About this file
This document contains questions and answers related to the Operational Fires (OpFires) Integrated Weapon System solicitation. The solicitation seeks proposals to develop innovative booster solutions for large tactical missiles, including liquid and hybrid propellant mixtures, pintle motors, variable thrust nozzles, pulse motors, and re-ignitable propellants. Proposers are expected to mature the technology within 24 months through two rocket/engine hot/static fires, with Phase 3 integrating results into a missile system and flight test demonstration by 2022. The Defense Advanced Research Projects Agency is the issuing agency. Proposal submissions are due by August 5, 2019 at 1200 Eastern Time for initial consideration, though late submissions will be accepted up to 180 days from posting on FedBizOpps. Cost data should follow the company's standard format as long as it complies with breakdown requirements. Classified information sharing requires a DD254 be approved by DARPA first.

OpFires BAA Q&A as of 3 July 2019
Q: Is the expectation that we develop 2 SOWs: 1 for the OS and 1 the OPS? Or just show the topology for the OS and how it maps to the OPS?
A: The expectation is that one (1) SOW is developed and that the OPS should mirror the OS. Please refer to section IV.B.1 of the BAA where the SOW is discussed.
Q: In reviewing the BAA, the word “validate” was used in the PSDP section. According the DOD definitions Validation means the following (see below). Should this say “verification” vice “validation”?
Validation Process
The Validation Process answers the question of, “Is it the right solution to the problem?” As such, this process works in conjunction with the Stakeholder Requirements, Requirements Analysis and Architecture and Design processes. It evaluates the requirements, functional and physical architectures and ultimately evaluates the implementation. In the early stages of the system development life cycle, validation may involve independent evaluation of the system requirements, development of prototypes and simulations all with the purpose of validating the system concept.
A: No, as noted in the definition above, in the early stages of the system development life cycle, validation may involve independent evaluation of the system requirements, development of prototypes and simulations all with the purpose of validating the system concept. Verification confirms that a system element meets design-to or build-to specifications.
Q: Could you please tell me if the pre-solicitation posted as solicitation number HR001119S0019 on FBO contains requirements similar to any work performed currently or in the past, or will this be a new requirement? If possible, can you please provide the most recent contract or task order number?
A: OpFires has two Technology Areas. The first, Propulsion System Design, incorporates Phases 1 and 2, which focus on the early development and demonstration of innovative booster solutions, including, but not limited to, liquid and hybrid propellant mixtures, pintle motors, variable thrust nozzles, pulse motors, re-ignitable propellants, and other technologies that vary thrust and manage energy at scale for large tactical missiles. Performers will aggressively mature technology within a robust technology maturation plan, resulting in two rocket/engine hot/static fires within 24 months. Contracts were awarded in Fall 2018.
Phase 3 is a weapon system integration effort which will further develop and integrate the results of Phases 1 and 2 into a missile system, including the launcher, electronics, and payload. The OpFires program will culminate in an integrated flight test campaign to demonstrate the end-to-end system around 2022.
Q: When the LVSR is in custody of the contract performer as GFE, is the maintenance and training to maintain performed by the government of the contract performer?
A: The contract performer will need to budget for shipping, maintenance, reporting and monthly accountability, and operator training and certification at a minimum. Additional details can be found on pages 32-33 (Section IV.B.1.a, Paragraph L) of the amended BAA.
Q: When will Attachment 5 Cost Breakdown per page 34 of the BAA be provided?
A: The mention of that attachment was an error: there is no Attachment 5. A cost breakdown is still expected per the BAA. An updated BAA (amendment 1) was posted to FBO on June 26, 2019.
Q: Since the requirement for Attachment 5 (Cost Breakdown) has been removed from this BAA, does this mean that our company can provide the required cost data (MS Excel) using our standard company format?
A: Yes, so long as the company format complies with the BAA requirements for cost breakdown.
Q: What is the formal direction on classified data flow between contractor and potential subcontractors?
A: For sharing classified information prior to award, your Company FSO needs to draft a DD254 with your subcontractors listed on it and send it to the OpFires PSR Nikki Ellis at nakishna.ellis.ctr@darpa.mil for DARPA approval. For post-award, sub-contractors will be included on the DD254 and tied to the contract as necessary.
Q: Is the proposal due date able to be extended beyond 1200 ET, August 5, 2019?
A: Not at this time. Per IV.B.3. of the BAA, “The proposal must be received…on or before, August 5, 2019 at 1200PM Eastern Time, in order to be considered during the initial round of selections; however, proposals received after this deadline may be received and evaluated up to six months (180 days) from date of posting on FedBizOpps (https://www.fbo.gov). Proposers are warned that the likelihood of available funding is greatly reduced for proposals submitted after the initial closing date deadline.”
Q: Is it possible to request the Western Range Guide to support our proposal?
A: Yes. Please contact DARPA at HR001119S0019@darpa.mil to fulfill this request.
