Labor Category Description Qualifications
Project Manager
Performs day-to-day management of contract support operations, possibly involving multiple tasks and groups of personnel at multiple locations, on a single project. Demonstrates skills in the scope of work encompassed by the task order; provides technical guidance to the project team in performance of the work, and reviews the quality of all work products. Organizes, directs, and coordinates the planning and production of all contract support activities. Responsible for staffing, project planning, project financials, and staff direction and oversight. The Project Manager maintains and manages the client interface at the COR levels of the client organization. Assists the Program Manager as required in managing contract performance.
Minimum of 15 years of relevant military and commercial aviation/airport experience and a Master’s Degree in Emergency Management, or a Minimum of 15 years of experience and Bachelor’s Degree in Civil Engineering.
Sr. Operational Planner Senior expert with extensive, enterprise-wide knowledge and experience in one or more designated functional and/or domain areas. Provides insight and advice concerning strategic direction and applicability of up-to-date, industry standard solutions. Is responsible for providing high level vision to program/project manager or senior client leadership to influence objectives of complex efforts. The Functional/Subject Matter Expert is primarily utilized on projects for their specific expertise, not in a managerial capacity, in support of the creation of

Planner
Planner is responsible for the close coordination between their respective staffs and stakeholders to optimize performance and cross-functional expertise and coordinate performance, measurement, and reporting related to planning and exercises. The individuals shall have a sound understanding of the six-step planning process, emergency management exercise programs, and principles. Mid-Level Planners will be responsible for project management and ensuring the quality of all deliverables and products. Mid-Level Planners will support project management and task manager teams with ongoing projects as well as new projects.
Bachelor’s Degree and five (5) years of emergency planning experience. A Master’s degree can be substituted for 2 years of experience if in an appropriate field. A total of 15 years of relevant experience can substitute a bachelor’s degree.

Analyst Possess knowledge of applying analytic methodologies and principles to address client’s needs. Supports analyst functions including data collection, interviewing, data modeling, project testing, and creation of performance measurements to support project objectives. Conducts activities in support of project team’s objectives. Works closely with senior Analysts or Team Leads.
Minimum of 5 years of experience and Bachelor’s Degree.
Clerical Support Assistant Provides general-purpose administrative and clerical support for project tasks. May include secretarial, word processing, graphics, desktop publishing, editing, and coordination.
High school diploma or general education degree (GED); or 1 year of related experience and/or training; or equivalent combination of education and experience.
Accounting Support Staff Performs one or more routine accounting clerical operations, such as: examining, verifying, and correcting accounting transactions to insure completeness and accuracy of data and proper identification of accounts, and checking that

Aircraft Support Services aircraft, performing any combination of the following tasks. Directs incoming and outgoing aircraft near terminal area to assist pilot’s maneuvering of the aircraft on ground, using hand or light signals or drives light truck With guiding sign. Secures aircraft in parking position with blocks and stakes. Operates service vehicles to replenish fuel, oil, water, waste system chemicals, oxygen, hydraulic fluid, and to remove waste.
Checks for fuel contamination by draining sumps and fuel drains. Operates ground support equipment such as electrical power supply and engine starting units. Examines tires for specified air pressure and condition. Removes and replaces defective tires.
Positions and removes boarding platforms to unload or load aircraft passengers. Unloads and loads luggage, mail, freight, and other cargo, using tow truck with luggage carts. Ground Support Supervisor Performs day-to-day management of ground support operations, possibly involving multiple tasks and groups of personnel at multiple locations, on a single project. Supervises Ground Support Equipment Workers to include Laborers, Material Handlers, Forklift Operators, Aircraft Servicers, Aircraft Workers, Aircraft Support, GSE Mechanics, GSE Services and GSE Workers.
High school diploma or general education degree (GED); or 1 year of related experience and/or training; or equivalent combination of education and experience.
Laborer Performs tasks which require mainly physical abilities and effort involving little or no specialized skill or prior work experience. The following tasks are typical of this occupation:
Loads and unloads trucks, and other conveyances; moves supplies and materials to proper location by wheelbarrows or handtrucks; stacks materials for storage or binning; collects refuse and salvageable materials. Digs, fills, and tamps earth excavations; levels ground using pick, shovel, tamper and rake; shovels concrete and snow; cleans culverts and ditches; cuts tree and brush;

Moves and arranges heavy pieces of office and household furniture, equipment, and

Receives and transmits messages, using equipment such as telephone switchboard, console, telegraph, and Teletype. Answers inquiries pertaining to establishment services, shopping, dining, entertainment, and travel directions. Keeps records of room availability and guests' accounts. Computes bill, collects payment, and makes change for guests. Makes and confirms room reservations.
High school diploma or general education degree (GED); or 1 year of related experience and/or training; or equivalent combination of education and experience.
Material Handler Performs physical tasks to transport or store materials or merchandise. Duties involve one or more of the following:
Manually loading or unloading freight cars, trucks, or other transporting devices; unpacking, shelving, or placing items in proper storage locations; or transporting goods by hand truck, cart, or wheelbarrow.

Forklift Operator Operates a manually controlled gasoline, electric or liquid propane gas powered forklift to transport goods and materials of all kinds about a warehouse, manufacturing plant, or other establishment.

GSE Mechanic Repairs, rebuilds, or overhauls major assemblies of internal combustion automobiles, buses, trucks or tractors. Work involves most of the following:
Diagnosing the source of trouble and determining the extent of repairs required;
replacing worn or broken parts such as piston rings, bearings, or other engine parts; grinding and adjusting valves; rebuilding carburetors; overhauling transmissions; and repairing fuel injection, lighting, and ignition systems. In general, the work of the Motor Vehicle Mechanic requires rounded training and experience usually acquired through a formal apprenticeship or equivalent training and experience.
High school diploma or general education degree (GED); or one year related experience and/or training; or equivalent combination of education and experience. Possess/maintain a valid driver’s license and other FFA Airport required identification/seals or authorizations. Ability to perform basic math calculations. Previous GSE experience preferred strong knowledge of gas and diesel engines experience: 3 years
GSE Servicer GSE Servicer operates from a mobile fuel station and/or tanker, performs one or more of the following duties: Supplies all types of vehicles with gasoline or diesel fuel, and records mileage and tag numbers. Checks fluid levels of transmissions, battery, cooling system and engine oil. Checks tires for wear and for pressure.
Replaces wiper blades, fuses, sealed beam lights, and light bulbs. Inspects equipment and performs preventive maintenance services. Changes oil and filters, and lubricates and greases vehicles. Washes and cleans interiors and exteriors of vehicles; maintains inventories of parts and supplies; and cleans and maintains work areas.
High school diploma or general education degree (GED); or one year related experience and/or training; or equivalent combination of education and experience. Possess/maintain a valid driver’s license and other FFA Airport required identification/seals or authorizations. Ability to perform basic math calculations. GSE Worker Ground Support Equipment Worker makes repairs to Ground Support Equipment (GSE) following orders of a higher-grade worker, troubleshooting malfunctions of GSE using conventional and digital multi-meters, voltmeters, ohmmeters, frequency counters, oscilloscopes, circuit card testers, transistor testers, and hand tools, prepares GSE for storage and transportation, uses automated maintenance data systems to maintain equipment records, and document maintenance actions, maintains external fuel and grounding systems. This worker performs scheduled and unscheduled maintenance on GSE, inspects, tests, and operates GSE to determine equipment serviceability and proper operation, services
