Q # Document Reference Requirement Question / Answer

1 RFP, Section I.3 Contract Pricing

Can freight charges be priced for each destination at time of delivery order and excluded from this RFP response? As an alternative, please provide a sample shipping location so that all vendors bid the same scope.

Locations will be provided in the delivery order, but the contract pricing should reflect FOB destination pricing for anywhere in the contiguous United States (CONUS).

RFP, Section I.5, Indefinite Quantity Limits

The Government has determined that the minimum buy for this IDIQ will be one (1) MRIS to be awarded concurrently with the IDIQ

Will this initial Delivery Order for one (1) system be Regular Cab Configuration or Crew Cab Configuration?

The minimum buy delivery order will be for a 2 Door configuration in Oakland, CA.

3 RFP, Section I.6 Orders

CBP may not want to configure each system the same way. If a vendor offers options beyond what is in the schedule, can it include pricing for those options?

To be considered responsive a vendor must provide pricing to all items in the schedule. However, vendors are permitted to propose additional option items.

HSBP1016R0026 ‐ MRIS Questions and Answers

4 RFP, Section I.7 Schedule of Supplies/Services Training and Reference

Training courses are being quoted as a separate line item in the RFP.

Can vendors are also including a single operator course with the purchase of each system, please confirm that this is correct.

Vendors may include a training class in the purchase price of a system. This must be indicated on the price schedule as well as in the technical proposal.

Training must still be quoted as a separate line for additional training needs that may arise.

RFP, Section I.8, Delivery Schedule

States TBD

What is the delivery schedule for the Quantity one (1) MRIS to be awarded concurrently with the IDIQ?

Delivery schedule will be determined at the Kick Off meeting, with first system delivery expected delivery to be 9 months after award.

RFP, Section II, Contract Clauses

II.9. 52.223‐12 REFRIGERATION

EQUIPMENT AND AIR CONDITIONERS

(MAY 1995)

Please clarify how the government will apply this clause to the equipment being procured.

Applies to the maintenance, service, repair and disposal of the A/C unit in the vehicle. Contractor is to comply with applicable requirements of sections 608 and 609 of the Clean Air Act, as well as other applicable sections of the clause.

7 RFP, Section III.15.ii.2.1 Training Management Plan (DID 007)

DID indicates that first materials are due 60 calendar days prior to the first site acceptance test, but this section also indicates that it is due with the Proposal. Can you please provide some clarification as to what is to be submitted with the Proposal?

The Training Management Plan is due at time of proposal, the initial draft of the training materials themselves are due 60 days prior to the first SAT.

SOW, Section 3.1.1.2, Section 508

Exceptions for this work statement have been determined by DHS and only the exceptions described herein may be applied.

In the past, CBP has waived Section 508 requirements on the basis that Federal Operators are generally not disabled. This language seems to move away from that position. Please provide clarification regarding the specific applicability of Section 508.

This equipment will fall under the NII Program's §508 Waiver.

508 requirements do not apply.

SOW, Section 3.4.7, Radio Equipment

The Contractor shall install Government furnished radio equipment, including wiring harness, mounting bracket, and antenna.

Please provide details to allow vendors to accurately price this requirement. What radio equipment does the government expect to furnish? How and where will it be mounted?

Everything included with the original equipment manufacturer installation kit besides the radio head unit itself will be provided as Government Furnished Equipment, including wiring harness, mounting bracket, and antenna. The radio head unit will be installed by CBP at site acceptance testing. Location for mounting the radio and antenna is dependent on the system design and will be discussed at the KOM and confirmed during design reviews.

10 SOW, Section 3.4.8.2 Battery Isolator and Battery Boost/Paralleling Circuit

The generator operates the X‐ray system and all exterior lighting.

The generator also charges the vehicle and the generator batteries.

The generator battery can be used to jump the vehicle battery through a momentary button. Can we waive the requirement for the vehicle to charge the generator battery?

No, when the vehicle's engine is running, the vendor will have a battery isolator/charging circuit to charge both battery banks.

SOW, Section 3.10, Information Technology Security

The Contractor shall adhere to all DHS and CBP IT security policies and the basic requirements, security authorization, encryption compliance, and pass security review.

Can the government provide specifics regarding the classification level of the information in general and as applicable to this proposed contract? Can the government provide data classification and distribution statements where applicable?

Yes, all of the printed documents will be labelled For Official Use Only ‐ Law Enforcement Sensitive.

SOW, Section 3.10 and

DID A025

Information Technology Security

Is this vehicle considered "standalone" and if yes, are these security requirements needed?

Yes, it is standalone and yes these requirements are needed.

SOW, Section 3.10.2.b, Security Authorization

The physical aspects associated with contractor activities shall also be subject to such assessments.

Can the government provide additional clarity? Perhaps examples of "physical aspects?"

This requirement does not apply because no part of the system will be operated at a non‐DHS facility.

14 SOW, Section 3.10.14 Personal Identification Verification (PIV) Credential Compliance

The MRIS is a mobile system and not connected to the CBP Network.

Therefore, it is our understanding that PIV will not function correctly. We ask that the PIV requirement be removed or left as an option. If it remains as a requirement, please provide CBP's requirements including software and hardware that will be needed to interface with a non‐connected system.

This requirement is waived.

15 SOW, Section 3.11 Accessibility Requirements (Section 508 Compliance)

This requirement allows for an exemption. Since the MRIS is an imaging system that cannot be modified to accommodate the disabled, we request all of section 3.11 be removed or listed as optional.

This equipment will fall under the NII Programs 508 Waiver. 508 requirements do not apply.

SOW, Section 4.1, Warranty

Warranties shall include parts, labor, consumables, travel, shipping and transportation required to maintain operational availability and designed performance and all requirements of Section 3.7 of this SOW.

Is Section 3.7 correct, or should it be Section 3.6. Reliability, Availability and Maintainability Design Requirements?

Section 4.1 should refer to section 3.6.

SOW, Section 4.2.1 and DID A007 Operator Training Materials

SOW 4.2.1 states "If needed, the Contractor shall provide15 laptops for on‐site training;" however, there is no mention of this requirement in DID A007

Please clarify this requirement. If the class size is a maximum of 12, why are 15 laptops required? How does the government want vendors to capture and display this added cost?

12 for students, 2 for instructors and 1 spare laptop

The price for laptops is a separate line under training (line 90).

SOW, Section 4.7.6, System Integration Services and Support requires vendors to support "integration with third‐party or Government furnished hardware and software, such as radiation detection equipment (RDE)."

Please specify. What is the government's expectation regarding third party integration? If vendors also offer RDE, is this something we can bid on?

Section 4.7.6 is an on‐demand and further details will be provided if it is needed.

Do not include a bid on RDE at this time.

19 Requirements 2.9 Able to detect organic substances

Most organic threats have a density from 0.8‐1.8g/cc can you give an example of an organic that is to be tested?

0.4g/cc represents loose to medium packed marijuana.

The size listed and the density does not match the listed weight. We suggest the density be removed and the atomic weight of <11 be substituted.

Multiple packages at the size listed are needed to achieve the provided weight for both the threshold and objective requirement.

20 Requirements 3.5

Have a controlled are which limits the potential exposure to personnel outside of this area to below 50 in any one hour.

Please clarify this requirement. While the required exposure limits are realistic and practical for a unit operating in a mobile (non‐ stationary) mode, operation in a stationary mode would require some method of reducing the radiation directly in front of the beam or an extension of the controlled area. This can be accomplished with a small shield or a beam stop directly in line with the beam or placement of the unit where the beam only faces an area which cannot be occupied. We understand any use of the MRIS in stationary mode will have to be approved by the CBP Radiation Safety Officer and standard operating procedures developed. Can we assume that the requirement for the mobile mode slowest scan speed includes no shielding and the vendor must provide a towable beam stop or alternative to meet the same controlled area if the unit is used in stationary mode?

All CBP systems are reviewed for radiation safety. The radiation control area applies to both conducting scans while moving at the slowest scan speed and while stationary. Whatever means the vendor proposes for achieving this requirement need not have additional capabilities such as transmission x‐ray scanning.

21 Requirements 4.2.2 Able to move in congested environments

The turning radius requirements have been changed from the draft RFP to accommodate the larger turning radius required by a crew cab vehicle and reflect the configuration of commercial vehicles.

The stated wheelbase requirements have not been modified proportionally to allow the use of a standard, readily available commercial chassis. Since the turning radius of the vehicle can be used to define the ability to maneuver in congested environments, can the wheelbase be either waived, or extended to 200 inches if the turning radius requirement is met?

The Government will accept a longer wheel base up to 201 inches if the turning radius requirement is met; however, most commercial chassis for crew cab trucks have wheelbases less than 180 inches and a shorter wheel base is preferred.

22 Requirements 5.4

Have LED lighting each operated (on/off) on separate switches: law enforcement, target conveyance, area, and spot lighting

The second bullet calls for lighting sufficient to capture images of the target vehicle, 10ft out on the scanning side. The third bullet calls for lighting at 360 degrees, 20 ft from the same point of reference.

The second bullet is a subset of the third bullet. Can these requirements be separated such that the second bullet is a threshold requirement and the third bullet is an objective requirement since the second bullet is 100% contained in the third bullet's requirement?

No, they are two separate requirements.

23 Requirements 5.7 Have a power cable adaptor

The power cable will be 80A, a NEMA 5‐15p is not capable of supporting 80A. Can this requirement be removed?

This requirement was written incorrectly, please see below:

The shore power cables should have appropriate connectors on both ends to handle/carry the current to power all the systems in the truck and in addition, an "adapter" should be provided that will have an 80A to 5‐15 amp connector to power some basic systems or charge the truck during storage.

24 Requirements 6.3 Have a climate controlled cabin and other passenger areas

When in stationary mode, the generator will run all X‐ray system functions. Is it acceptable to assume the vehicle engine can be run to maintain the required cabin temperature?

It is a permissible option (but not required) to allow the engine to operate the climate control, but when in stationary mode the operator must have the following options:

1. The Generator will run all the electrical and climate control systems for full system operation. The engine should be off during this mode.

2. The Shore Power will run all the electrical and climate control systems for full system operation. The engine should be off during this mode.

25 Requirements 7 Laptop Requirements

If the Laptop is dedicated and integrated into the system can the entirety of section 7 be optional?

These requirements are optional if a laptop is not required to operate the machine

26 Requirements 7.21 Ports

Requirement calls for 3 USB 3.0 ports. Can this be changed to 2 USB

3.0 ports since the inspection system does not use either of the two for normal operation?

Yes, 2 open USB 3.0 slots will work.

27 Requirements 7.24 Management Features

Since the computer is dedicated and integrated into the X‐ray system and does not require remote access can this requirement be optional?

A direct hard‐wired Ethernet connection would be required to perform these functions and since these are mobile systems, this is not practical.

This requirement is waived.
