Q1: Has the Government's market surveys identified one or more commercial or non-commercial products that meet, or can easily be modified to meet, the Government's specifications?
A1: Yes
Q2: The provided Specification and the required delivery of the first units is 60 days after award and 120 days for the first Delivery Order. Would the Government entertain a longer lead time of 18 months for the first Order to allow for a modification of existing products to meet the specifications, assuming the Government could realize overall cost savings on the contract?
A2: No. The 120 days for the first order is a contract requirement.
Q3: Are the main display and an electronics package going to be ruggedized? If they are who's responsibility it it? The Coast Guard's or the prime contractor's? If they are to be ruggedized are the specifications available?
A3: The requirement is that display units meet IEC 61162-1 standard and IEC 60529 Ingress protection (IP) 55. Additional or further weather protection for display units is beyond the scope of this commercial acquisition.
Q4: Does USCG intend for there to be a single, standardized footprint for installation of the winning contractor's master display? Is a standard free-standing mounting bracket for the offeror's master display acceptable as a universal display adapter plate?
A4: Yes. USCG intends for a single display for use on all platforms large and small, regardless of mounting method. USCG desires a flush mounting (with bezel) for console mounting, as this is the existing mounting method for the majority of existing installations. The specification has been adjusted to reflect this.
Q5: These line items appear to be contradictory, or at least add ambiguity.
3.9 Speed Measurement Performance", specifications 3.9.4.and 3.9.5 state as follows:
"3.9.4 The system shall update speed data (SOG) at a minimum rate of 1hz in depth when SOG can be determined.
3.9.5 The system shall update speed date (SOG) at minimum rate of 2 Hz in depths when SOG can be determined."
A5: 3.9.5 is listed in error. The specification has been corrected.
Q5: Can USCG clarify the update rate frequency (specification 3.9 Speed Measurement Performance) specified herein?
Can USCG clarify "update"? Is this understood to be an update in Calculation or update in display of information?
A5: USCG has other systems, such as navigation or fire control systems, which require NMEA speed and depth data at 1 Hz. Additionally, the USCG desires a NMEA data output rate of 2Hz, which is the objective requirement. The specification has been adjusted to provide clarity.
Q6: The “Parts List” tab, “KIT PRICING EXHIBIT” tab and individual vessel class tabs all contain a line item for “flange”, but the specifications for the “flange” are not in the specification document or otherwise specified in the configuration sheet, price sheet or cross-walk.
A6: There are no specifications or evaluation criteria for the “flange.” The “KIT PRICING EXHIBIT” represents a notional equipment list, wherein all items necessary for installation were included. If the proposed gate valve cannot be installed without a flange, then include technical and price data regarding the flange. If it is not necessary (because it is integral to the gate valve or transducer mounts directly to the hull), it may be disregarded, or priced as an independent and optional piece of equipment. It is important to note that the “KIT PRICING EXHIBIT” will ultimately serve as the contract pricing schedule. Therefore, every component which has a part number must be listed. Not every item requires pricing, but all components must be listed. As an example, on the updated Attachment 7, Cutter Configs, item 16 is the Dual Axis Transducer Kit. This notional component will only be purchased for initial install, but likely contains several pieces, each with distinct part numbers. In this case, the kit (item 16) must be priced, but each of the individual component (transducer, cable, terminal connector, etc.) model and part numbers must be specified.
Q7: Our proposed product will require updating the existing Wheelmark® Certification which is expected to be complete before contract award. Will this condition satisfy Section 3.2.1 in the Doppler Speed Log Procurement Specification?
A7: All proposals will be evaluated according to the criteria contained within the solicitation, specifically:
The Government will evaluate each offerors' demonstrated ability to meet the specification requirements provided in "DSL Attachment 1 Speed Log Specifications". The evaluation of this sub-factor will be based on the offeror's demonstrated capability to provide the required specifications. Any proposed product specifications that exceeds the minimum will be evaluated to determine the impact of the operational effectiveness and the benefit derived by the Government.
Q8: Can you provide the expected time between Notification of Contract Award and Notice of Delivery Order Award? (Reference p14 of Doppler Speed Log (DSL) Award Refreshment document).
A8: C3CEN will award the Contract and first Delivery Order on the same date.
