The SOW, associated specification, and referenced standards form the basis for the expected capabilities of the CB-LRI-II. Deviations from standards, thresholds, or “best practices” shall be noted in the contractor’s submission.

2.1 GOVERNMENT SPECIFICATION. The specification (7 September 2011) is to be viewed as a complementary document to the SOW. In the event of conflict, language in the SOW will take precedence over that of the specification.

3.0 System Requirements.

The CB-LRI-II shall be provided as an integrated system consisting of craft, outfit, and ancillary equipment required to accomplish the stated missions. The contractor shall provide overall program management, engineering, testing, and associated services, as well as all materials, facilities, and manufacturing capability to construct and deliver the CB-LRI-II. The contractor shall ensure that stated performance capabilities of the CB-LRI-II are certified and warranted.

Government may witness all tests.

3.1 PROGRAM MANAGEMENT. The contractor shall establish a program management structure for the construction and delivery of the CB-LRI-II commensurate with industry best practices. A designated program manager (PM) shall be identified to serve as the principal representative of the contractor throughout the duration of contract performance. The PM shall coordinate with the assigned Contracting Officer’s Technical Representative (COTR) on all activities related to successful performance of the contract. The contractor shall develop and maintain a master program schedule (MPS) for an accurate depiction of program execution.

3.1.1 Program Manager Interface. The contractor’s PM shall be responsible for coordinating all activities associated with the construction and delivery of the CB-LRI-II. The PM shall be responsible at all times for ensuring program integrity and overall contract performance. The contractor shall ensure that administration, logistics, financial, and other requirements pertinent to contract performance are addressed in a timely and efficient manner.

3.1.2 Schedule Compliance. The contractor shall adhere to the MPS to support cost effective production and to demonstrate compliance with program milestones and objectives.

4.0 Performance.

The contractor shall maximize the use of commercial, proven technologies while meeting the requirements for construction of CB-LRI-II. The contractor shall be responsible for the delivery of the CB-LRI-II that will be capable of performing all missions within the operating environments defined in the specification. Selection of hardware components and integration of equipment are at the discretion of the contractor provided compliance with the specification is met or exceeded. The contractor shall comply with all Original Equipment Manufacturer’s (OEM) recommendations for installation of selected components.

4.1 SYSTEMS ENGINEERING. The contractor shall implement a systems engineering approach for the production of the CB-LRI-II. This approach shall include, but is not limited to, the following:

Adherence to the Ship’s Work Breakdown Structure (SWBS) at the three-digit level shall be the precedent for all documents;

Use of Industry “Best Practices” for safety, human systems interfaces, manufacturing, and quality control:

o Apply effective Human Systems Integration (HSI) principles during the CB-LRI-II production; and o Execute an HSI program using ASTM F1337 as a guide to minimize human error, inefficiencies, and ineffectiveness. The contractor shall ensure that performance support and training (PS&T), human factors engineering (HFE), and systems safety (SS) requirements are incorporated into the layout of equipment (hardware/software) and have an operator and/or maintenance interface in accordance with ASTM F1166.

Provide a full-scale console mock-up showing arrangements of gauges, controls, and electronics;

4.2 TECHNICAL COMPLIANCE WITH SPECIFICATIONS. The contractor shall propose and deliver the CB-LRI-II fully compliant with the specification. Technical compliance shall be based upon the contractor meeting the requirements of the specification and verification by USCG.

5.0 Logistics Supportability.

The contractor shall provide logistics support information to verify contract requirements and to ensure that support is available for the CB-LRI-II throughout its life cycle. This information will form the foundation for the USCG’s establishment of a logistics support program.

5.1 SERVICE AND MAINTENANCE. The contractor shall provide the maintenance requirements and procedures as defined by the OEM for the equipment or components that make up the boat. The contractor shall compile this information from the OEM’s technical data sets and deliver it as the maintenance requirements. If a piece of equipment or a component does not have an OEM maintenance requirement and/or procedure in the technical information, then contractor shall obtain from the OEM a certification that the component is “maintenance free” or a recommended maintenance program with procedures.
