QUESTIONS & ANSWERS

Amendment 1 to Solicitation HQ0034-17-R-0023 Incorporating Revised SOR and the following Questions and Answers Amendment 1 to Solicitation HQ0034-17-R-0023 (see attached revised SOR)

1. The Statement of Requirements (SOR) have the following changes incorporated for clarity:

a. In Section 3.4.1, the First Article samples delivery date is changed to “due in accordance with the date/time as indicated in Section L Samples paragraph: 2.b(5)(i)”.

b. Sections C 3.4.1 – C 3.4.2.2 have been replaced to incorporate the sizes and quantities needed and

C 3.4.3 has been deleted as it is a duplicate of 3.4.1.4 Uniform Patches.

c. Section C 3.5 has been updated to 15 days delivery period after ordering.

2. The following is a consolidated Question and Answer List.

Question 1: Is there an annual allotment per employee?

Answer: Yes, $2,500.00 for new employees and $1,250.00 as needed yearly for current employees.

Question 2: Is there an average annual spend available for this BPA for the last 3 years?

Answer: Yes, the annual spending has been approximately $200,000.00 per year for the last three years.

Question 3: Is the Government able to provide a list of current items being supplied by CLIN including manufacturer and ideally style number?

Answer: Government has supplied this in the statement of work, Arc Flash, PPE, and Non-Arc Flash.

Manufacturer and Style Numbers cannot be provided.

Question 4: Is the government able to provide an approved current USA manufacturer for each CLIN?

Answer: No, offerors are required to locate acceptable sources of supply.

Question 5: Can the Government specify the criteria it uses to utilize non-Berry Amendment items – such as the Stormtech jacket that is specified?

Answer: See the answer to Question 6.

Question 6: This FR requirement has been fulfilled in the past with COTS items available from several manufacturers. This allows the greatest selection of options to the Government in terms of value and inventory availability, especially in light of the requirement for a 10 day delivery timeframe. This practice of using COTS items to fill non-military DOD uniform requirements is also pervasive. Can the Government explain the rationale used to move from a COTS requirement to a Berry Amendment requirement for this solicitation?

Answer: This requirement is for Arc Flash Rated and non-Arc Flash Personnel Protective Equipment Uniform Components and requires compliance with the Berry Amendment Act as per the solicitation.

Therefore, this is not the exact same requirement as previous requirements.

Question 7: If the Government final decision is to not use COTS FR and other uniforms – is it possible to extend the delivery time frame from 10 days to 15 days to diminished availability of manufacturers and inventory?

Answer: Yes, SOR Section C 3.5 has been updated to 15 days.

Question 8: Measuring – there is requirement outlined for a Measurement/ fitting at the 2 locations within 15 days of contract award – will any other Measuring services be required on an ongoing basis.

Answer: Yes, measuring/fitting shall be quarterly per year or on an as needed basis to cover New Employees.

Question 9: Can the Government clarify the due date for first article samples for this solicitation. There is a requirement under the Requirements section for samples to be shipped no later than 3/29. Under the Evaluation Factors section there are a list of samples with patches required to be delivered by April 11th. Are both sets of samples required? If so can an Amendment be issued for an extension of the deadline for the 3/29 samples since there was on opportunity to clarify this question before the deadline for questions.

Answer: Please see amended solicitation sections: *Section C 3.4.1 – C 3.4.4 to “due in accordance with the date/time as indicated in Section L Samples paragraph: 2.b (5)(i)”

Question 10: Attached is a third party performance review we had done. Will this satisfy your requirement for Offeror’s past performance or do we need to have the supplied questionnaire filled out?

Answer: Per Section L Addendum, 5. Past Performance (Volume III), “The Government is requesting that the offeror provide up to three (3) recent and relevant past performance contract references. Past performance contract references can come from the offeror (as prime) only. No subcontractor past performance references will be evaluated…”

-- AND --

“The Offeror will provide Past Performance Questionnaires (PPQs) to its customer references and instruct the customer references to email the completed Questionnaires directly to the Contract Specialist for evaluation. The Past Performance Questionnaires is included in the attached solicitation. Completed Questionnaires must be submitted by the customer references via email to:

Lynette M. Thibodeaux: lynette.m.thibodeaux.civ@mail.mil Myra M. Freeberg: myra.m.freeberg.civ@mail.mil “

Question 11: We have a new shield technology called True Color Grey that allows the person wearing it to experience no color distortion while working. This is a big advancement in the electrical safety field and would be great if we could incorporate it into the specification for the future.

The CLIN’s affected are listed below.

*CLIN 0012 Current Description: Face Proposed New Description: True Color Grey Face Shield *CLIN 0013 Current Description: Electrician Safety Helmet w/ Face Shield Proposed New Description:

Electrician Safety Helmet w/ True Color Grey Face Shield Answer: No, True Color Grey is not incorporated in the specifications for this solicitation.

Question 12: Is it okay if we do not bid on all items? Some of the products in the Solicitation are not currently manufactured by Offeror and thus we would prefer to not bid on all items in the contract.

Answer: No, all items must be part of the Offeror’s proposal. Per Section M Addendum, C. Factor 3:

Price states “All tabs of the attachment J-1 Pricing Spreadsheet must be completed for the offer to be evaluated. To be considered complete, the submitted bid schedule shall not have missing or incomplete pricing data. If offeror proposes an item as “no cost”, offeror shall put “$0” for the price of that item.” Not providing a price on one or more items would be an incomplete submission and the proposal would be unacceptable for further evaluation.

Question 13: In the past we have spoken about some white shirts as well. Are these going to come on a separate solicitation?

Answer: White shirts are not part of this solicitation. There may be a separate solicitation for white shirts issued in the future.

Question 14: Do you want samples of all products that we bid on? In one section of the solicitation it referenced only needing CLIN 0001 to CLIN 0005. Later it in the solicitation this was not as clear. We just want to make sure all needed samples arrive in a timely fashion.

Answer: Per Section M – 2.A.2.a - d CLIN 0001 to CLIN 0005 are the only required first article testing samples needed.

The following have been modified:

STATEMENT OF REQUIREMENTS

Statement of Requirements Washington Headquarters Services

Uniform Program Arc Flash Rated and Non-Arc Flash Uniforms

Date: 6 April 2017

Part 1: General Information.

1.1 Scope: This Statement of Requirements (SOR) defines the effort required for the purchase, manufacture, and distribution of Arc Flash Rated and Non-Arc Flash Personnel Protective Equipment (PPE) Uniform Components, and the design/and maintenance of a web-based ordering system for the Washington Headquarters Services (WHS)/Federal Facilities Division (FFD) Uniform Program. The uniform components shall be either purchased or manufactured in accordance with the garment specifications, various textiles specifications and quality requirements contained in Attachment 1 Pentagon Uniform Components List and Attachment 2 Raven Rock Mountain Complex (RRMC) Uniform Components List and this SOR.

1.2 Description of Product: The contractor shall provide all services including labor, equipment, tools, materials, and facilities to manufacture and distribute National Fire Protection Association (NFPA) 70E compliant and the Berry Amendment Act compliant uniform components for the FFD employees in an efficient and accountable manner.

These products includes, but is not limited to the purchase, manufacture and distribution of all Arc Flash Rated and Non-Arc Flash uniform components, and the design and maintenance of a web-based ordering system. A complete list of uniform components required by the employees is set forth in Attachments 1 and 2.

The Berry Amendment is outlined in the Defense Federal Acquisition Regulation Supplement (DFARS) Procedures, Guidance, and Information (PGI) 225.7002 “Restrictions on food, clothing, fabrics, and hand or measuring tools” section and clauses 252.225-1 and 252.225-12.

1.3 Background: The requiring agency, WHS/FFD, has a requirement for its Wage Grade employees to wear uniforms that are in compliance with the regulations of the NFPA standard 70E.

The NFPA 70E Standards for Electrical Safety in the Work Place outline the requirements for employees to use proper Personal Protective Equipment (PPE). The PPE must protect the employees to NFPA 70E standard PPE category 2 (minimum ARC rating of 8 cal/cm2) and category 4 (minimum ARC rating of 40 cal/cm2) for specialized operations. The PPE including all accessories (patches, name tapes, Velcro strips shirts and jackets must contain ARC flash (flame resistant) material). The PPE should include long sleeved shirt and long pants or long sleeved coveralls.

Each employee is required to be in uniform everyday therefore; this contract will be put in place to provide the employees with the ability to meet their uniform requirements. This will be accomplished by purchasing the aforementioned requirements via a web-based ordering system that will track all transactions.

An ARC flash is an undesired electric discharge that travels through the air between conductors or from a conductor to a ground. The resulting explosion can cause fires and serious harm to people and equipment.

1.4 Purpose: The purpose of this contract is to purchase, manufacture, and warehouse/maintain a small inventory, and distribute uniform components to employees of the FFD and the RRMC in an efficient and accountable manner for initial and emergency issuances. This requirement is Firm Fixed Price (FFP). The intent is to procure this requirement under the terms of a blanket purchase agreement (BPA).

1.5 Period of Performance: The basic BPA period will be from the date of award for five years (60-months).

1.6 Objectives: FFD has the following objectives of the Uniform Program:

1.6.1 Project a distinctive and professional image to DOD’s workforce and visitors.

1.6.2 Provide adequate safety and protection against Arc Flash hazard. Provide the employees with functional, durable, economical and comfortable clothing that will allow the employees to accomplish their assigned duties. Provide the PPE as required by the union agreement between WHS/FFD and the International Brotherhood of Electrical Workers Local 26.

1.6.3 Promote employee distinction between supervisors and non-supervisors employees.

Ensure the highest possible degree of consistency in uniform appearance in order to provide visible evidence of the agency’s continued success as a High Performance Organization (HPO).

1.6.4 Maintain a uniform distribution system which provides quality uniforms in a timely manner and is financially accountable and cost effective.

All uniforms will be Berry Amendment Act compliant (including the material, threads, dyes, and the Velcro attachments) and will be made in the United States of America from American raw materials.

1.6.5 FFD places great emphasis on professional appearance and considers the uniformed employee as one of the most visible symbols of the division here at the DOD. Uniforms that are safety compliant, comfortable, durable, economical, easily maintained, and professional in appearance are important to the image of a HPO and the ability of its employees to perform their duties.

1.7 Key Personnel: The contractor shall staff professional, skilled, and efficient key personnel identified below to support the FFD Uniform Program:

1.7.1 Program Manager: The contractor shall provide a Program Manager (PM) as a single point of contact to coordinate primarily with the Contracting Officer’s Technical Representative (COR) and the Contracting Officer (CO), if needed.
