Vendor Questions
We are interested in participating in this opportunity, and below are our questions for Solicitation Number HSFE70-17-R-0021.
Attachment 1 – Statement of Work
• Section 2.0 – Scope o “The Contractor shall provide CM-000, and/or individual CMS listed on an a la carte basis, as requested by FEMA in both steady state to maintain stock levels, and for rapid deployment under emergency conditions.”
Why would we maintain stock levels if we are required to provide product within 30 days of request? Please provide more information on the flow of inventory. This is mainly a request not mandatory, but during an emergency response the vendor will be required to deliver within 48 hours of the task order to deliver the commodities.
• Section 3.0 – Steady State o “Perishable commodities MUST be separated in kits and identified properly with packing slip, currently.”
Question: Can you elaborate on “packing slip”? Does this need to be inside the kit affixed to the perishable component? The packing slip need to inside of the box. See section 6.0 (2) paragraph o “The maximum quantity during Steady State would be two times that particular line item quantity per kit for CONUS DCs & one times that quantity for OCONUS DCs for the 28 life-cycle items.”
Question: Please define “steady state” and logic behind the quantities needed for the two areas. Define “steady state” is during a non-emergency response for ala carte items.
o “FEMA requires a minimum shelf life of 15-18 months from date of delivery. Any item not in compliance with the shelf life terms shall be replaced at the contractor’s expense with a new product six (6) months prior to expiration.”
Question: If a component only has a shelf life less than 15 months, what is our protocol? If an item is less than 15 months vendor must provide explanation, the vendor would have to replace the item 30 prior to expiration. Do we include in the kit anyway, under assumption it will need to be replaced 6 months prior to expiration? If item has 6 month expiration, explanation of why 6 months must be sent to the CO, then CO will determine if the item can be sent with kit.
o “This training will allow Contractor to enter individual shipments for FEMA’s visibility.”
Question: Is this just entering information as we ship? Yes this will only be to input items that are being ship no addition performance is needed. Or are there other work duties needing to be performed in FEMA’s system? See question above
• Section 6.0 – Packaging o Regarding the “tri-wall” containers:
Question: Will specs for the cartons be provided? Concerning spec on tri-wall paragraph 6.0 specifies the tri-walls shall be on a 48LX40W four way pallet and have a height of no higher than 55”
Are the metal or plastic bindings necessary? Paragraph 6.0 states each tri-wall shall be secured to pallet with plastic or metal straps. Or can we utilize our own, current packing methods (shrink wrapping). If shrink wrap is use vendor must be sure the commodities are securely fasten in tri-wall and top is securely wrapped.
Attachment 1 – CMS Price
• What are the differences between each of the “A La Carte” columns and what do the #s mean? (i.e. What do “A La Carte (001-050)” and “A La Carte (051- 150)” mean?) A La Carte are the individual commodities listed. Column will determine the cost of the commodities for the Fiscal Year.
• Delivery Cost Columns – Do the two Delivery Cost columns (DELIVERY COST A* and *DELIVERY COST B**) represent CONUS and OCONUS delivery costs?
Delivery Cost will also be determined by CONUS and OCONUS as well as Fiscal Year.
General Questions
• Do the items quoted in the complete kit (CM-000) need to be compliant with Trade Agreements Act (TAA)? Or does the actual assembly of the kit need to be TAA compliant? The kit as a whole must be in TAA compliant.
• What is the anticipated monthly and/or annual volume of the complete kit and the a la carte items? The anticipated monthly and /or annual volume would be determined on shelf life of the commodities.
• Can vendor part numbers be provided for any of the unique items? Yes Vendor can add part number, along with manufacture information Examples: “Colostomy” items, Blood Glucose Meter Kit, Nebulizer, Oxygen Regulators.
