EVALUATION CRITERIA
B. EVALUATION FACTORS FOR AWARD
The Government intends to award a firm fixed price, lowest price technically acceptable contract to the responsible
Offeror whose offer conforms to the solicitation and based on the results of the evaluation described below.
TECHNICALLY ACCEPTABLE FACTORS
Factor I: Technical/Management Approach
This section shall be comprised of Offeror’s approach to meeting the overall requirements set forth within the
Performance Work Statement (PWS) and demonstrate the Offeror’s understanding of the requirement:
Explain your technical approach that will be used to its greatest advantage to best benefit the Government.
Define the roles, responsibilities, and qualifications of key personnel. Provide proof of training and certifications. Show experience working on Federal Installations and provide submission of federally required documentation. Provide proof of tree removal from areas with steep slopes and utility lines.
Possess a DoD Secret Industrial Security Facility Clearance; all employees working on this contract must be a
U.S. citizen and have Secret or interim clearance. Complete DoD Operational Security training and Anti-terrorism Level 1 Training before or at commencement of contract.
Provide a safety plan, and identify the most significant risks anticipated for this project and provide a description of how you propose to mitigate those risks. Also include a mitigation plan that explains management of subcontractors and how issues with subcontractors will be handled. Provide an Accident
Prevention Plan and Activity Hazard Analysis.
Provide an outline and narrative of the quality control plan you will use. Explain the process for ensuring the quality of all definable features of work. Provide an Integrated Pest Management plan.
Factor II: Pricing - Offeror’s price quote shall include a breakdown of all prices, separating the prices for Task 1
Herbicide Application and Task 2 Hazard Tree Mitigation. The price quote shall be rounded to the nearest whole number.
C. EVALUATION RATING
Factor I: The Government will evaluate the Offeror’s approach and understanding of the requirement and the degree to which the Offeror’s organizational structure and resources are capable of managing, controlling, and administering herbicide application and hazard tree mitigation.
This factor will be assigned an ACCEPTABLE or UNACCEPTABLE rating.
Technical Acceptable/Unacceptable Ratings
Determination Definition
Acceptable ALL of the minimum acceptable criteria are clearly met by the quote. The Offeror’s quote meets the performance and technical capability requirements defined in the
PWS.
NOTE: Once the quotes have been determined to be “technically acceptable,” Award will be based on price only.
Unacceptable NOT all of the minimum acceptable criteria are met by the quote. An unacceptable quote contains one or more deficiencies. Quote fails to meet specified minimum performance and technical capability requirements defined in the PWS.
Factor II: Price will be evaluated to determine the reasonableness of the Offeror’s quote. Reasonableness may be based on one or more of the price analysis techniques in FAR 13 including but not limited to comparison to the
Independent Government Estimate (IGE) and/or comparison to other quotes. Normally, price reasonableness is established through adequate price competition.
D. AWARD
The Government will consider an offer to be eligible for award when the Offeror, no later than the quote due date, unconditionally accepts the terms and conditions of the RFQ and submits all required information specified in the
RFQ by the closing date/time for receipt of quotes. Offeror failing to satisfy these requirements will be rejected and not considered for award.
A quote deemed unacceptable under any quote factor or subfactor will be considered unacceptable overall and will not be considered for award.
The Government intends to make an award without discussions; however, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all quotes if such action is in the public interest, and waive informalities and minor irregularities in offers received.

Hazard Tree Assessment. This will include the requirement for trained/certified personnel, equipment, tools, supervision and any other items required to apply herbicide and harvest trees.
RRMC has implemented an Environmental, Safety and Health Management System and all contracted personnel are required to meet the directives defined within the Management System. Applicable maps and regulations are included within Appendix A: Environmental Requirements which will be provided at the site visit on Tuesday, September 15, 9:00 a.m.
