1.4 Factor 4, Price.
Submission Requirements: The quoter shall provide firm fixed unit and total prices in the line item description
(SF1449).
2. EVALUATION METHODOLOGY
2.1. The Government intends to extend one offer resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
2.2. English Language Skills is a pass/fail factor. To be considered further, the quote must receive a pass rating for Factor 1. Factor 2 Experience is more important than both Factor 3 Education and Factor 4 Past Performance when looked at individually. Factor 3 Education and Factor 4 Past Performance will be of equal importance. When combined all technical factors will be significantly more important than price. The RFQ will require technical and price submissions for each instructor proposed. An offer will be extended to the contractor offering the best value to the Government, price and technical factors considered.
2.3 Pass/Fail , Factor 1, English Language Skills.
In order to be eligible for award, the quoter must satisfactorily demonstrate that he/she meets the requirements spelled out by Factor 1. The TEB shall ensure that only those offers that meet these requirements will be further evaluated.
2.3.1 Pass/Fail-Factor 1. English Language Proficiency -(Pass/Fail)
If the Government receives evidence that the proposed instructor is a native speaker, or, the proposed instructor obtained target language proficiency through formal education (courses completed at an institution of higher learning taught in the English Language), or English language proficiency certification, or has used the English language in a work environment where the English language was the primary means of communication, the proposed instructor shall receive a pass under this sub-factor. Only those quotes that meet these requirements will be evaluated further.
2.4 Factor 2, Experience.
Experience in the counter-illicit narcotics trafficking field.
The Government will evaluate the depth, recentness, and relevancy of the proposed counter-illicit human trafficking contractor’s experience as compared to the services required by this solicitation. Relevant experience includes contracts or government experience operating in similar working environments and contracts involving services that are considered to be similar in scope, magnitude, and complexity when compared to the requirements described in this solicitation. Depth refers to familiarity of both narcotics counter trafficking, context of relevant work, as well as length of time dealing with relevant issues. Recentness is a factor due to the evolution of the field in the past twenty years.
Experience in the counter-illicit human trafficking field.
The Government will evaluate the depth, recentness, and relevancy of the proposed counter-illicit human trafficking contractor’s experience as compared to the services required by this solicitation. Relevant experience includes contracts or government experience operating in similar working environments and contracts involving services that are considered to be similar in scope, magnitude, and complexity when compared to the requirements described in the solicitation. Depth refers to familiarity of both human counter trafficking, context of relevant work, as well as length of time dealing with relevant issues. Recentness is a factor due to the evolution of the field in the past twenty years.
Developing programs, lessons and lectures.
The Government will evaluate the recentness, level, and length of time spent developing programs, lessons and lectures in a formal setting. Experience teaching in a staff college or war college will be an advantage.
Responsibility for curriculum development or faculty development will also be an advantage.
Organizing international events.
The Government will evaluate the role of the proposed counter-illicit trafficking contractor in planning and executing academic outreach events, as well as their scale in terms of budget and participant numbers, types of participants, international character, and subject matter.
When assigning the adjectival rating for Factor 2, Experience;, the four areas identified above will be considered.
Experience in the counter-illicit narcotics field will be the most important element in assigning the rating.
Experience in the counter illicit human trafficking field will be the second most important element. Developing programs, lessons and lectures and organizing international events will be of equal importance and of less significance than both experience in the counter-illicit narcotics trafficking field and experience in the counter-illicit human trafficking field when they are looked at individually.
2.5 Factor 3, Formal Education.
The Government will evaluate the level and relevancy of the proposed instructor’s educational qualifications (i.e., Ph.D. in international relations, etc.)
2.6 Factor 3, Past Performance.
The Government will evaluate the recentness, relevancy, and quality of the contractor’s past performance. Relevant contracts are contracts operating in similar working environments and contracts involving services that are considered to be similar in scope, magnitude and complexity when compared to the requirements described in the subject solicitation. This evaluation is separate and distinct from the Contracting Officer’s responsibility determination. The assessment of the contractor’s past performance will be used to evaluate how well he/she has performed similar services in the past. Quotes lacking relevant past performance history will not be evaluated favorably or unfavorably for past performance. To assess performance risk the Government may use both past performance data provided by the quoters (e.g., official performance reviews/appraisals, letters of recommendation) and data obtained independently.
2.7 Factor 4, Price.
All prices will be evaluated for reasonableness and in accordance with FAR 52.225-17, Evaluation of Foreign Currency Offers (FEB 2000).
