About this file

This is a Small Procurement solicitation issued by the Maryland Department of Transportation (MDOT), Office of the Secretary (TSO), for additional SiteImprove software licenses on a co-term basis for Fiscal Year 2026. The procurement seeks COTS (Commercial Off-the-Shelf) software licenses from SiteImprove, Inc., to ensure MDOT's internet public-facing website maintains compliance with Web Accessibility Guidelines. The solicitation is open to all registered vendors and was issued on February 12, 2026, with bids due by February 18, 2026, at 10:00 AM EDT. Questions from prospective bidders must be submitted in writing by February 16, 2026, at 3:00 PM EDT. The place of performance is MDOT/OTTS in Hanover, Maryland. No specific item quantities or delivery dates are provided in the available documentation; vendors are directed to refer to attached specifications for complete product details.

This is a fixed-price procurement with pricing valid for at least 120 days following the bid due date. The solicitation is not set aside for any particular business classification, as no Minority Business Enterprise goal or Certified Small Business designation is indicated. Vendors must be authorized resellers for SiteImprove, Inc., and must provide a Letter of Authorization from the manufacturer if requested by the state. A screenshot of the manufacturer's suggested retail price (MSRP) is required with all bids. Award will be made to the responsible and responsive vendor offering the most favorable bid price, evaluated against adherence to specifications and compliance with special instructions. Invoices should be directed to tsoapinvoices@mdot.maryland.gov, with annual billing on the anniversary of the contract start date for multi-year pricing arrangements. Agency point of contact is Amanda Longacre at 301-708-5772.
