Government Answer to Vendor Questions
1. Will contractor be reimbursed for mandated training in 3.0 of the Draft RFP? There Vendor Portal will come out in a E-learning class in September. Vendor will NOT be reimbursed for LSCMS Vendor Portal training. If Contractor has a Login on the LSCMS will they be required to attend this training a second time? No logins were transferred, it is mandatory that they be re-trained in the new system to have access
2. Section 4.0 Requires 190 kits be delivered within 48 hours of award. This is only possible if the Contractor has kits ready to deliver at the time of award of the TO. Some OCONUS location time zones loose a day from EST. Would the Government consider extending the period to 72 hours CONUS locations and 96 Hours OCONUS? YES
3. Section 6.0 states the CMS items must be packaged in a tri-wall box. The photo in the Draft RFP shows a plastic coated uni-pack and is not readily available in the quantities required during an emergency event. Is the Government specifying this type of box or will they continue to allow cardboard tri-wall boxes? They are re-usable boxes as well. The plastic coated uni-pack boxes weigh more as well. See attach current packing of CMS boxes
4. Section 6.0 states the kits must be secured to the pallet with plastic or metal bands. Once the bands are cut the box will no longer be secured to the pallet. Will the Government accept other fasteners to be utilized to secure the box to the pallet as long as the box is secured to the pallet?
No. Will not accept without knowing what those options are.
5. In Section 5.0 It states that signature of receipt of kits doesn’t translate to inspection and acceptance of kits. Once the kit is received by the Government the Contractor has no control of the environment in which the kits are stored. Who will be responsible if the kits are damaged or contaminated by pests? The Contractor answered their own question above, Contractor has nothing to do with how the Distribution Center stores there commodities.
The SOW states A FEMA representative will sign for receipt of kits at each location. This signature(s) does not imply inspection & acceptance. The signature only acknowledges the delivery was made. Inspection will be made at the point of final destination; any hidden or latent discrepancies will be reported to the CO or COR. Meaning once FEMA personnel has inspected the commodities received from the contractor at the time of delivery and no hidden or latent discrepancies upon receipt.
6. While bleach doesn’t have a stamped expiration date, the numbers on the bottle represent the date it was manufactured. According to bleach manufactures, bleach does have a shelf life of 1 year if stored properly. However, if intended for medical use it is recommended by the manufacturers to be replaced every 6 months. Additionally, bleach must be stored in temperatures of 50⁰-70⁰F or it will accelerate the degrading processing of the chemical levels. Will the Government follow the manufacturers recommendation of 6 months or 1 year expiration date?
One year. Inside the shelter is not considered a medical facility
