Combined Synopsis/Solicitation # HSFE20-16-Q-0029 Vendor Posed Questions and Government Responses (in red)

1. The specification table specifies a “Minimum kW – Maximum kW Range (FEMA Acceptable)”. Are we to understand that as any generator in the Prime Power Output Range will be acceptable? And if so, will any procurement preference be given to generators that are closer to the kW listed in the “Prime Power Rating (kW)” row of the specification? –

Generators that are within the “minimum kw-maximum kw” Range will meet the requirements. Generators that are of higher kW rating within the range are preferred.

1. There does not appear to be an area for offerors to take exception to a specification item and offer an explanation or alternative. Are we correct? Are you only taking Yes or No responses?

Either the offeror meets the requirement or does not meet the requirement. As part of the solicitation requirements, offerors are required to submit detailed specification in ADDITION to the completed excel file. They can use those three pages to offer an explanation if they feel it is required.

1. Please clarify the meaning of “Generator Output Bus Separate From Control Panel”. Is the Output Bus considered to be at the location of the CamLoks or at the location of the hardwire terminals?

Per the FEMA Specification sheet, generators are to have both CAMlok Connectors and hard wire terminals. Output terminals are not part of the control panel.

1. Regarding the Attachment 3- Specifications- Compliance-Offerors – Complete Matrix – Emissions Tier 4 FINAL, We can provide these Units with Tier 3 Flex TPEM program Engines. Is this acceptable??

No – units are required to be Tier 4 FINAL – no exceptions.

1. The specification sheets (Attachments 2 or 3) for the generators do not reference any breaker requirement for the generator output. This is a required item per NEC for protection of the equipment and safety. Is there a reason generator output breakers were omitted from the requirement?

Revised Attachments 2 and 3 with generator output breakers included incorporated with Amendment A00001.

1. The Attachment 3 links between pages do not all work correctly, some are misaligned, others do not register at all, leaving a “No Answer” in the Summary tab when all corresponding fields are completed. Please advise steps to correct this issue.
