| # | RFP REFERENCE | QUESTION | RESPONSE |
| 1 | What is the anticipated Award time frame? | Please refer to the http://apfs.dhs.gov/ website. Reference APFS#: 201172229 | |
| 2 | Is there an anticipated ballpark value range available for release? | Please refer to the http://apfs.dhs.gov/ website. Reference APFS#: 201172229 | |
| 3 | According to page one of RFP HSCG23-11-R-ACB023 Cutter Boat Long Range Interceptor (CB-LRI-II), proposals are due on Oct 17, 2011. According to page five of Attachment 1, proposals are due on Nov 2, 2011. Which date is correct? | November 2, 2011 | |
| 4 | Request for 45 day extension from November 2, 2011 to December 16, 2011. | There will be no extension at this time, however we will reconsider this request in Q & A matrix 5. | |

| NO QUESTIONS FOR OCTOBER 10, 2011 | |||
| 5 | SPEC 051-1.3 | Section 051-1.3 reads "051-1.3 Range: The CB-LRI-II shall be able to travel 200 nautical miles (nm) (threshold), 240 nautical miles (nm) (objective) in Sea State 0 (calm sea) at the Performance Weight Condition at the most economical planing speed with a ten percent (10%) usable fuel reserve when the tank is filled at 95% capacity using diesel fuel. Range demonstration shall be based on CB-LRI-II testing as per Section 092-3.4.1." Does this mean that a 15% reserve is required? 5% in tank + 10% reserve? | The Range calculations shall be performed using 85% of total fuel tank capacity. Tank is normally filled to 95% capacity to allow for fuel expansion and Coast Guard require 10 % reserve for range demonstration. |
| 6 | In the RFI‐ Q&A Matrix 1 v.2 (3‐29‐11)_LRI001.xlsx Item #9 states that the Contractor is not required to provide the slings connecting the fittings to the hook on the gantry crane. Does this mean that these weights are not included in the performance and/or full load condition? | That is correct. Slings connecting to the fittings to the hook on the gantry crane are not included in the lightship weight of the boat and hence are not to be included in the performance and/or full load condition weights. | |
| 7 | SPEC 100-1.2 | Item 100-1.2 reads "The hull bottom structural design shall be compliant with ABS High Speed Craft (HSC) or Det Norske Veritas (DNV) or Lloyd’s classification society rules that are appropriate for the construction material, hull form, speed, and type of service of the CB-LRI-II." Item 100-3.6 states that "Fairness shall be in accordance with Table 100-1 and Table 100-2". These tables reference hull scantlings. Are these the scantlings recommended by the USCG? | Specification Section 100-3.6 states that "Fairness shall be in accordance with ABS Guide for Shipbuilding and Repair Quality Standards for Hull Structures During Construction" This reference is provided only for fairness and not for scantling determination. See specification Section 100-1.2 for hull bottom structural requirements. |
| 8 | CLAUSES 52-212-4 | The contract is stated as an Indefinite Quantity Contract, in section 2 you state a 90 day delivery period for any subsequent ordering periods and they are not specified as concurrent or subsequent to any other ordering period. A 90 day period to build a boat as complex and as detailed in outfit is not a reasonable period for any small business to represent or attest to. WE ask that this requirement be changed to the 135 days requested for boat 1 for follow on boats. WE ask for 180 day time period for boat 1 which is still a difficult yet more reasonable requirement for small business to achieve. | The requirement in 52-212-4 (2) has been changed to read as follows: 2) REQUIRED DELIVERY SCHEDULE: The initial delivery order will be for one (1) CB-LRI-II to be delivered within 150 days of the order being placed. If subsequent boats are ordered after the delivery of the first boat, delivery shall be required 150 days from the date of issuance of the delivery order. If multiple quantities are ordered on a delivery order, all boats shall be delivered within a year of issuance of the delivery order at the maximum rate of 10 boats per year. |
If there is a break in production of 60 days or more, the next boat ordered will be delivered within 150 days from the date of the order with subsequent boats being delivered as stated above.
| 4R | Request for 45 day extension from November 2, 2011 to December 16, 2011. | This RFP is being extended by two weeks to November 16, 2011. An update has been uploaded to FBO. | |
| 9 | LRI-II Interface | Regarding the gantry crane/vessel interface; We wanted to clarify specific clearances regarding the gantry crane shown in Figure 9: Boat Component Location Restrictions shown on page 10 and Figure 11: Lifting Padeyes Longitudinal Locations shown on page 13 in the interface document (attached to the spec): “Cutter Boat Long Range Interceptor - Parent Cutter Launch and Recovery System Descriptions and Interfaces,” U. S. Coast Guard RFP, HSCG23-11-R-ACB023, 7 September 2011. In Figure 11 it is shown that the distance between the FWD and AFT padeyes should be 20.5’. In Figure 9, we understand that a 4ft. dimension given FWD of the AFT padeye location allows adequate clearance for any vessel structure taller than 6’-8’’ to pass through the gantry framework. Is there an equivalent clearance needed AFT of the FWD padeye location? | As per Figure 11, the aft padeyes can be installed between 6'-3" to 7'-3" (range) forward of the aft most point of the boat. If a cabin is used, the location needs to be adjusted such that aftermost point of the cabin (or any item, not movable, eg. ‘hard’) [if over 6’8” above baseline (ABL) or keel] is at least four feet forward of the aft padeyes. The length of any hard structure (above 6’8” ABL) and the location of the forward padeyes (which depends on location of the aft padeyes) can be adjusted to avoid the height interferences, as seen in the Interface Doc. There is NO equivalent clearance between the forward padeyes and forward most point of the hard structure, over 6’8”. |
| 10 | In answers to questions 1&2 you refer us to the apfs.dhs website, when I type in the reference number it comes up no matches found. | In the search engine type "LRI", this will pull up the requirement. |
