SOLICITATION HSFEHQ-12-R-0001

Questions and Answers

1. How will FEMA address the certification and licensing of providers who may be deployed from other states? Will the home aide or nurse license/certification requirements by state be waived if additional resources are needed and we can supply with staff from the neighboring state?

It is imperative for the Contractor to ensure all deployed employees be licensed and certified as per the State/Territory they are working in. There are no waivers. Employees that a Contractor sends to the disaster location must be licensed/certified in the State/Territory they are deployed to.

2. How will overtime be handled?

Refer to Far Part 22.103.

3. What are the implications of the proposed legislative restrictions on overtime for home health aides?

I am not aware of any legislative restrictions, but I would refer to my answer for question 2. We will abide by overtime laws as set forth by the State/Federal governments.

4. Are vendors able to charge for costs for planning and preparation even if we are never called upon? I see nothing in the announcement or attachments that explains how or how much we can expect to be reimbursed or if that's allowable.

Vendors are not able to charge for cost for planning and preparations.

5. Are we able to deliver on the "Higher level of PAS care..." described on the second page?

Contractors may submit their own innovative approach to meet the requirement of the solicitation.

6. How many references are required?

Refer to 1.2 Fact 2: Past Performance – three references are required.

7. Is there a template for responding to this bid request?

There is no template for the technical portion, but there is for cost listed on the FBO Announcement, Contract Line Items (CLINS)

8. How might we handle the requirements for minority and small vendor participation if we do not know where we might be deployed in a crisis? We have partners throughout our operations in 41 states. We would call upon them for assistance dependent upon the region and location of the deployment by FEMA. Can we describe our capacity to solicit support from these small and minority vendors who we know and judge as reliable?

Yes

9. How many copies of a proposal do you require? Electronic format? Paper or both?
