Question CBP Response Follow-on Question Response to Follow-on Question

50 b. How should the offeror reflect allocation of hours to subcontractors within the Pricing Template? Recommend the Subcontract section of the Pricing Template be modified to provide labor categories, hours, rates and cost to allow appropriate allocation of labor burdening and aid in reasonableness and realism evaluation.

c. Does the Government desire a single, consolidated set of rates within the pricing template reflective of the entire team for the IDIQ vehicle?

b) check for subcontractor lines or separate out for labor categories - use section B - hrs, rates, labor categories

c) yes

Part b. asked how the offeror should reflect subcontractor hours. I don’t understand the answer “b) check for subcontractor lines or separate out for labor categories – use section B- hours, rates, labor categories”. Further, Item c. of that same question indicates you want a single rate yet in question 51 when we asked if the Gov would consider modifying the template to a loaded labor rate (only way I know to have a single rate) the answer was “no”.

How do we reflect subcontractor hours in the bid? I respectfully suggest that you either

1) allow bidders to provide a single rate and allow them to modify the template accordingly or

2) allow the bidders to breakout the level of effort between the subcontractors and prime and allow them to show the detail in the appropriate section of the template.

Please see revised section L, cost volume and revised Cost template.

a) Will the Government accept PDF files for the pricing backup such as payroll documentation and financial statements?

b) Will the Government allow fold out pages for the BEMS Cost Templates?

a) Yes, the price proposal may include PDF files.

b) Yes

72 The transition timeline shall be presented as a schedule in graphic format showing the timing, sequence and interdependencies of tasks. The transition schedule shall be supplemented by narrative, as needed to provide a clear understanding of the transition plan.

Question: Will the Government allow the supplemental transition narrative relative to the timeline to be excluded from the page limit?

No. May the transition schedule graphic be multiple pages? Yes, the transiton schedule graphic may be up to three (3) pages.

92 Are resumes for key personnel required? If so, will the resumes be evaluated? And will they be excluded from the page count limitations?

For the purposes of this solicitation, only one Key Personnel is required;

therefore, Offerors are required to submit one resume to meet the requirements to evaluate Key Personnel, and ONLY ONE resume should be submitted. Only one resume will be evaluated; Offerors will not be evaluated more favorably for additional key personnel (and their respective resumes) proposed.

Is the resume excluded from the page limitation for the Management Approach? Yes, the resume submission is outside the page count for Management Approach. The resume submission should be limited to four (4) pages

50 Does the Government desire a single, consolidated set of rates within the pricing template reflective of the entire team for the IDIQ vehicle?

Yes. The question states that the Government desires a single, consolidated set of rates within the pricing template reflective of the entire team for the IDIQ vehicle. The Government answer was yes. How will the Government evaluate price proposals for the IDIQ if the offerors can propose alternate labor categories and hours per answers to questions 76 & 96?

76 “The offeror shall provide separate cost breakdowns and supporting cost/pricing data which incorporate a breakdown of direct base labor cost estimated by major functional categories indicating the number of persons/hours required.”

Is it the Government’s intent to allow modifications to hours by labor category in the cost proposal or should the listed labor categories and their respective estimated hours be used?

See question 34. The hours provided in the pricing template serve as a basis for the offeror to estimate the requirement. The offeror is not bound to the labor mix or estimated hours provided in the template and may propose their best alternative solution.

Does the Government’s response to the question reflect an approach for future Task Order responses? If not, for evaluation purposes and to ensure a fair valuation, shouldn’t the pricing submission for the IDIQ be based on the hours and labor categories provided in the current RFP? Please clarify.

The answer to question 76 states the offerors are not bound by the labor mix or estimated hours and can propose alternative solutions. How will the Government evaluate the pricing? How will the ceiling for this contract be set?

96 Please confirm the elements the government will evaluate to determine Total Evaluated Price.

The Government states that the Government will perform a price analysis of overall price, as well as cost analysis of individual cost elements of the proposal.

If the Offerors have the freedom to propose alternative solutions (hours and labor categories) for the IDIQ ceiling, how will the Government perform price analysis at the IDIQ level between the Offerors.

Does the Government want the Offerors to propose hours and labor categories to perform the work described in the SOW? Is that the means for the Government to set the ceiling for the IDIQ? If so, can the Government provide the average hours and labor categories for the current incumbent?

Please see revised section L, cost volume and revised Cost template.
