Statement of Objectives (SOO) for United States Coast Guard (USCG) Rescue 21 Alaska:

Service Repair and Support Service Contract

Purpose The purpose of this task order is to obtain repair and support services for three power plants that include multiple integrated products deployed at three separate locations in Alaska, supporting the mission of the USCG Rescue 21 Program.

Scope The USCG requires a reliable power source at an affordable life cycle cost in three remote locations in Alaska. To achieve this, repair services are necessary to return the power plants to fully functional operation commonly referred to as “reset”. The contractor is given maximum flexibility in determining how to repair the power plants resetting them to original function and the approach to providing 24/7 telephone troubleshooting support services for a 3 month period.

The USCG may require an additional 12 months of 24/7 telephone troubleshooting support; the contractor shall propose anoption year for these services. All repair work shall be warranted for a 90 day period from government acceptance. The contractor shall manage the manufacturer warranties associated with the physical products for the full term of the contract period. The contractor is responsible for acquiring repair parts that are not provided as Government Furnished Equipment (GFE), along with materials, special equipment, tools and travel services as they find necessary to carry out the repairs in their solution. Please see paragraph 5, GFE list.

1. Period and place of performance The base period of performance is 12 months from contract award. Option period one is a 12 month option period for 24/7 telephone troubleshooting support services.

The place of performance is Alaska; specifically at the following Remote Fixed Facility (RFF) locations:

A. RFF Middle Cape (Kodiak) B. RFF Deception Hills (Yakutat) C. RFF Duffield Peninsula (Sitka)

2. Background

The USCG contracted construction services to establish three new RFF sites in support of the Rescue 21 mission in Alaska. The power plants are an integrated design of multiple products that are defined in the information section of this SOO. The USCG will also provide the official as-built and electrical drawings from the original product support integrator as well as failure data to aid and assist proposal development in an attachment

(1) of the RFP. The power plants have had varying degrees of failure experienced by the

USCG since 2014. All of the power plants are not functioning as intended; two of the three sites are operating on backup generators with RFF Middle Cape completely down.

3. Performance objectives

A. Propose a solution to diagnose and repair three power plants resetting them to original function. Complete all corrective and preventative maintenance required to repair the three power plants, resetting each to fully functional operation within 9 months of contract award, and provide 3 months of 24/7 telephone troubleshooting support services in a contractor performance work statement

B. Complete diagnostics and deliver a failure report for each site within 90 days of contract award

C. Propose metrics, measurements and methodology to prove the repair work has reset the components to original function

D. Provide a 90 day warranty on the repair work E. Manage all product hardware warranties and shipping return/receive actions F. Perform quality assurance (QA) and provide a QA report G. Propose an additional 12 months of 24/7 telephone troubleshooting support services as an option following the 3 months of 24/7 telephone support.

H. The contractor shall be responsible for the acquisition of all repair parts, materials, tools and special equipment beyond what is provided as GFE I. The contractor shall make all travel arrangements necessary to implement the proposed solution J. The contractor shall accommodate and provide transportation for one USCG escort for each site visit. The contractor shall be responsible for costs associated with “ride along” USCG escort on chartered helicopters/planes and in rental vehicles used to gain access to RFFs

K. The contractor shall be responsible for coordinating travel with the Kodiak National Wildlife Refuge (Middle Cape RFF only)

L. The contractor shall propose payment and performance milestones M. The contractor shalllog flights and ensure both the USCG and KNWR are informed of all flights into and out of the Middle Cape site

4. Operating constraints

A. Weather conditions may necessitate extra time planned for site visits

B. All three RFF sites are accessible only by helicopter

C. There is an environmental requirement between the USCG and the Kodiak National Wildlife Refuge (KNWR) that helps protect a species of bird, the Kittlitz’s murrelet, a federally endangered or threatened species under the

Endangered Species Act. The agreement states the following for accessing the Middle Cape site during the summer months:

Accessing the RFF Middle Cape requires special considerations which were established within the ROW permit. RFF Middle Cape shall not be accessed during the Kittlitz’s murrelet nesting season (May 15th – August 15th), without written approval by the Refuge Manager (RF).Routine maintenance or refueling shall not be scheduled during this period.

Emergency maintenance visits; however, may be granted by the RM as stated in the ROW permit with the following restriction: “13.f Helicopter flights to and from the Middle Cape site during the Kittlitz’s murrelet nesting season (May 15th – August 15th) shall not arrive at the site prior to 90 minutes after sunrise and shall depart the site at least 90 minutes prior to sunset.”
