Task Order 1
Pa g e
SUPPORT SERVICES FOR THE U.S. COAST GUARD CG-751
Individual Qualification Programs (IQPs)
Performance Work Statement
1. GENERAL.
1.1. SCOPE. This is the first task order against IDIQ MCM022. The purpose of this Task Order is to procure Contractor support services to update seven (7) Damage Control IQP (WQS) modules and create 300 electronic study aids (flash cards) based on the content of the modules.
1.1.1. To accomplish the requirements of the Task Order, the contractor is required to perform thorough extant data reviews; gather and analyze information from end users, subject matter experts, accomplished performers, and other sources; analyze, validate and document performance requirements of the target audience; design new deliverables, revise technical content, and format materials which conform to USCG templates and software and hardware criteria;
deliver electronic and hard copy task order deliverables; and accomplish various tasks using USCG software and systems.
1.1.2. All work shall be completed in a manner which does not interfere with Cutter Operational commitments.
1.2. BACKGROUND. The USCG Office of Cutter Forces (CG-751)
Administration, Policy and Standards Division is responsible for providing the Cutter Community with administrative guidance, approved policy, and standards related to operations and performance. The requirements set forth in this PWS cover tasks, projects and other initiatives required for meeting these responsibilities. A description of each type of IQP is provided below:
1.2.1. Personnel Qualification Standard (PQS) Program – The PQS
Program is a qualification process for officer, enlisted, government civilians, and contract civilian personnel. PQS is a tool used to certify that individuals have achieved a minimum level of competency prior to qualifying to perform specific duties. The PQS Program materials are limited to guides which outline required knowledge and performance elements. They do not provide the learner with instructions, visual aids, or other instructional resources. As explained in COMDTINST M3502-5B, Personnel Qualification Standard (PQS) Officer of the Deck (OOD) “PQS is not designed as a training program, but it provides many training objectives.” The PQS Program is not tied to civilian credentials. While PQS content and formatting is tailored for Coast Guard use, the OPNAVINST 3500.34 g
(series) Personnel Qualification Standards (PQS) Program provides general guidelines and procedures for PQS IQPs.
1.2.2. Watchstation Qualification Standard (WQS) Program – The WQS Program is the most robust of the three types of IQ Programs. Like PQS, WQS provides standards of performance for certification.
However, unlike PQS, for each knowledge element, system, and performance, WQS provides the learner with detailed information and instructional content. This includes key information such as item specific references, warnings and safety considerations, and step by step instructions supplemented by graphics, diagrams videos, or photos. The WQS Program materials include PQS-like sign off guides, which outline required knowledge and performance elements, as well as detailed study and reference material and databank of scenario-based content driven test questions. A printable copy of the electronic study material is a required part of the overall WQS package.
1.2.3. Job Qualification Requirement (JQR) Program – The JQR Program provides commands the flexibility to satisfy a specific qualification requirement where no WQS or PQS content exists. When a qualification requirement shortfall exists, JQRs are developed to fulfill immediate qualification requirements. All locally generated JQRs are then forwarded to the Office of Cutter Forces for review and to be considered for inclusion in the IQ Program. JQRs not adopted shall be maintained as a local command standard; for example, knowledge of specific theater country studies or local chain of command reporting requirements. JQRs are very similar to PQS IQPs in content and format.
2. CONTRACTOR PERSONNEL.
2.1. KEY PERSONNEL. In addition to HSAR 3052.215-70, Key Personnel or
Facilities, the Contractor shall submit the written justification, no less than fifteen (15) business days in advance, to include the substitute’s name and qualifications which shall be equal or superior to those of the Key person being replaced. When an employee with a CAC is no longer performing work under this task order, the Contractor shall notify the COR on the same day the employee stops working and shall deliver the CAC to the COR within seven (7) calendar days after such notification.
2.3.5. When Government issued identification badges are not required or available, Contractor employees shall wear an identification badge that, at a minimum, displays the name of the Contractor’s company, Contractor employee’s name, employee’s photograph, and security clearance level, and badge expiration date. Visiting Contractor employees shall identify themselves as contractors when their status is not readily apparent and display all identification and visitor badges in plain view above the waist at all times.
2.4. Employee Conduct. Contractor’s employees shall comply with all applicable Government regulations, policies, and procedures (e.g., fire, safety, sanitation, environmental protection, security, “off limits” areas, wearing of parts of military uniforms, and possession of weapons) when visiting or working at Government facilities. The Contractor shall ensure Contractor’s employees present a professional appearance at all times and that their conduct shall not reflect discredit on the United States, the Department of Homeland Security, or the U.S. Coast Guard.
2.5. Removing Employees for Misconduct or Security Reasons. The
Government may, at its sole discretion, direct the Contractor to remove any Contractor’s employee from Government property for misconduct or security reasons. Removal does not relieve the Contractor of delivering the products or services required under any task order awarded. The g
Contracting Officer will provide the Contractor with a written explanation to support any request to remove a Contractor’s employee.

Student materials shall be self-extracting and delivered on CD/DVD, see Hard Copy Deliverables section of this PWS.
20.10. TEST MATERIALS. (WQS IQPs) Test Materials are intended to assess the performer’s retention of required information and his/her ability to apply it to real-life scenarios. The test questions contain a sufficient amount of and variety of questions to completely address g e all WQS content and allow users to select from three or more possible questions for each task to create multiple test versions.
20.10.1. The Contractor shall be responsible for writing all test questions. All test questions shall be clearly tied to one or more of the objectives contained in the student learning materials and all objectives shall have a sufficient number of test questions to verify mastery of all content, with a minimum of 3 per terminal performance objective/task. Test questions and answers shall be validated for clarity and accuracy by contractor learning specialists. The appropriate Coast Guard subject matter experts will review the questions for subject matter/technical accuracy.
20.10.2. At a minimum, 50% of all test questions shall be scenario-based. The question shall provide the trainee with description of the scenario (for instance a situation which they are likely to encounter while on watch) and ask them to provide the appropriate response rather than require simple recollection of facts or data memorized from the study material, such as questions asking the individual for the correct definition of a term.
20.10.3. Test questions written in multiple choice format shall have at a minimum, four (4) options from which to select.
20.10.4. The Contractor shall deliver the test question databank in MS
Excel and in a format compatible with QuestionMark software and be fully editable.
