SOLICITATION HSFEHQ-12-R-0001

Questions and Answers

1) Attachment A of the solicitation clearly indicates that PAS services will be provided both in the continental United States (CONUS) and Outside the Continental United States (OCUNOS).

• Is it a requirement of the solicitation that an offer must include services to both specified geographies CONUS and OCONUS?

NO

• Will FEMA allow an offer to indicate only those CONUS states in which services will be provided under the solicitation response?

YES

2) Attachment A of the solicitation clearly defines two (2) levels of care;

a. basic Home Health Aide (HHA) services (ADL services) and

b. a “higher level of PAS care” administered by a HHA (with catheterization, colostomy care, etc.)

At the same time the Pricing Spreadsheet (Attachment B) only provides for a single hourly rate based on the number of HHA provided.

• Is it a requirement that all personnel provided under this proposal can perform both levels of care?

NO

• Would FEMA require the vendor to provide one or the other level of care exclusively?

NO

• Is it the intention to have the offeror bid a single rate which would include both levels of care?

NO

• Will FEMA allow the offeror to submit two pricing spreadsheets one for each level of service?

YES

3) As indicated under Factor 4: Personnel Readiness, If an Offeror would like to respond to provide PAS services within their "National Scope" capabilities which is only in selected state(s), will FEMA consider coverage that does not include all 48 CONUS states?

YES
