ECMRA

ENTERPRISE-WIDE CONTRACTOR MANPOWER REPORTING

APPLICATION (eCMRA) REPORTING

The contractor shall ensure ALL contractor labor hours (including subcontractor labor hours) required for the performance of services provided under this contract are reported via a secure data collection site.

The contractor (and all subcontractors providing direct labor under this contract) shall report complete and accurate data for the labor executed during the period of performance during each Government fiscal year (FY), which runs from October 1 to September 30. The Contractor shall input the data into the appropriate eCMRA reporting tool, which can be accessed via a secure web site at http://www.ecmra.mil/. There are four separate eCMRA tools: Army, Air Force, Navy and All Other Defense Components. The appropriate eCMRA reporting tool to use is determined by the requiring activity being supported (e.g., if DMA awards a contract for an Air Force requiring activity, the contractor shall load the required reporting data in the “Department of Air Force CMRA” tool). While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. The contractor shall completely fill in all required data fields. The contractor shall enter initial data into the appropriate eCMRA tool to establish the basic contract record no later than 15 working days after receipt of contract award or contract modification incorporating this clause. The contractor shall notify the COR when the basic contract record has been established in the appropriate eCMRA tool.

eCMRA User Manuals and Frequently Asked Questions (FAQs) are available at http://www.ecmra.mil/

Contractors may direct technical questions to the eCMRA help desk at dodcmra@pentagon.af.mil

SOO

STATEMENT OF OBJECTIVES (SOO)

Media Digitization Support

SOO Tracking Number HQ0516-18-R-0013

1. Background

The Defense Media Activity (DMA) headquarters is responsible for several operations within the Department of Defense that creates, broadcasts, manages archives, and stores media. The Defense Imagery Management Operations Center (DIMOC) is the operational arm of the Defense Visual Information Directorate (DVI), a component of DMA. The mission of DVI is to operate as the DOD’s central Visual Information (VI) management and proponency office. The DIMOC integrates and synchronizes DOD imagery capabilities, centrally manages and archives

4 (of 101) current and historical visual information media in support of the Department and the National Archives and Records Administration (NARA). DIMOC serves as the official DoD VI Records Center for the storage and preservation of original and historically significant motion picture, video, still, audio, and mixed VI media depicting the DOD’s operations, exercises, heritage, events and current activities.

The DIMOC currently possess over three million digital assets, and growing, from born-digital and digitized streams/suppliers. DIMOC maintains physical storage of over 2 million analog media items of various formats, and collection from the Department and other connected entities is actively ongoing. DIMOC’s combined collection of born-digital and digitized content operates with a one in nine ratio of temporary to permanent. Ninety percent of the DIMOC collection is permanent record material that will be transferred to NARA NARA in accordance with 32 CFR, 44 USC and subsequent policy and procedures.

Analog media is stored in a climate-controlled environment in Riverside, California at the DIMOC VI Records Center. DIMOC manages these analog items via a barcoding system permitting high assurance tracking and accountability, and this identification number is critical to the management of the physical and digitized equivalent in a media asset management system.

Analog workflow procedures and content selection are based upon policy and the subject matter expertise of full-time personnel dedicated to the records management decision-making, and release authority of these non-current or legacy VI records. These individuals direct the workload, determining analog material as permanent record authorizing these records to proceed into the digitization workflow. This personnel group plans the metadata entry, leading to search and discoverability and the overall accessibility of the content. The use of metadata standards, controlled vocabulary and automation are critical elements of the DIMOC workflow’s success and efficiency.

In many cases, the Government provides physical preparation for digitization (selecting, numbering, cleaning, spooling, etc.) and metadata editing for this imagery, however these requirements will be specified per task order. Exceptions would be for unusual formats the Government does not have technical capability to prepare, for example such as 70mm film or bake video cassettes or large specialized collections. Options and solutions for this media preparation may be considered.

DMA may also utilize this contract for other collections as needed and services required by other collections. This contract will facilitate within scope special projects that will be defined at the task order level.

2. Outcomes and Objectives The Defense Media Activity (DMA) seeks solutions to digitize physical media records to archival standards and in preparation for the transfer of digitized visual information media records to the National Archives and Record Administration (NARA). Proposals are sought for individual tasks of the requirement with scalable quantities. Methods and processes described in this SOO reflect current methods and practices. Proposals recommending alternative approaches

5 (of 101) supportive of the archival preservation of DoD media records that are innovative, efficient and more cost effective are encouraged.

3. Scope The Contractor shall provide incrementally scalable media digitization and other support requirements as deemed necessary by the Government.
