Solicitation Number: HSFE70-16-R-0010
Contracting Questions:
1. Under the RFP, Page 27, Section H.1 lists the Total Small Business subcontracting goal of 41%. Will the government allow non-disadvantaged businesses that are small businesses to count towards the subcontracting goal of 41%?
Answer: Yes, the subsections denoted by asterisk represent only a portion of the
41% subcontracting goal.
2. Under Volume I. Technical Proposal Instructions (Page 59), the RFP states that resumes are not included in the page count. Are the resumes for the key personnel page limited?
Answer: No
3. Under Past Performance Instructions (Page 60), the first bullet asks proposers to include
“Past Performance information on all relevant (meaning similar services and scope) contracts or subcontracts performed in the last 5 years (may be on-going).” In the second bullet, the RFP states that the offeror shall “forward a copy of the Past Performance
Questionnaire to each of the references described in the past performance list above.
Does FEMA want a Past Performance Questionnaire completed for every relevant contract listed as past performance?
Answer: No limit is specified, discretion of the Offeror
4. Under the RFP, Page 67, in the evaluation, there is a requirement of at least 60% Small
Business in order to achieve an outstanding rating. Is the Small Business calculation based on the percentage pricing as done in Attachment 1 “Summary” worksheet? In other words, will the Small Business calculations be the percentage of total revenue awarded to the Small Business based on our good faith calculations on the Summary worksheet in
Attachment 1 or will it be based on the percentages for each individual CLIN? The concern is that there is no way of knowing which CLIN(s) FEMA will award throughout the life of the contract and thus cannot guarantee the total effort once the contract is awarded. Please clarify exactly how the small business calculations will be made for the evaluation.
Answer: The Small Business calculations be the percentage of total revenue awarded to the Small Business based on our good faith calculations on the Summary worksheet in Attachment 1
5. For Attachment 1, since this is an IDIQ with no specific scope, is it the expectation that an amount be entered into the Travel, Fuel, and Other Direct Cost CLINs (8, 9, and 10)?
Answer: Enter amounts
6. Under Attachment 1, it does not appear that the CLIN 3AB total (line 74) is included in the grand total formula for all periods. Was this purposeful?
Answer: Not purposeful, corrected, see revised Attachment 1 – Pricing Contract

7. For Attachment 1, there appear to be inconsistences within the various period calculations of CLIN 4 and 7. In addition, rates are prepopulated within CLIN 0004 and the hours per full day are prepopulated within CLIN 0007.
Answer: Rates removed from CLIN 0004, see revised Attachment 1– Pricing

8. In Section H.1 SUBCONTRACTING PLANS AND GOALS on pg. 27 of 68, the example sentence states, “For example, if a contract is awarded for $100 Million, and of which $10 Million is planned to be subcontracted, the subcontracting goal for all small businesses for the contract is $.1 Million”, should the subcontracting goal for all small businesses for the contract read $4.1M instead of “$.1 Million”? Was the “4” before the decimal point accidently omitted?

9. For Attachment 1, under CLIN 5 and CLIN 6 (all periods), the Material Handler position is listed twice. Was this purposeful?
Answer: No, the duplicate has been deleted and the anticipated hours have been combined in one listing of Material Handler.
10. Under Attachment 1, the level of effort/LOE (hours) and number of units provided within the template remain constant throughout all periods except for the Base Period in CLIN
0006. Was this purposeful?
Answer: Not purposeful, it has been corrected to match the Option Periods.
11. Under Attachment 2, there is no Labor Category description for either the Ground
Support Supervisor or the documentation person. Can FEMA provide clarification for them?
Answer: Ground Support Supervisor was previously SME Ground Support, and has been revised in Attachment 2. Documentation is on Attachment 2 as
“Documentation Support”.
12. Under Attachment 2 (Page 1), the qualifications for Project Manager appear to be more appropriate for a senior airport engineer with no understanding of emergency management. May 25 years of relevant military and commercial aviation/airport experience and a Master’s Degree in Emergency Management be substituted for a
Bachelor’s Degree in Civil Engineering and registration as a Professional Engineer?
Answer: Yes, the qualifications have been revised to include that experience (15
Years is enough when included with the Masters)
13. Under Attachment 2 (Page 1), the description for the Sr. Operations Planner appears more appropriate for a project requiring extensive modeling and simulation. May we recommend FEMA changes the description to the following?
“Senior expert with extensive, enterprise-wide knowledge and experience in one or more designated functional and/or domain areas. Provides insight and advice concerning strategic direction and applicability of up-to-date, industry standard solutions. Is responsible for providing high level vision to program/project manager or senior client leadership to influence objectives of complex efforts. The
Functional/Subject Matter Expert is primarily utilized on projects for their specific expertise, not in a managerial capacity, in support of the creation of comprehensive methods for describing current and/or future structure and behavior of an organization’s processes, systems, personnel and organizational sub-units, so that they align with the organization’s core goals and strategic direction. The
Functional/Subject Matter Expert is typically a former high ranking military or civilian official and recognized by industry as an expert in their specific field.”
Answer: Yes, this has been adjusted.
14. Under Attachment 2 (Page 1), regarding the qualifications for the Sr. Operations Analyst, may 15 or more years of relevant experience serve as a substitute for a Bachelor’s
Degree?
15. Under Attachment 2 (Page 2), regarding the qualifications for the Planner, may 15 or more years of relevant experience serve as a substitute for a Bachelor’s Degree?
16. For Attachment 2 (Page 8), the Material Handler position is listed twice. Was this purposeful?
Answer: Not purposeful, it has been corrected in both Attachments 1 Pricing
Contract Line Items & Attachment 2 – Labor Category Descriptions
17. Under Attachment 1, for the option periods, the Full Day cost formula should be: (Units *
Rate X * # of Hours per 1 Full Day). The “# of Hours per 1 Full Day” are not included in the Option Period formula for the Full Day cost. Since the hours within a day will greatly impact the price, can this field be prepopulated for consistency between the vendors?
