Solicitation #HSBP1017R0018 Amendment A0001 Final RFP Questions/Comments Page No. Section Paragraph Question/Comment Answers

Attachment B, page 4 3.2.1 The newly implemented threshold inspection level (trial 1) requires a baseline time of the system as <= 4 s.

Trial 2 and 3 require a baseline time of <= 2 s. Can we assume that the operator of the instrument will select a different measuring mode for trial 1 versus trial 2&3?

In that case, would you prefer a menu selection of the measuring mode “slow scan” respectively “fast scan” or would you prefer a continuously adjustable baseline time which is set according to the trial requirements by the tester?

No, the vendor cannot assume that the operator of the device will select a different measuring mode between trial 1 and trials 2 and 3.

The only required operating modes for the density meter device are "Inspect" and "Calibrate" (SOW Section 3.2.8).

Per section III.15 of the RFP, Evaluation and Award Criteria, "...vendors shall ensure that one of their presenters can instruct the government test personnel on the operation of their offered device along with providing the operator’s manual" (RFP Page 46). The vendor shall address all operating modes in the instructions to the government test personnel, including "slow scan" and "fast scan" if the device has those additional operating modes. If the government test personnel are trained in the additional operating modes, then those modes will be utilized according to the instructions and operator's manual.

Attachment A, page 7 The 99 % requirement for the accuracy allows for just one false positive or false negative for the specified number of test runs. Would CBP reconsider this requirement to change to a lower percentage number in order to avoid elimination of an instrument due to the statistical uncertainty of a small failure number?

CBP will not consider changing the accuracy component of the inspection requirement to a lower percentage (see SOW Section 3.2.1).

The Performance Evaluation will enable CBP to establish a measure of confidence for the system being tested for meeting or exceeding the SOW capability requirements as an indicator for evaluation Factor 1 - Technical Performance and Approach. The Performance Evaluation does not replace or otherwise remove the requirement for the device to pass Acceptance Testing (see RFP Section III.15, pages 46-47).

Attachment A, page 7 The 99 % requirement for the accuracy allows for just one false positive or false negative for the specified number of test runs. Would CBP rate an instrument showing an accuracy value as 95 % differently than an instrument showing an accuracy value of 67 %? Or does “fail” mean “fail”?

CBP will not comment on hypotheticals. The Government will consider the results of the performance evaluation an indicator for arriving at a confidence rating for evaluation factor 1 (see RFP Section III.15, page 47).

RFP Page 50 III Last Are hard copies still required if submitted electronically? The vendor will not be required to submit hard copies of any materials submitted electronically for Phase 1 or Phane 2. For Phase 1A, Oral Presentation and Capability Demonstration, presenters may bring hard copy reference materials for their own use and for visual aid purposes (see RFP Section III.15, page 46).
