010 INTRODUCTION AND GENERAL DESCRIPTION
010-1 General 010-1.1 The purpose of this procurement is to provide Aids to Navigation (ATON) CB (CB) capabilities to United States CG (USCG) buoy tending cutters. This specification contains requirements for two distinct classes of CBs to be carried onboard two classes of cutters.
010-1.2 The new CB-ATON-L will be carried on board 225-foot Juniper Class Seagoing Buoy Tenders (WLB) and each CB-ATON-M will be carried on board 175-foot Keeper Class Coastal Buoy Tenders (WLM). Both CB classes will be standard assets and will be deployed from CG cutters (ships) for at sea and inshore operations or in port. The CB-ATON-L and CB-ATON-M will primarily support the ATON mission and also be capable of supporting Search and Rescue (SAR);
Maritime Law Enforcement (MLE); and Ports, Waterways and Coastal Security (PWCS) and shall be capable of performing missions during day and night in varying sea conditions. These missions are further prioritized for each CB class in Section 44.
010-1.3 The new CBs will replace existing cutter boats in the CG fleet. The existing cutter boats are open boats of the type commonly referred to as a Rigid Inflatable Boat (RIB) or Rigid Hull Inflatable Boat (RHIB) and Trailerable Aids to Navigation Boats
(TANB).
010-1.4 The intent of this acquisition is to procure up to 20 CB-ATON-L boats and up to 18 CB-ATON-M boats over a five (5) year period, along with the associated equipment, spare parts, and documentation necessary to support this fleet of boats.
010-1.5 The CG intends to procure 1 to 3 CB-ATON-Ls and 1 to 3 CB-ATON-Ms for a Low Rate Initial Production (LRIP) run, necessary to field enough vessels to perform Operational Testing and Evaluation (OT&E). The OT&E period will last for a three month period. During this OT&E period, the CG will fully test the boats (and associated boat outfit and supporting equipment) in a variety of operational and geographic areas to ensure that they meet the performance criteria outlined in these specifications. By the end of this OT&E period, the contractor shall provide fully developed Logistics, Drawings, and other deliverables outlined in Sections 083-086. Once the CG has accepted and approved of these deliverables, the Contractor will be authorized to proceed to Full Rate Production (FRP) of boats.
010-1.6 The USCG has the right to expedite the OT&E phase to commence FRP.
