RFI Questions and Answers

HSFE60-13-I-0013

1. What is the significance, if any, of the three different solicitation numbers used in the recent update to the notifications for HSFE60-13-I-0013?

a. Do the three solicitations correspond to the three contracts referred to in the RFI?

Answer - The letters are a function of several NAICs codes being used. FBO only allows a single NAICs code with each request for information (RFI). The requirements are identical. We anticipate 4 different contracts: A&E, CERC, MT-1, and Non-A&E.

b. Does the Government prefer a single response covering all three contracts or are three different responses requested?

Answer – RFI HSFE60-13-I-0013 requires one response. The 4 solicitations that we expect to issue will be issued under individual solicitation numbers which will require a separate response for each.

2. Solicitation Nos. HSFE60-13-I-0013A and HSFE60-13-I-0013B indicate on the FedBizOpps.gov site that their Classification Code is “C—Architect and Engineering Services”, while HSFE60-13-I-0013C is shown as “R—Professional, administrative and management support services.”� Is this correct? It is our understanding that it was FEMA’s intent to solicit only one of the contracts as an A&E contract.

Answer – FEMA will only be issuing one RFP for A&E Services.

3. Will there be an Industry Day?

Answer – There will be an Industry Day for the A&E solicitation, the date is pending. It is anticipated that pre-proposal conferences will be held for CERC, MT-1, and the Non-A&E solicitations which have not been scheduled.

4. In the draft Statement of Program Objectives issued (copy attached), there is a reference on page 4 to Presidential Policy Directive 11, National Mitigation Framework. According to our research, Presidential Policy Directive 11 deals with a Nuclear Posture Review implementation study. Could FEMA confirm the reference to PPD-11 in Universal Objective D, provide a copy of it and/or identify its relevancy to the Risk MAP, HMTAP and TARC programs?

Answer – The draft Statement of Program Objectives should have referenced PPD-21 (Critical Infrastructure Security and Resilience). This update will be made to future documents.

5. The current FBO.gov site has 9 listings for RFI HSFE60-13-I-0013. Each listing has a different NAICS Code. Can FEMA elaborate which NAICS Code(s) is likely to be linked to which of the potential contracts – CERC, A&E, MT-1, and non-A&E for HMTAP/TARC?

Answer – This information will be given when the RFP is released.

6. What will be the “Non-AE” services NAICS code/s? This is necessary to determine small business set-aside and qualification to pursue as a small business? In addition, the code should be other than professional services.

Answer – A decision has not been made at this time.

7. What services are being considered for Small Business set-aside?

Answer – A decision has not been made at this time.

8. What is the estimated size of the different contracts to be issued? Order of magnitude is sufficient at this time.

Answer – This information is unavailable at this time.

9. Will there be multiple awards for each contract?

10. If there are multiple awards will each task order be competed in the PTS AE, and/or “Non-AE” contracts?

11. What is the scope of services for the non-AE vs. AE relating to the interface between the two? If not done correctly it could cost more due to redundancy between the two. You seem to assume for non-AE services that all non-AE services will not be included in the AE?

Answer – Scope will be addressed in each RFP.

12. Are the skill sets and requirements larger than a Small Business can perform in the non-AE services?

Answer – Scope will be addressed in each RFP.

13. How is the Risk Map Program Management contract going to interface with this?

Answer – For Risk MAP elements, providers will be expected to routinely interact with the PM provider.

14. Will the current fees for map change requests be re-evaluated with this new system?

Answer – This information will be given when the RFP is released.

15. Has this approach been coordinated with the local communities and insurance companies? To receive professional guidance, who do they go to for professional guidance?

Answer – FEMA has done extensive outreach and market research, and has engaged many stakeholders. Specific interactions and points of contact will be established on a case-by-case basis.

16. How is this new system going to ensure correct and consistent answers or policies are provided?

Answer – As with all contracts, these contracts will be administered under the respective governance structures, with roles and responsibilities for coordination outlined by the contract, Contracting Officer, Contracting Officer’s Representative, etc.

Description:This Statement of Work (SOW) shall provide critical technical assistance and support to communications projects and activities being implemented for the FIMA by the Strategic Communications Branch. Description:The FEMA FIMA Building Science Branch develops numerous technical guidance, tools, and other products that need to be strategically communicated to both technical and non-technical audience, internally and externally. This contract will support the Branch's multihazard outreach needs. Requirements include strategic planning and process improvement, publication management, training management, partnership and events, and outreach and information support.

Is HSFE60-13-I-0013C FEDERAL INSURANCE AND MITIGATION ADMINISTRATION (FIMA) related to either of the 2 AAP items above? If so, which one? If not, is there an associated AAP item?

Answer – These are separate and unrelated activities.

18. Is there an estimated Dollar Range for these services?

Answer – This information will be given when RFP is released.

19. Please confirm the five pages of additional information are not included in the ten page limit for the white paper.

Answer – Yes, that is correct.

20. Will determination and survey companies who are involved in performing MT-1s be conflicted from pursuing the MT-1 Contract?

Answer – Conflicts of Interest are reviewed on a case-by-case basis. FEMA will require all Offerors to submit an Organizational Conflict of Interest Mitigation Plan as part of the solicitation.

21. Will work scoped under this program be performed outside of the United States?

Answer – No.

22. Does FEMA intend to reorganize their governance structure to manage/align with these contracts? If so, how and when?

Answer – As with all contracts, these contracts will be administered under the respective governance structures, with roles and responsibilities for coordination outlined by the contract, Contracting Officer, Contracting Officer’s Representative, etc.
