Q1. Will the contractor be paid a fixed amount each month, or according to the actual meals served, or according to some other method such as weekly forecasts?
A1. Per PWS paragraph 5.2.8, “The Government will reimburse the contractor for the actual meals ordered or served each month (whichever is greater).”
Q2. Special Events Pricing. Some CLINs appear to require a per event price (CLIN 00014 Chapel Coffee Service – 50 events per year), and some events appear to require pricing per meal (CLIN 00015 Picnic Meals 5745 meals per year). Please clarify which events are to be priced by event and which events are to be priced by meal.
A2. See revised schedule. A column has been added for “unit”. In addition, “(family style)” has been added to CLIN X0001, Breakfast. This was inadvertently left off.
Q3. CLINs 20019 and 20020 have estimated annual quantities of one meal each although they are for banquets for more than 150 attendees. For purposes of executing the bid schedules, are you requesting estimated total amounts for the cost of the one meal for each of these CLINs?
A3. Historically CLINs X0019 and X0020 are not used but the USCG Academy would like to have these prices in the contract in the event that they need to order banquets for that number of people. If any meal in the schedule (or in Attachment 4) has a quantity of “1”, then historically that meal has not been ordered. Pricing will still be included in the contract in the event that that meal is necessary during the life of this contract. The bid schedule should include a price per meal.
Q3. CLIN 20021 references Attachment 4. Attachment 4 identifies Total Evaluated Price – CLIN 00016. For purpose of executing the bid schedules, are you requesting we price one meal for each of the twenty SubCLINs, or when Attachment 4 identifies quantities larger than one meal, do you want extend prices in those SubCLINs?
A3. The prices on pages 4-8 should be the per meal price. Attachment 4 will be used for evaluating the prices for CLIN X0021. CLIN 00016 should not be referenced in Attachment 4 and that has been corrected. See Attachment 4, marked Amendment 0004.
Q4. PWS Page 1 of 38 shows the Cadet Wardroom M-F breakfast beginning at 0620 but no end time is identified. Please clarify.
A4. There is no set end time for breakfast. This meal is served family style. The contractor must ensure that family style meals are prepared and ready to be served within 30 minutes prior to scheduled meal times. Once the command "Seats" is given, the contractor has 5 minutes to serve the food. Typically the cadets are given an average of twenty minutes to eat their meal.
Q5. Page 18 of the CBA allows for a $6.00 per hour payment by the company for Health and Welfare benefits. Page 42 of the CBA appears to place 100% cost of Health and Welfare on employees. If this cost burden was shifted from company to employees, the Coast Guard should have received a significant decrease in contract cost for this change. Are Union employees required to pay 100% for Health and Welfare benefits?
A5. The employee receives $6.00 per hour worked and can use that money to purchase insurance through Aramark or get their insurance from another source.
Q6. Page 36 of the CBA requires 70 hours of floor maintenance. Is it the Coast Guard’s understanding that this is 70 hours per week or does it cover some other timeframe?
A6. The contractor is required to comply with the PWS requirements. Per the PWS 5.2.10.1.
Floor Cleaning. The contractor will designate a full-time employee to maintain the floors at all times. The contractor shall provide a floor-cleaning schedule weekly to the COTR designating employee names and hours worked. This will better assist the COTR when addressing floor discrepancies. These employees are to be designated to floors only, and are not to be used to fill positions when other employees fail to report to work. The Academy’s dining facility is very large, and the floors require constant attention. The floors are to be power washed in accordance with Technical Exhibit # 6.
Q7.The charts on pages 1 and 2 of the PWS show no Sunday lunch meal during Swab Summer and no Sunday or Holiday lunch meals for the Coast Guard Dining Facility. Are these charts accurate?
A7. The tables on pages 1 and 2 have been revised to reflect the correct meal times.

Performance Work Statement for Full Food Services at the U.S. Coast Guard Academy New London CT
HSCG84-15-R-AA1441, Attachment 1
Amendment 4, Page 1 of 38
1. INTRODUCTION.
The contractor shall provide and prepare all food, personnel, management, supervision, materials, supplies and other items or services (except as stated herein) necessary to provide full food service, in accordance with all terms and conditions in this contract. The services shall be performed at the Dining Facility, U.S. Coast Guard Academy, New London, CT and may be required at other off base locations when requested by the Academy, at no additional cost to the government. Contractor tasks will include, but are not limited to, the following: Dining Facility Management; cooking, food preparation, stocking, serving, and replenishing; cleaning facilities, equipment, and utensils, preparing vegetables and fruits for the salad bar, bussing tables in specified dining areas, performing cashier services as needed, maintaining quality. The contractor will also be responsible for catering events off base at the Stonington Lodge (Stonington, CT) the Coast Guard Academy Alumni building and other locations, as defined within the contract.
2. BACKGROUND.
2.1. The main mission of U.S. Coast Guard Academy, New London, Connecticut is to train young men and women for their future role as Coast Guard Officers, in a collegiate environment. The Academy has one kitchen that services two Dining Halls, the Cadet Wardroom and All Hands Dining Facility.
2.2. The Cadet wardroom caters only to Cadets and provides 3 meals a day, seven days a week. The meals are served as followed: Breakfast and Lunch, Monday thru Friday is served Family Style, and the dinner, weekends, and holiday meals are served buffet style. The cadet wardroom accounts for approximately 85.5% of the contractor’s food preparation. The Academy’s Administration has a requirement for Family Style meals in its Cadet Wardroom to emulate the “Wardroom atmosphere afloat” as part of a “formal”, officer environment.
The All Hands Dining Facility provides buffet and family style meals for OCS Candidates, and cafeteria-style meals for permanent party staff and the Coast Guard’s Leadership and Development Center (CWO Indoc., OINC School, PCO School, etc.), seven days a week. The historical volumes for both dining facilities can be found in Technical Exhibit 1.
2.3. The Academy also has a requirement to provide food services for special events and functions and the Academy Clinic. Special events and functions require a higher culinary and artistic quality. These events may be held at various Academy locations (indoors and outdoors), the Coast Guard Academy Alumni building and at Stonington Lodge, Stonington Connecticut, which is located approximately 10 miles from the Academy. Meals for the Clinic are provided on trays to 10-12 patients daily at the Coast Guard Health Care Facility.
2.4. ACADEMY dining facility operation.
2.4.1. The normal hours of operation listed in the tables below may be subject to change because of mission, operations, contingency, special events, or any other requirements which may rise. The tables also identify style of meal (family, buffet, or cafeteria) that will be served at specified time periods:

2.4.3. Extended Service Hours. Special and emergency situations (for example: accident and rescue operations, civil disturbances, weather warnings, alerts) may necessitate the dining facility operating on an extended basis of up to twenty-four hours per day. The contractor shall provide these services when ordered by the Contracting Officer. If this order is provided verbally, a written delivery order or modification to the contract setting forth the effort required will be provided as soon as possible thereafter. Prices for food service occasioned by these special and emergency situations may result in an equitable adjustment to the contract.
