Crane Solicitation Questions & Answers #2
Q Requirements contracts we have seen have had some expected purchase quantities listed. We did not see that here; maybe we missed it. Is there a minimum and a maximum quantity of vessels that may be procured for? Alternately, should we assume one for the base and one each option year?
A - The current USCG goal is to procure 9 complete Crane sets (Crane set = 2 Port side cranes and 1 STBD side crane for a total of 3 cranes per ship set. Crane requirements are outlined in specification). Also these sets are made up of CLIN #'s 3,4,5,6,7,8,10,11,12,13,15,20,24,25,26,27,28,29 and 31.
- There is no requirement outlining a min or max order.
- The crane sets will be purchased as follows: 1 set first year and 2 sets per option years.
Q We have a technical clarification we hope we can get an answer for quickly. Section 3.5.8 of the Boat Handling System specification clarifies that 2 functions must run at full rated load and 2/3 speed. We feel a 75 HP power unit would be less than marginal here without a compromise on your speeds. So, we have figured a 100 HP power unit in our design as to not come up short.
A Requirement 3.5.8 stands. No comment wrt their proposed HPU horsepower.
Q The next Section 3.5.8.1 states that the power unit must be modular in construction and needs to fit thru 26” doors. We had the same requirement on the WMEC contract but that smaller crane only had a 20 HP power unit. With the components size here, we feel it may be impossible to meet both of these requirements. The motor, tank and motor controller all pose a problem fitting thru the prescribed opening.
A We have reviewed the plans, and find that all renewable and repairable parts must fit through standard 26 inch watertight doors. As part of the process of installing foundations, the Coast Guard will be cutting holes in the deck plate for installation of doubler plates. It is therefore possible to drop reservoirs and the like through a one-time hole nte 48 inches by 48 inches. The fourth sentence of 3.5.8.1 is revised:
WAS: 3.5.8.1 HPU - ...The units shall be modular in construction and allow for transit through existing 26” watertight doors and hatches. The contractor shall verify ability to transit modules to the installation location during the shipcheck
IS: 3.5.8.1 HPU - ... The units shall be modular in construction and allow for transit of repairable components through existing 26” watertight doors and hatches. Modular reservoirs shall pass through a 48 inch x 48 inch hole cut in the cutter deck. The contractor shall verify ability to transit modules to the installation location during the shipcheck...
