QUESTION/RESPONSE FOR RFP HSCG84-15-R-AA1483

Date: 6 August 2015

1. QUESTION: Is there storage space at either site for on-site storage of landscape equipment?

RESPONSE: No, the Coast Guard will not be liable for any supplies stored on base, therefore, no storage will be provided. Coast Guard also does not allow for any hazmat or fuel to be stored other than designated storage areas.

2. QUESTION: What is the protocol for payment for unscheduled pest control calls or unscheduled tree work?

RESPONSE: None. The Contractor is only required to notify COR of the existence of pests. Sector San Diego has a Pest control contract for the immediate perimeter of the buildings.

3. QUESTION: Section 7.7 Irrigation. States that the contractor is responsible for repair and replacement of broken irrigation components. Question, is the contractor paying for the time and materials for the components that need to be repaired or replaced that are worn-out from normal usage?

RESPONSE: It is intended for the contractor to be responsible for all parts and labor for repair. The contractor shall be responsible for the maintenance, repair, replacement and upkeep of all irrigation systems components, including but not limited to valve boxes, timers, sprinkler heads, sprinklers and branch lines and associated electrical connections.

4. QUESTION: Section 7.6 Replacement of Vegetation. States the contractor shall replace/add decorative lava rock in various locations. What are the quantities of decorative rock? Is the cost of the labor and material part of the base contract?

RESPONSE: Contractor will replace any Vegetation and add or replace Decorative lava rock, mulch, or wood chips, where needed, to maintain a uniform appearance. The Government does not have a measurement of the quantities of decorative lava rock.

5. QUESTION: Section 7.6 Replacement of Vegetation. States the contractor shall repair damaged turf and replace flowers, shrubs, trees, and sprinkler heads damaged either during mowing or Coast Guard operations and events. I understand why the contractor would be liable for mowing related damage. Is the contractor liable for the extra repair costs incurred for Coast Guard operations and events?

RESPONSE: Contractor will replace flowers, shrubs, trees, etc., that die or have been damaged. Any damage to Sprinkler heads or the lines will be replaced at the contractors’ expense. This includes the Drip lines in various flower beds on base.

6. QUESTION: Section 7.11 Debris Removal and Section 9.2 Dumpsters. Section

7.11 states debris generated from the contractor operations must be removed from site.

Section 9.2 States Dumpsters are provided and are used jointly by the Coast Guard and the Contractor, What kinds of materials can the contractor put in the on-site dumpsters?

Do both sites have co-usage dumpsters?

RESPONSE: For large jobs such as trimming of trees or the Palm trees, thatching of grass, the contractor should haul off. For smaller items that may take up only a few bags, Coast Guard dumpsters may be used.

Point Loma is the exception, as all waste must be removed. This is to avoid filling up CG dumpsters to the point that the CG is unable to use them for CG generated waste.

7. QUESTION: Section 7.12 General Maintenance of Non-Vegetation Areas. States maintenance may require the addition of required decorative material (of like composition) to provide a neat, fresh and well-groomed appearance (2” in depth). What is the material? Is the cost of the material and labor to place the material part of the base contract?

RESPONSE: The material referred to, currently in place, is lava rock, Bark, mulch and/or decorative rock. It is in various locations and is visible under shrubs, in planters, and at walk ways. The Contractor will be required to fill in, where needed, to blend in and ensure a uniform appearance.

8. QUESTION: Section 10.3 Hazardous Debris Removal. Is the contractor responsible for the costs of the removal and disposal of contractor generated hazardous debris, or all hazardous debris found on-site?

RESPONSE: The Contractor is responsible for the costs of removal and disposal of all hazardous debris found on-site.

9. QUESTION: Who is currently performing the landscape maintenance for the sites?

RESPONSE: Singh Group, Inc., 1308 Descanso Avenue, San Marcos, CA

10. QUESTION: Is the government mandate by current state water conservation regulations?

RESPONSE: No. Sector San Diego is not mandated by state Water Conservation regulations. However, Sector San Diego will follow them in an attempt to reduce our water usage.

11. QUESTION: Security Clearance: (ac) HSAR Clause 3052.204-71 Contractor Employee Access – will regulation form apply if so at what cost?

RESPONSE: HSAR Clause 3052.204-71, Contractor Employee Access, should be inserted into solicitation and contract when contractor employees are require recurring access to Government facilities or access to sensitive information. Neither is required under this contract, therefore, clause will be deleted. See Amendment 0003.

12. QUESTION: PWS 7.5 Maintain Trees/Shrubs/Hedges – Unimproved is not identified in Technical Exhibits.

RESPONSE: Anything outside the highlighted areas is either unimproved or has a wall dividing it. Only overhang from unimproved is to be trimmed.

13. QUESTION: Solicitation: p 25 of 48 – Contract Documents, Attachments, and Exhibits – item 2 DOL Wage Determination listed is incorrect. Should be 2005-2057 Rev. 17 dtd 7/8/15. Please advise.

RESPONSE: Solicitation WD No. 2005-2057, Revision 16, dtd 12/22/2014, will be replaced with current WD No. 2005-2057, Revision 17, dtd 7/8/2015. See Amendment 0002.

14. QUESTION: Attachment 1: WD is 2005-2057, Rev. 16, 12/22/2014. Most recent WD is 2005-2057 Rev. 17 dated 7/8/15. Please advise.

RESPONSE: See Response at Question #13.

15. QUESTION: Can the number of special events or occurrence of exercises per year that would affect the grounds maintenance be identified?

RESPONSE: This information is not available. This will not be considered an additional task. Once notified by the COR, the contractor may request to reestablish priorities and to reschedule tasks as a result of special event. Reference is made to PWS Paragraph 7.13.

Examples of special events include Retirement Ceremonies, Change of Command, Work out and Well being Events, and miscellaneous Morale events throughout the year.

16. QUESTION: Technical Exhibit 6 has a column named PWS Para, but these spec items do not coincide with the spec items in the PWS that was supplied. Is there a current Technical Exhibit 6, or is the PWS that was provided outdated?

RESPONSE: The PWS paragraphs referenced at Technical Exhibit 6, Column heading PWS Para, will be updated to reflect correct PWS paragraph and corresponding performance objective. See Amendment 0003.

17. QUESTION: PWS Section 5.3 Uniforms and Identification – Will security clearance be a requirement, if so, would this identification suffice?

RESPONSE: No other security exists at this time. However, should the Coast Guard find it necessary to increase the security level, the contractor may be required to meet those new requirements. Contractor’s personnel, at all times, shall be easily identifiable by Base Security and the COR.

18. QUESTION: PWS Section 7.1 General – Refers to ground cover areas being rich natural green color, does this take the state water mandate into consideration?

RESPONSE: See Response at Question #10.

19. QUESTION: PWS Section 7.7 Irrigation – Also states ground cover areas being uniform green color.

RESPONSE: See Response at Question #10.

20. QUESTION: Past Performance Evaluation Questionnaire – Is missing pages 7-10.

RESPONSE: Past Performance Evaluation Questionnaire page numbering will be corrected. The first four pages are to be submitted. See Amendment 0003.

21. QUESTION: Page 14 of the Solicitation (C) – States that upon the Contracting Officer’s request, the Contractor’s employees shall be fingerprinted, or subject to other investigations as required. Who covers the additional cost for this? What is the cost?

RESPONSE: See Response at Question #11.

22. QUESTION: What is the expected scope of pest control? As you know Integrated Pest Management plans can vary heavily and greatly affect a company’s proposed price.

RESPONSE: See Response at Question #2.

23. QUESTION: For pest control, are you only expecting the outside perimeters of the buildings? What are the lineal feet of the buildings perimeter? Can you provide foot prints?

RESPONSE: See Response at Question #2.

24. QUESTION: The fence line at Harbor Drive: How far outside the fence line is the city's responsibility?

RESPONSE: Anything outside the Fence is the responsibility of the Port Authority of San Diego; any overhang on CG Property is Contractor’s responsibility. The COR will coordinate with San Diego Port Authority when the cutting their Shrubs/Trees is required.

25. QUESTION: There is a green waste container at the Point Loma site, can the contractor utilize this?

RESPONSE: See Response at Question #6.

26. QUESTION: Are we required to secure passes for employees through RapidGate so they have access to the secure areas at the two locations to include the flight line?

RESPONSE: The Rapid Gate system is not currently in use by Sector San Diego.

27. QUESTION: Is the contractor required to provide a full time Site Supervisor or just a point of contact?

RESPONSE: PWS Para 5.2 states “The Contractor shall, at all times, provide supervision of his/her employees to assure compliance and satisfactory performance.

The Site Manager or designated personnel shall be the primary point of contact with the Government, conduct overall management coordination for performance of all work under this Contract and be authorized to receive any communications or notices of deficiency in contract performance.”

28. QUESTION: Paragraph 5.9.6 Debris. Will the Coast Guard provide a location or dumpster for debris and/or policed materials or will have to be securely removed from the site?

RESPONSE: See Response at Question #6. The Government will not provide a location for a separate dumpster.

29. QUESTION: Paragraph 7.7 Irrigation. Are these two locations under water restrictions due to the California drought? If so, how is irrigation being maintained in the improved areas?

RESPONSE: See Response to Question # 10.

30. QUESTION: Paragraph 7.13. Special Event Services. How many special events occurred last year and how were the extra hours billed or handled? Are Special Events included in the base price?

RESPONSE: See Response at Question #15.

31. QUESTION: Is the contractor required to provide hosing and sprinklers for areas classified as "Sprinklers Not Installed or Non Operational (Manual Water)?

RESPONSE: Yes, contractor is required to provide hoses and sprinklers that they will remove when finished.

32. QUESTION: Will the Government be providing a lay-down area for the Contractor?

RESPONSE: There will not be one designated area, however parking on base is not assigned parking and there are plenty of areas to facilitate loading and unloading of Gear.

33. QUESTION: Can the Contractor bring in a 4 yd green waste container?

RESPONSE: No
