PART 1: GENERAL

1.1 BACKGROUND

The Department of Homeland Security (DHS)-Federal Emergency Management Agency (FEMA) maintains a fleet of approximately 70 generators stationed at FEMA Distribution Center (DC) Guam; and a fleet of 108 generators at DC Moffett, CA to support emergency response operations.

1.2 SCOPE

FEMA is procuring Generator Sets to support Disaster Relief Operations in order to protect against, respond to, recover from, or mitigate against threatened or actual major or catastrophic disasters and emergencies both natural and man-made, including acts of terror. This specific requirement is to DC Guam and DC Moffett, which maintain a generator fleet to support emergency response operations. This acquisition would be to purchase generator sets to fill shortfalls within the DC Guam and DC Moffett fleet due to the lifecycle of generators.

1.3 GENERAL

The contractor(s) shall provide primary and alternate (if applicable) Point-of Contact person(s) who will have the authority to commit the company, as required to execute the Purchase Order. The contractor(s) shall furnish all professional, technical and clerical services as well as materials, equipment and facilities to meet the stated specifications and project objectives defined in this Statement of Work (SOW).

PART 2: CONTRACTOR DELIVERABLES

2.1 PRODUCTS

The contractor shall provide generators with all necessary fuel tanks and fuel lines (with proper connections and appurtenances as identified in the generator specifications Attachment 2_Generator Criteria Specifiations.xls) as specified in the purchase order. For this particular acquisition, generator purchase shall be for the following sizes (FEMA has an acceptable minimum and maximum kW range for each size, listed in the specifications, Attachment 2) and quantity to the designated location:

Attachment 2 (v1.11) provides a detail listing of the REQUIRED FEMA SPECIFICATIONS established for this requirement. Below are some of the specifications required for the FEMA Generators.

· Rated for prime power

· Generators shall be Tier 4 FINAL emission compliant and meet all EPA regulations; require Ultra Low Sulfur Diesel Fluid – meeting California Emissions requirements

· Units shall contain an integrally – mounted automated load bank system able to apply resistive load up to 40% during periods of low temperature/load conditions. SHALL have the capability to constantly monitor, sense and manage exhaust temperature with automatic shut-off for periods of high load conditions

· Units for this solicitation shall be SKID MOUNTED

· Generators shall have 24 hour fuel tank

· Only sealed gel type or absorbed glass matt (AGM) batteries shall be accepted

· Include an hour meter, manufacture maintenance and operation manuals

· Capacity plates and a unique 6 digit identification number

· Shall contain Diesel Engine Fluid (DEF) Tank

The vendor shall provide on-site training upon delivery (training shall occur AFTER the delivery all units to that given location; no later than 30 days after receipt of generators. Training date and time are TBD dependent on generator delivery timeline; to be agreed upon by the contractor and the Government) of the generators for FEMA personnel at the respective delivery locations.

Training shall include, but is not limited to operational guidance with regards to the generators; as well as detailed directions as to how to switch/set the output voltages and phase configurations on the generator and voltage regulators. In addition, for diagnostic and troubleshooting purposes, the vendor shall provide any hardware and/or software, manuals or other documentation (digital or hard copy), to include all diagnostic codes, that will enable FEMA mechanics to perform all diagnostic’s available for the generator(s).

2.2 QUALITY

Equipment furnished under this purchase order shall be new, of good quality, in safe operating condition and shall comply with all applicable standards and safety regulations including but not limited to Environmental Protection Agency (EPA) regulations. All safety devices shall be fully functional; to include all manual and automatic emergency shut-off mechanisms. All safety guards, warning labels, and safety related instruction labels shall be properly affixed at all times.

2.3 INSPECTION/ACCEPTANCE

Government inspection and acceptance shall be at destination. The Government reserves the right to conduct source inspection if deemed necessary by the Contracting Officer (CO). For all orders, the contractor shall obtain Proof of Delivery (P.O.D.) including the time of delivery, full delivery address, and the name and signature of the person who accepted the shipment. The contractor shall provide a customer representative/technician at the delivery location to ensure generators are operational before final acceptance at destination by the Government.

2.4 DELIVERY LOCATION AND SCHEDULE

2.4.1 Delivery Location

Hours of Performance: Work hours depend on local business practices and time zones. All deliveries performed under the resultant purchase order shall be performed during the applicable DC’s standard work hours, unless otherwise agreed upon. The vendor shall schedule all delivery activities with the appropriate delivery point of contact after award (to be provided after award by the Project Officer).
