Offeror shall submit resumes for the following Key Personnel: Project Manager, Assistant Project Manager and Chef Manager as described in the evaluation criteria of FAR Provision 52.212-2 of this solicitation and Section 7, Contract Management and Personnel Requirements, of the PWS.” Please confirm the proposal volume in which Key Personnel resumes must be submitted – Volume I (Technical) or II (Price)?
A1: See page 37 of 63, Key personnel resumes shall be submitted with Volume I, Factor 3, B, Key Personnel.
Q2: How will the menu be scored for technical merit and what factor will weigh most in the decision?
Creativity Variety Price
A2: The menus will be evaluated in accordance with the requirements set forth in the RFP, attachments and technical exhibits. For evaluation purposes, no specific weight is given to creativity, variety and price. Per the RFP, Past Performance, Corporate Experience, Technical Capability and Management, when combined, are significantly more important than cost or price.
Q3: Will you be able to provide the current CLIN rates? This would allow us to benchmark each CLIN as we design our offer.
A3: This is proprietary information and not releasable.
Q4: Will the government consider an additional extension to the due date of 6/8/15 that was provided through Amendment 1?
A4: The government has provided an extension until 6/15/15.
Q5: Are contractors able to or encouraged to provide investment into servery trade-dress, minor enhancements, renovations, or other supporting platforms to improve the dining experience?
A5: Yes.
Q6: There is no pricing CLIN for the Athletes table requirement, is an Athletes menu required for submission?
A6: No. See Athletic Training Menu Guide, Technical Exhibit 7.

See PWS paragraph 5.2.17.1.
Q8: What is a typical daily schedule for students? Are they free to go off Campus in the evenings and on weekends?
A8: Cadet’s schedules are very regimented. Typically the 1st year cadets (4th class) do not leave during their first year but the rest of the cadets are free to leave in the evenings and weekends. A lot of the cadets are involved in extracurricular programs and events that take place during those times and therefore most cadets normally are on campus for meals.
Q9: Does the contractor have exclusive catering rights for non-contractual/billable functions or events at specified locations?
A9: No.
Q10: Can you confirm that the sit down meals in CLIN 21 are intended to have four tier pricing, same menu but discount for volume?
A10: This is correct. The price also depends on the entrée selected.

CLIN 21?

Q12: Page 32 of 38 of the solicitation identifies Performance and Payment Bonds as a deliverable. We do not find a clause in the solicitation for this item. Has this requirement been eliminated?
A12: Yes. This requirement is deleted from the deliverables table. See PWS page 32 of 38 marked Amendment 0002.
Q13: Referencing PWS Page 33, b. Requirements for Assistant Project Manager states:
“Extensive experience, defined as not less than seven years … At least two of the nine years shall be as an assistant project manager.” Please clarify whether the Government means “At least two of the seven years” (not nine).

A14: It is vendor owned.

A15: The current contract ends on 30 September 2015.
