Good: Based on Offeror’s Past Performance record, essentially no doubt exists that the Offeror will successfully perform the required effort and there is a low risk associated with the Offeror performing under this contract.

Fair: Based on Offeror’s Past Performance record, essentially some doubt exists that the Offeror will successfully perform the required effort and there is slight risk with the Offeror performing under this contract.

Marginal: Based on the Offeror’s Past Performance record, a large amount of doubt exists that the Offeror will successfully perform the required and there is a moderate risk associated with the Offeror performing under this contract.

Unsatifactory: Based on Offeror’s Past Performance record, extreme doubt exists that the Offeror will successfully perform the required effort and a there is a high risk associated with Offeror performance of this contract.

Not Rated: No relevant performance record is identifiable upon which to base a meaningful performance risk prediction. An information search was unable to identify any relevant past performance. This is neither a negative or positive assessment.
