timely regarding assumptions were answered and an opportunity to visit one of the sites was provided. Linear foot pricing is not being utilized as a standard for price submission.
Q46. Relevant Past Performance Page 36: Due to the Holiday, it may be a difficult task to get the Past Performance
Questionnaires filled by the Government Representative, what other means do we have in order to prove our Past Performance?
A46. The RFP is clear on its face.
Q47. Will the response on three sample tasks become awards or are required for pre-selection of contractors only?
A47. The prices established in the SF1449 for CLINs 0001, 0002 and 0003 are the ceiling prices incorporated into the ID/IQ contract awards, which can be discounted when any actual requirements are issued under this contract vehicle. Actual requirements will be defined at the task order level.
Q48. On Page 3 of the SF 1449 quantities are listed for each of the CLINS/Tiers/Sample Tasks. Can you clarify if the quantities listed are correct?
CLIN 0001, Tier I / Sample Task I, Quantity 8.
CLIN 0002, Tier II / Actual Task II, Quantity 20.
CLIN 0003, Tier III / Sample Task III, Quantity 2.
If not what are the correct quantities?
A48. The solicitation is clear on its face. The quantities identified are the maximum number of projects that will be awarded under the associated tier / CLIN for the duration of the contract. The pricing submitted in response to the sample tasks (with the exception of task II) is for evaluation purposes only.
Q49. The Scope of Work states in the “Guarantee” section, “Contractor shall replace any material found defective at the time of installation (including faulty workmanship) with new material.” Is this to mean that the Contractor will be required to repair existing, defective conditions sight-unseen? If so, are there any known conditions such as this currently?
A49. All references within the Sample tasks for the “guarantee” were removed via amendment 0003.
Q50. Page 9, Section D I & 2 Will ODC's and indirect costs will be explained for billing purposes after award?
A50. Amendment 0003 replaced clause FAR 52.212-4 Alt I with FAR 52.212-4; therefore this section is no longer applicable. Task Orders will be awarded on a firm fixed price basis.
Q51. The RFP states that personnel may be required to be onsite within 48 hours. Absent a rated order, is there a way to have material orders expedited to meet the 48 hour deadline?
A51. No. The RFP is clear on its face and specifies that coordination for access must be made at least 48 hours in advance.
Q52. Where Site Surveys are not available, are current drawings available or will a Site POC be designated during
Q/A period, etc. to avoid issues due to a lack of information?
A52. The government will provide information specific to each requirement at a task order level to possibly include any appropriate drawings and answers to questions. It is anticipated that site visits will be conducted for each requirement at the task order level.
Q53. Will there be adequate time to fulfill any site Security protocols which require advance notification or badging to be allowed access to the site visit locations?
A53. Yes, there will be adequate time provided and advance notification to ensure that the Multiple Award contract holders have access to the site visits at the task order level.
Q54. For task order where site visits are being conducted, what is the standard notification period for site visits and any corresponding site security protocols to be followed?
A54. There are no standard notification periods for site visits and corresponding site security protocols. This varies based on the requirement, facility and the customer.
Q55. Does the Govemment foresee any site visits requiring DHS clearances?
A55. Not for site visits.
Q56 General RFQ question: It is referenced the contractors must comply with codes, ordinances, regulations and other legal requirements of public authorities which bear on performance of work. In order to be considered for award, will all of the small business contractors be required to submit proof of their own licenses (required to provide permits) for MD, VA and DC (the expected areas of performance)?
A56. If the vendor needs to apply for a permit, they need to provide what is required to the requisite approving authority (not FPS). It is incumbent upon the awarded contractor(s) to be aware of any required licenses. Small businesses are required to provide all information detailed in the RFP.
Sample Task I Q57. For equipment turn in, will there be an FPS representative onsite?
A57. Yes – the equipment needs to be returned to FPS.
Q58. The monitor is listed as an LCD TV/Monitor. It is not listed in the specs but will the new monitor need to be cable ready also?
A58. No.
Q59. Will the monitor only be used to view cameras from the new DVR or are there other cameras that will need to be viewed on the monitor?
A59. If there are existing cameras not being replaced that are currently connected to the existing DVR, then those cameras will be connected to the new DVR and will be displayed on the new monitor.
Q60. Is the NTP time server Windows XP/7/Server compatible?
A60. Yes.
Q61. On Page 3 of the SF 1449 lists the title of Tier I/Sample Task I as “Monitor, DVR, Keyboard and Mouse” but a keyboard and mouse are not listed as requirements in the narrative of Sample Task I. Can you clarify whether a keyboard and mouse need to be quoted in our pricing submission?
A61. A keyboard and mouse are not required for Sample Task I. Refer to Amendment 0004, which revised the Scope of Work.
CLIN 0002 Task II Q62. Is there already existing coax and power?
A62. Yes
Q63. Is there an existing DVR? If so what brand and model?
A63. Bosch, Pelco or Panasonic are examples of typical brands currently installed in federal space. If it’s a complete upgrade, as long as the brand meets requirements, then it is the awarded contractor’s decision. There are no specific brands or manufacturers required for this contract and resultant task orders. The scopes of work may indicate a brand name or equal requirement.
Q64. Is there an existing storage rack for the DVR or does one need to be provided?
A64. There is an existing storage rack.
Q65. Are all present cameras operational?
A65. Yes
Q66. What is/are the brands and models of the existing cameras?
A66. Bosch, Pelco or Panasonic are examples of typical brands currently installed in federal space. There are no specific brands or manufacturers required for this contract and resultant task orders. The scopes of work may indicate a brand name or equal requirement.
Q67. What types are the cameras; pan-tilt-zoom, fixed?
A67. There is a combination of both.
Q68. How many cameras currently exist that will be terminated at the current DVR or new DVR?
A68. The current DVR has 16 channels with 10 existing cameras terminated to it. There are 9 new cameras to be terminated either to the new DVR or current DVR. It is incumbent upon the contractor to ensure compatibility between the terminated cameras and their connected DVR source.
Q69. Is EMT conduit an approved raceway for the wire and cabling for these systems?
A69. Yes.
Q70. Are floor plans going to be issued for the parking garage levels, Level LL, and Levels 2-8? This will aid in quantifying conduit, cable and wire required for this sample task order.
A70. No. An opportunity to attend a site visit was provided to all interested vendors.
Q71. Please confirm that the Lobby (L) Level cameras’ power feeds are to be fed from the Lower Level (LL) Main
Electrical Room.
A71. Confirmed.
Q72. Does the building management at the facility have a scissor lift? Is this scissor lift going to be made available to the contractor performing this work? Or will the contractor be required to furnish their own scissor lift to install the Lobby cameras?
A72. The vendor is expected to furnish their own lift.
Q73. Please confirm that only local monitoring is desired for the new CCTV cameras being installed (i.e. no remote monitoring of cameras is required).
A73. Confirmed local monitoring only.
Q74. Will the Intercom System be required to be integrated and communicate with the Suitland Mega Center? If so, will a dedicated analog phone line be provided by the government?
A74. No. The intercom is for communication between the person in the LL, P-1 or P-2 levels and the Protective
Security Officer in the lobby.
Q75. The Scope of Work indicates that wire installed above the false ceilings does not require conduit. Is this the case, or is all wire to be installed in conduit?
A75. All wire in the LL, P-1 and P-2 levels will be installed in conduit. Any wire in floors 2 – 8 does not require conduit.
Q76. Are we to price this scope of work under the assumption that the chases that run from Level LL to Level 8 have the capacity for the new wire/conduit that are to be run?
A76. Yes
Q77. If concrete core drilling is required for the conduit/wire risers, what hours shall this noisy, disruptive work take place?
A77. Due to the nature of the installation of the cameras in the lobby, the vendor will need to schedule after-hour time to perform the installation (after 6:00 PM or on weekends).
Q78. Will the contractor be given access to adjacent spaces to assist in running wire for the Lobby level work, as required.
A78. Yes.
Q79. Where the intentions are to replace a system in totality, is it also the intentions to replace the cabling and conduit system's that accompany each field device, correct?
A79. Task II is for new equipment that requires new cabling. Under the replacement sample, the vendor is expected to replace a device with a device with no requirement to pull new cable.
Q80. All CCTV recording and monitoring equipment solutions shall be analog-based, correct? This statement includes monitors, DVR’s, etc?
A80. Yes. The requirement is for analog-based, including cameras monitors and DVRs.
Q81. Who is responsible for developing the design drawings that will be required for permitting by the district?
A81. The vendor.
Q82. The RFQ references all exposed wiring must be installed in an “approved raceway.” Is EMT (electrical-metallic-tubing) preferred for protection of the cables and required or may a plastic surface mount wire mold be used?
A82. EMT is required for equipment in the garage; wire mold is acceptable in the upper floors. Refer to Amendment 0004, which revised the Scope of Work.
Q83. During the site visit, it was noticed an existing camera (which will be replaced) has exposed cable run to it;
please confirm all exposed cable in the garage must be enclosed in conduit (specifically, EMT)? If all cable must be in EMT, will the awarded contractor be required to install conduit for the existing exposed cable?
A83. The existing camera without existing conduit will need to have conduit installed to meet the requirement. So, yes, the awarded contractor will be required to install conduit for the existing exposed cable. Refer to Amendment 0004, which revised the Scope of Work.
Q84. Please confirm all ceiling areas are plenum, therefore all cable to be installed shall be plenum rated.
A84. Confirmed. Refer to Amendment 0004, which revised the Scope of Work.
Q85. Task II references providing an option for an ADA-compliant emergency intercom for the lower level, P1 and
P2; how is the option expected to be incorporated into the pricing? Should the option be included in CLIN2, excluded, or a separate line item on the submitted proposal?
A85. There is a firm requirement for the video intercoms. The option was removed from the SOW per Amendment 0003.
Q86. Task II: As it was identified this site is not a federal owned building, but the US Government is leasing space from a commercial entity, please confirm all required business and individual DC licensing will be verified prior to award, as this will be required to provide proper permitting for the site.
A86. It is incumbent upon the awarded contractor(s) to be aware of any required licenses.
Sample Task III Q87. CCTV: As buildings 7, 8,9,12, & 14 will require a complete upgrade can we use IP cameras?
A87. Yes, but you would then have to pull the cat 5 or cat 6 back to the DVR.
Q88. In the description for Buildings 3 & 4, it states that there is an existing multiplexer with joystick. Is this to remain or does it need to be replaced?
A88. Replaced with the installation of new equipment
Q89. In the description for Buildings 3 & 4, it states that the vendor will supply a minimum of 12 stand multimode
62.5 micron fiber trunk line and distribution boxes. Can we get a clarification on “distribution boxes” (is this referring to patch panel)?
A89. Yes, Patch panels
Q90. Also, is it the vendor responsibility to provide any fiber transmitter/receivers?
A90. Yes
Q91. All Buildings: Please provide mounting specifications for all cameras (pole, wall, ceiling, etc.)
A91. Assume that cameras are wall-mounted.
Q92. Building 1: Is a data cable also provided for camera control?
A92. No.
Q93. Building 2: What are the model numbers for the existing Panasonic DVR and Matrix?
A93. WJ-FS616 and WJ-SX550.
Q94. Building 3/4: What are the requirements for the fiber cabling? Will it be an underground run and will an armored cable be necessary?
A94. The requirement for the fiber cabling is a minimum of 12-strand multimode 62.5 micron fiber trunk line in addition to distribution boxes will be provided and installed and it will be run across the street, for an equivalent to 1,000 yards. There is currently an existing underground fiber run. The requirement is for an underground run and an armored cable will be necessary.
Q95. Building 5: What is the size of the available rack space for the DVR? What is type of rack power available?
A95. Assume there is existing equipment in the rack with power strips available; 4 RU available when the vendor removes the old DVR and installs the new one.
Q96. Building 5: Will monitors be rack mounted?
A96. Yes – like sized monitor for an existing monitor.
Q97. Building 5: What will be viewed on the monitors? Is a matrix needed or will single static views be sufficient?
A97. Single static views are sufficient.
Q98. Building 6: What is the size of the available rack space for the DVR? What is type of rack power available?
A98. Assume there is existing equipment in the rack with power strips available; 4 RU available when the vendor

Q114. Q. If for Task III, the intent is to replace an entire CCTV system, it is also, therefore, the intent to replace all infrastructure for that system, if possible, correct? A. No, the intent is to replace a device with a device. The existing wiring will not be replaced.
a. Q. Building I, how far is it from the guard station to the head end? From the exterior poles to the head end? A. The SOW very specifically asks the vendor to replace the cameras and the DVR.
The government is not asking the vendor to replace any wiring with the exception of ii below.
i. Q. There is a statement about a site visit, but none was conducted, will one be conducted? A. Site visits will be conducted at the task order level.
ii. Q. We are instructed to re-install coaxial and power cable to an existing pole, how much cabling is rolled up and awaiting re-installation? A. 30 feet.
b. Building II –
i. Q. What distance should all bidders assume is the maximum footage of cabling and/or conduit for Cameras A-T, from the camera to Guard Office off the main lobby? A. The government is asking the vendor to replace cameras and the DVR and ensure the equipment is compatible with what is on site. The government is not asking the contractor to run or replace any wiring.
c. Building III&IV –
i. Q. Is the intent to use municipal owned communications pathways between the F street building and “Winder”. A. There is an existing pathway. If the vendor is required to pull the fiber, it would replace what is already in place
ii. Q. Is it the intent to use Aerial installation methods for the 12 Strand MM Fiber Trunk Line between these two sites? A. No, underground.
iii. Q. Is there an existing pathway or intent for installation of 3000+ Linear Feet of Fiber Optic Cabling in downtown Washington D.C.? A. There is an existing pathway. If the vendor is required to pull the fiber, it would replace what is already in place
iv. Q. What is the lead time required by the GSA for performance of their installation of the above mentioned Fiber Optic Cabling? A. This is to be determined at award.
v. Q. What is the address of the “F Street” location? A. Provided at such a time as a site visit would be conducted.
vi. Q. What is the address of the “Winder” location? A. Provided at such a time as a site visit would be conducted
vii. Q. To ensure delivery of the proper materials, what type of environment will the above mentioned Fiber Optic cabling and associated distribution boxes be installed? A. The distribution boxes will be installed in closets. The fiber will be run underneath the street.
viii. Q. It is advisable to have camera enclosures powder-coated instead of spray painted, can the solicitation be changed to reflect this need. A. The RFP is clear on its face.
d. All Buildings –
i. Q. Provide either a detail breakdown of the footages required for each and every camera, or drawings of each building and its’ relative system from which bidders can estimate the cables footages and other quantitative facts needed for providing proper costs. A. We are not running new wiring, we are replacing a device for a device.
A114. Answers to each individual question are answered throughout the question. Sample Task III is intended to replace a device with a device and not the system’s infrastructure. The existing wiring would not need to be replaced. Site visits will be conducted as appropriate to ascertain project conditions for actual requirements when developed and competed amongst the Multiple Award Contract holders.
