Density Meter for US CBP
DRAFT-RFP-DM17
Draft RFP Questions/Comments Page No. Section Paragraph Question/Comment CBP Response
Page 53 of FY17 Density Meter Draft RFP
Description of Phases Phase 1B
1 Is it the intent of CBP to evaluate one unit? How long does CBP intend to keep the unit(s)? One unit will be required. The unit will be returned at the end of the perfomace evaluation and the Government will perform two trials of each offered unit.

3.2.2.d n/a SOW states "display shal be able to recall previous inspections..." Does the CBP have a specific number of previous inspections it expects to refer back to?
Will need to be able to view the previous inspection- SOW to be updated to reflect change
General Comment We appreciate the government s new evaluation process, which will speed up the selection process, reduce proposal costs for us, and help get instruments into the hands of reviewers much more quickly than the previous versions of this RFP.
The only question related to the evaluation criteria is how many samples would be required to be left behind for Phase 1B, should the government elect to move an offerer from 1A to 1B?
Only one unit will be required for Phase 1B.

1.7 n/a In 1.7, schedule of supplies/services, quantity discounts are requested for density meters. Can we assume that every order can be shipped at once to a single location so the government could realize savings due to freight cost reductions? (example- government orders 250 units, contractor ships 250 in the most economical way (2 boxes of 125 each, 1 box of 250, etc)). In addition, can the contractor assume that each order will have a single ship to location?
Yes, every order that is requested can be shipped to a single location. For the shipping location please refer to the SOW section 3.7.

4.1 2 Section 4.1 (Warranty) and 4.5.6 note that the contractor shall be responsible for final disposal of the source during decommissioning. Would the government consider that an acceptable plan be for the contractor to arrange/pay for source disposal but CBP directly sends the source(s) directly to the arranged disposal site rather than returning to the contractor?
Can the CBP provide any insight to the anticipated number of sources it intends to return per unit time?
Please refer to the SOW for disposal requirements. The number of sources per unit time is unknown.

3.2.1 n/a The objective requirement of 99% accuracy, as defined by the equation in 3.2.1, is impossible to achieve for 8mm of steel at 4in/sec speed without a signifcant radioactive source in order to achieve enough counting statistics to insure the accuracy requirement. In addition, detecting material behind 6 mm of steel at speeds of 4in/sec cannot achieve 99% accuracy. Could these requirements be reduced?
CBP has evaluated vendor comments and reduced them where possible. However, penetration depth requirement is established CBP operations and cannot be reduced.

3.2.1 Density meters are backscatter detectors and by definition will have some amount of randomness built into the readout. It is therefore important to understand what you will consider a "False Positive" or "False Negative''. Please explain clearly what you will consider to be a false positive or false negative.
Please refer to the FY17 Draft Density Meter Test Plan document (Attachment B) which reflects definition of "False Positve" or "False Negative".
General Comment Would CBP consider waiving the "audible alarm" requirement? This cannot be waived. Please refer to the RFP under Factor 2- Technical Approach the oral presentation and capability demonstration to be conducted by the vendor will need to address both the audio indication mode and a visual display that will alert the user to a change in density, both an increase and decrease.

3.2.7.a [c] “Universal Calibration”, what do you mean by “All systems shall read the same between +/- 2% of each other”? Can you please elaborate on this requirement?
This means that all units will have the same calibration, within 2%, for the measured density of materials. For example, the denisty measured by unit 1 should be within 2% of the density measured by unit 2 for the same material.

3.2.9 Does the 30-hour battery life requirement mean 30 hours of “on time” as used during normal operation, or does it mean 30 hours if "turned on and left on”?
The batteries shall be of sufficient power to complete a minimum of 30 hours of inspection time or 4 months of standby time, before batteries are replaced or recharged.
General Do you have any idea of what the turn around time will be from the time the RFQ is released to when you will want a response Approximately 3 weeks.
