RFP: HSCG23-16-R-ANS028/AMENDMENT 0002

QUESTIONS AND ANSWERS

Question 1: Could the proposal due date of 10:00AM (EST) Thursday, September 22, 2016 be revised to Friday, October 07, 2016?

Government Response: Under Amendment 0001 (issued on September 19, 2016), the proposal due date was extended from Thursday, September 22, 2016 at 10:00 AM (EDT) to Friday, September 23, 2016 at 10:00 A.M. (EDT).

Question 2: Is there additional Information other than included in Paragraph 5. Information of the Statement of Objectives (SOO) for USCG Rescue 21 Alaska: Service Repair and Support Services Contract? If so, can USCG provide such additional information as Government Furnished Information?

Government Response: Yes, there is additional information provided. Please see SOO Attachments 1 through 5.

Question 3: Attachment 2 is very confusing as it shows hourly rates only for all CLINS. There is no way just to bid hourly rates for this project as the majority of costs are materials and mobilization. CLIN 00002 is for flights and car rental which is not an hourly cost.

I assume the following is your intent:

CLIN 00001 will be a lump sum for the repairs, PM and 3 months of telephone tech support.

This line item will exclude travel to Alaska which is covered in CLIN 00002.

Government Response: Yes, you are correct – propose a lump sum.

CLIN 00002 is a lump sum for all labor, airfares, hotels and rental car to travel to Alaska for all trips required.

Government Response: Yes, propose a lump sum not to exceed amount. The government approves actual travel costs only with documentation.

CLIN 00003 is an hourly labor rate to provide telephone tech support for one additional year.

(Or do you want a lump sum cost?)

Government Response: Yes, propose a lump sum cost.

Question 4: Are bonds required?

Government Response: No, bonds are not required.
