Submitted Questions and Government Response to FEMA Solicitation HSFE70-14-R-0041 DC Caribbean Generator Maintenance Q1. Will any contractor storage space be available?
A1: Storage is not provided; the contractor will be fully responsible for maintaining its own equipment and supplies Q2. Four generators were discovered as being Non-Mission Capable (NMC) since last contractor service. Please identify the four generators in NMC status.
A2: Refer to Amendment A00005 for updated NMC listing Q3. Four generators were discovered as being Non-Mission Capable (NMC) since last contractor service. Please identify the known failures or discrepancies causing these four generators to be in NMC status.
A3: Refer to Amendment A00005 for updated NMC listing Q4. Four generators were discovered as being Non-Mission Capable (NMC) since last contractor service. Please identify for how long (day, months, quarters, or years) these four generators have been in NMC status.
A4: Refer to Amendment A00005 for updated NMC listing Q5. Four generators were discovered as being Non-Mission Capable (NMC) since last contractor service. Please identify the corrective action being taken by FEMA to enable these units to be returned to Fully Mission Capable status. If not, are these generators being removed from the FEMA inventory?
A5: The 272kw SDMO unit has been identified as excess and will be removed from the inventory for repairs. The remaining three units went NMC in December during the last scheduled service. Due to the lapse in maintenance cover, not further inspection of the units has been completed.
Q6. Please confirm the contractor will have unrestricted site access to perform all Quarterly/Annual services and any FEMA approved unforeseen repairs during normal business hours for the full 90 days during each quarterly period.
A6: It is the Contractor’s responsibility to fulfill stated time requirement and supply enough personnel/equipment to meet this requirement in accordance with Section 5.1. Occasional exceptions may be authorized by the COR for instances such as inclement weather (extreme cold, lightning, tornados, etc.), but this is to occur on a case by case determination.
Q7. Would you provide a updated equipment list in the list that I had only one equipment was identified in red as NMC one SDMO serial #V300UCO5008622, year 2005, 8000WT, it is the only one NMC (Not Mission Capable?) and the cause, it will be including to Put on FMC (Fully Mission Capable on this proposal?
A7: Refer to Amendment A00005 for updated NMC listing; the rest of the inventory list remains the same.
Q8. Could you provide the bidders list and/or names for this project?
A8: We will not be disclosing the number or names of the competitors at this stage.
Q9. Have to be taken and tested oil samples in the quarterly preventive maintenance?
A9: The oil is replaced an on annual basis, not analyzed. Per the PWS section 4.1.2.1: “Generator Lubricant System: As part of the Annual Maintenance Service (always performed prior to load banking), all generators shall have lube oil and oil filter(s) changed, and all fuel filters & water separator filters will be replaced.”
Q10. May you provide copy of an updated maintenance record?
A10: Refer to Amendment A00005 for the most recent (February 4, 2015) Generator Status report & Readiness Rate.
