Questions and Answers to DAVIT Solicitation-HSCG40-12-R-30010
1. Q: 3.1.1 How long does it typically take the USCG to load a 3 person crew into a boat?
A: For purposes of timed SAR rapid deployment, assume personnel are standing at the ready on the davit platform level, and must climb up whatever access is provided into the boat in the cradle. Assume something less than 1 minute. This would be concurrent with other personnel releasing gripes, and other personnel starting the davit.
2. Q: 3.3.9. Does both arms of the davit need to be adjustable or can one arm be fixed?
A: One davit arm can be fixed, and one arm adjustable.
3. Q: 3.3.13 Does the Coast guard have estimates of the towing forces on the painter line for the considered boats at 7 knots in SS5?
A: Assume painter working load of 2200 lbs, or 20% of the boat weight of 11,000 lbs.
The painter will have a Rated Breaking Strength of not less than 11,000 lbs. The boom system must survive without damage (not exceed 70 percent of yield strength of materials) a load equal to the rated breaking strength of the painter.
4. Q: 3.5.5.2. ANTI-TWO-BLOCK AND END OF WIRE FEATURES. “The davit shall have a decoder basedanti-two-block feature which shall prevent the hooks from being drawn into the davit head sheaves.”Should “decoder” be encoder?
A: Typo: encoder.
5. Q: 3.5.7 The davit system shall operate within the constraints specified by MIL- STD-1399, section 300A.Does the electrical system require testing as specified in the standard?
A: IF the proposed equipment includes an inverter or other component which MAY impose electrical noise feedback on the ships electrical system, then the equipment must be tested to validate that it DOES NOT have an impact on the ships electrical system.
6. Q: 3.5.8 HYDRAULIC SYSTEM REQUIREMENTS. “The hydraulic system shall be provided with a stainless steel water guard structure over the power pack.” Does the water guard need to cover the reservoir? What is the desired performance of the “water guard structure”?
A: The intent of the water guard structure requirement is to shield the bulk of the hydraulic components from rain and salt water spray.
7. Q: 3.5.8 What is the USCG definition of “cartridge type seal system”?
A: Rod seal systems which can be replaced in the field as a screw-in pre-manufactured cartridge (Parker or equal) shall be provided.
8. Q: 3.5.9 What is the level of subassembly desired here? Major weldments?
Weldments plus upper level purchased parts? All service parts? Just the separate parts in the initial shipment?
A: Subassemblies should be described as the limited number of “major” subassemblies to which the tested davit unit is broken down for shipment, see paragraph 3.5.1. Example:
Console, base frame, forward arm, aft arm.
9. Q: 3.7.6.2 Can the USCG provide an example of a backup copy of software that is not restored from another computer or a loader device? Aren’t all storage devices also loader devices?
A: External laptops and external loader devices get lost or damaged. An installed device or port for booting shall be provided. A USB port (for thumb drive) would be acceptable.
10) Q: 3.7.6.5 During the life of the contract, the Contractor shall be responsible to provide revised software when any programmable elements of the crane are changed.
Is this only for changes initiated by the contractor or does this include changes initiated by the USCG? Is there an expiration date on this requirement?
A: Changes initiated by the contractor, or by virtue of software being updated or no longer being available. The contract life is delivery of all units ordered under the contract.
11) Q: Please provide any drawings of the boats or range of boats the USCG plans on handling so that we can make sure the davit is the correct size. These should include antennas, radars, and any other protrusions we need to account for.
A: Boat drawings are not available at this time. DO NOT confuse the design capacity of the davit with the specific boat which Coast Guard might initially hang. The davit must accommodate an 11,000 lb boat which is up to 29 foot long and 9.5 feet wide. Lifting frame spacing may be up to 24 feet wide.
12) Q: Please send complete ship drawings of the area for the davit location so we have a more precise envelope to work with.
A: CG Drawings 750 WMSL-801-20, 583-001, 583-002 will be provided.
13) Q: Please send a copy of the cradle drawing referenced in this specification. USCG Drawing FL 2605-040, Rev -, Universal Boat Cradle.
A: CG Drawing FL 2605-040 will be provided.
14) Q: Section 3.5.8--MIL-PRF-17672D grade 2135 hydraulic oil is an ISO 68 grade oil (very thick). This oil has a pour point of 0F (-18C) yet the operating temperature of the davit is as low as -40F. Although the tank heater will keep the oil in the tank nice and warm, the oil in the cylinders, the valve and the hoses will be as thick as tar. This could cause a long delay in the launch at temperatures approaching or below this pour point. 2075 iso 32 would be better but it still has a pour point -20F (-29C). I would highly suggest using a more modern oil with a much broader operating range such as
Mobil DTE 10 EXCEL 32 which has a pour point of -65.2F( -54C). I have attached supporting information.
A: The Coast Guard will consider use of DTE-10 series EXCELL 32.
15) Q: Section 3.5.8 HYDRAULIC SYSTEM REQUIREMENTS – Although we order our valves with SAE ports, occasionally we get a valve that has one small drain port or load sense port that is only available in BSPP, Is it acceptable to adapt away from this port in one fitting?
A: Yes.
16) Q: Section 4.2.3.9 A hydraulic oil sample shall be taken before testing and at the completion of testing. The cleanliness level shall not exceed the required contamination level. Can a calibrated particlecounter be used so that the system can be kept closed and clean? A particle counter provides more accurate results faster because it monitors continuously and does not subject the oil sample to the open air contaminants.
A: Sampling consists of drawing a 4 ounce (or smaller) sample under pressure into a sample vial using the Test and Vent valves. Use of a portable particle counter is acceptable.
17) Q: What is the required hook drop from the tip of the Davit? It looks like it could be 75’-80’.
A: Requires wire length to 10 feet below the keel line. The 01 level platform is approximately 46 feet above the keel line. Plus wire related to the davit arms above the boat.
18) Q: 3.5.5.3 Pins are required to have grease grooves. We use garmax, nonmetallic bushings that require no lubrication. In this case are the grooves still required?
A: This issue should be addressed in the vendor’s proposal. Grease grooves are required to distribute grease on bearings that need to be greased.
19) Q: 3.5.8 What is the USCG definition of “root” valves?
A: Root valves: The cut-out valves or isolation valves at the “root” of a supporting branch for gages and support components.
20) Q: HYDRAULIC SYSTEM REQUIREMENTS – Piping shall be supported by isolation hangers, I’m assuming hoses and tubes can be supported by clamps.
A: Hangers, which includes clamps, shall have isolation (rubber wrap) to permit expansion and contraction / controlled lateral movement.
21) Q: HYDRAULIC SYSTEM REQUIREMENTS –Manually adjustable valves shall have a calibration marking system to permit repeat setting. I am assuming this means valves with knobs, not valves that are adjustable using tools such as allen wrenches.
A: Calibration markings permit visual calibration of the valve position.
22) Q: HYDRAULIC SYSTEM REQUIREMENTS—Pumps—Porting shall be straight thread connections and, except for gauge ports, shall have o-ring seal, or Oring seal flange connection. The wording is a bit confusing here but I assume this allows pumps with split flange fittings even though they are not straight thread fittings.
A: Split flanges have an O-ring seal.
23) Q: HYDRAULIC SYSTEM REQUIREMENTS—The hydraulic system shall be provided with a stainless steel water guard structure over the power pack. I assume this is a cover over the motor pump assembly and not over the stainless steel tank and titanium see-water cooler.
A: Intent is to provide rain / salt spray shield over primary hydraulic components to minimize standing water and rust.
24) Q: The hydraulic system shall be hydrostatically tested to 150% of the design pressure of the system, prior to use for other testing. Can we assume the tubes and hoses can be tested individually so that relief valves, shock valves do not need to be adjusted and readjusted to accommodate this test?
A: Yes and no: Hoses are separately hydrostatically tested to 200% of system design pressure. The assembled piping system, including valves, shall be hydrostatically tested to 150% of the system design pressure.
25) Q: On the pricing portion of the solicitation under CLINS 18-21 what is meant or intended for the “LOADED LABOR RATE”.
A: We are asking you to price "Flat Rate Per Day" as your daily rate OR the "Loaded Labor Rate" as your hourly rate. You can choose which you will provide pricing for (whatever is more preferable to you based on your terms and conditions). For the third line, provide pricing for any additional charge for overtime.
26) We are looking for a clarification and have a request in regards to Specification # P-583-0628:
Under 3.2.3 List and Trim:
Q: Under SOLAS the List and trim requirements are:
“List 20 degrees and Trim 10 degree”. Please advise what is the required standard as far as list and trim for the davit?
A: The specification will be revised. Please note the following:
Currently 3.2.3 reads:
"The crane shall be designed to perform all functions at Safe Working Load (SWL) against a permanent list of 20 degrees and permanent trim of 5 degrees."
The specification P-583-0628 is revised to read:
"The crane shall be designed to perform all functions at Safe Working Load (SWL) against a permanent list of 20 degrees and permanent trim of 10 degrees".
