SECTION SF 30 BLOCK 14 CONTINUATION PAGE
SUMMARY OF CHANGES
SECTION SF 1449 - CONTINUATION SHEET
The following have been modified:
SUBMISSION METHOD
1. This requirement is being solicited using FAR 13.5, Test Program for Certain Commercial Items. The purpose of this test program is to vest Contracting Officers with additional procedural discretion and flexibility, so that commercial item acquisitions greater than the simplified acquisition threshold but not exceeding $6.5 million may be solicited, offered, evaluated, and awarded in a simplified manner that maximizes efficiency and economy and minimizes burden and administrative costs for both the Government and industry.
2. The Government’s funding level for SLIN 0001AA is $165,000. The SLIN 0001AB travel CLIN remains at $25,000. The Government desires to award the contract for the full 12 month base period. If a quoter is not able to provide the full 12 months of service for $165,000 or less not including travel, then the quoter shall state the number of months of service that they are able to provide for $165,000. The Government reserves the right to make an award for a base period of less than 12 months. The Government also reserves the right to make no awards as a result of this RFQ if it is determined that a sufficient level of service for the base period cannot be provided for $165,000 or less not including the travel CLIN.

1.5 Factor 5, Period of Performance.
Submission Requirements: The quoter shall state how many months of service a candidate can provide for a base SLIN 0001AA price of $165,000 or less not including the travel SLIN 0001AB price of $25,000. Prices greater than $165,000 for SLIN 0001AA may not be considered.
1.6 Factor 6, Price.
Submission Requirements: The quoter shall provide firm fixed unit and total prices in the line item description (SF1449) except for the travel CLINs .
2. EVALUATION METHODOLOGY
2.1. The Government intends to extend one offer resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
2.2. English Language Skills is a pass/fail factor. To be considered further, the quote must receive a pass rating for Factor 1. Factor 2 Experience is more important than Factor 3 Education, Factor 4 Past Performance, and Factor 5 Period of Performance when looked at individually. Factor 3 Education, Factor 4 Past Performance, and Factor 5 Period of Performance will be of equal importance. When combined all technical factors will be significantly more important than price. The RFQ will require technical and price submissions for each instructor proposed. An offer will be extended to the contractor offering the best value to the Government, price and technical factors considered.
2.3 Pass/Fail, Factor 1, English Language Skills.
In order to be eligible for award, the quoter must satisfactorily demonstrate that he/she meets the requirements spelled out by Factor 1. The TEB shall ensure that only those offers that meet these requirements will be further evaluated.
2.3.1 Pass/Fail-Factor 1. English Language Proficiency -(Pass/Fail)
If the Government receives evidence that the proposed instructor is a native speaker, or, the proposed instructor obtained target language proficiency through formal education (courses completed at an institution of higher learning taught in the English Language), or English language proficiency certification, or has used the English language in a work environment where the English language was the primary means of communication, the proposed instructor shall receive a pass under this sub-factor. Only those quotes that meet these requirements will be evaluated further.
2.4 Factor 2, Experience.
Experience in the counter-illicit narcotics trafficking field.
The Government will evaluate the depth, recentness, and relevancy of the proposed counter-illicit human trafficking contractor’s experience as compared to the services required by this solicitation. Relevant experience includes contracts or government experience operating in similar working environments and contracts involving services that are considered to be similar in scope and complexity when compared to the requirements described in this solicitation. Depth refers to familiarity of both narcotics counter trafficking, context of relevant work, as well as length of time dealing with relevant issues. Recentness is a factor due to the evolution of the field in the past twenty years.
Experience in the counter-illicit human trafficking field.
The Government will evaluate the depth, recentness, and relevancy of the proposed counter-illicit human trafficking contractor’s experience as compared to the services required by this solicitation. Relevant experience includes contracts or government experience operating in similar working environments and contracts involving services that are considered to be similar in scope and complexity when compared to the requirements described in the solicitation. Depth refers to familiarity of both human counter trafficking, context of relevant work, as well as length of time dealing with relevant issues. Recentness is a factor due to the evolution of the field in the past twenty years.
Developing programs, lessons and lectures.
The Government will evaluate the recentness, level, and length of time spent developing programs, lessons and lectures in a formal setting. Experience teaching in a staff college or war college will be an advantage.
Responsibility for curriculum development or faculty development will also be an advantage.
Organizing international events.
The Government will evaluate the role of the proposed counter-illicit trafficking contractor in planning and executing academic outreach events, as well as their scale in terms of budget and participant numbers, types of participants, international character, and subject matter.
When assigning the adjectival rating for Factor 2, Experience; the four areas identified above will be considered.
Experience in the counter-illicit narcotics field will be the most important element in assigning the rating.
Experience in the counter illicit human trafficking field will be the second most important element. Developing programs, lessons and lectures and organizing international events will be of equal importance and of less significance than both experience in the counter-illicit narcotics trafficking field and experience in the counter-illicit human trafficking field when they are looked at individually.
2.5 Factor 3, Formal Education.
The Government will evaluate the level and relevancy of the proposed instructor’s educational qualifications (i.e., Ph.D. in international relations, etc.)
2.6 Factor 4, Past Performance.
The Government will evaluate the recentness, relevancy, and quality of the contractor’s past performance.
Relevant contracts are contracts operating in similar working environments and contracts involving services that are considered to be similar in scope, magnitude and complexity when compared to the requirements described in the subject solicitation. This evaluation is separate and distinct from the Contracting Officer’s responsibility determination. The assessment of the contractor’s past performance will be used to evaluate how well he/she has performed similar services in the past. Quotes lacking relevant past performance history will not be evaluated favorably or unfavorably for past performance. To assess performance risk the Government may use both past performance data provided by the quoters (e.g., official performance reviews/appraisals, letters of recommendation) and data obtained independently.
2.7 Factor 5, Period of Performance.
The Government will evaluate the length of time the proposed instructor is able to provide the services stated in the PWS for the ceiling price of $165,000 not including the $25,000 travel amount. Since the Government desires to have 12 months of services provided in the base period for $165,000 or less not including the $25,000 travel amount, a quoter that is able to provide the full 12 months for the ceiling price or less than the ceiling price will be evaluated more favorably for this evaluation factor.
2.8 Factor 6, Price.
All prices including options will be evaluated for reasonableness and in accordance with FAR 52.225-17, Evaluation of Foreign Currency Offers (FEB 2000). An award decision will be made based on the sum total of all prices including options.
