PERFORMANCE WORK STATEMENT

Part 1: General Information

1.1 Introduction

The purpose of this contract is to fulfill a need of the Pentagon for Environmental Health and Safety (EHS) services.

The Pentagon is a building, an institution, a symbol, the headquarters of the Department of Defense (DoD), and a designated National Historic Landmark. The Pentagon’s three occupant groups (military, civilian, and contractor) contribute to the planning and execution of the defense of the USA. The Pentagon is one of the world’s largest, well-known, and most recognizable buildings. It is twice the size of the Merchandise Mart in Chicago; it has three times the floor space of the Empire State Building in New York City. The US Capitol Building could fit into any one of the five wedge-shaped sections. The Pentagon is virtually a city in itself. In terms of population, the Pentagon’s 23,000 employees make it larger than nine out of ten towns in the USA. The Pentagon was built between 1941 and 1943. It has over 6.6 million square feet of floor space; five floors;17.5 miles of corridors, yet it only takes an average of seven minutes to walk between the most distant points; 690 drinking water fountains; a heliport; chapels;

a library and conference center; 150 miles of heating, ventilating, and air-conditioning (HVAC) ductwork; 67 acres of parking lots; primary care, dental, and occupational medicine clinics; athletic center with swimming pool;

approximately 50 vendor food service establishments, approximately 20 retail vendors and a US Post Office.

EHS supported populations vary with the organization and nature of the requested work. As this contract belongs to Washington Headquarters Services (WHS), it provides support to WHS and personnel from the 8 WHS-Serviced Organizations (e.g., Office of the Secretary of Defense, Joint Chiefs of Staff and Pentagon Force Protection Agency).

Since WHS maintains the Pentagon, we provide building related services throughout the Pentagon, usually in the form of indoor air quality surveys. Lastly, we provide services to delegated leased facilities in the National Capital Region (NCR) and at other WHS-managed government owned facilities off the Pentagon Reservation. Population wise, WHS and WHS-Serviced Organizations total 5,500 people; however, they are located throughout the NCR. In total, the Pentagon has 23,000 occupants, and another 42,000 reside in delegated and non-delegated leased facilities, and WHS-managed government owned facilities in the NCR. Theoretically, a request for services could come from any one of the over 65,000 DoD employees in the NCR.

1.2 Background

This contract will be an immediately “follow on” to a previous contract. This contract is offered as a one-year contract with a possible additional four, one year (1) options depending on the Contractor’s performance and/or other factors. This will be a Firm Fixed Price, Indefinite Quantity Indefinite Delivery (IDIQ) contract.

1.3 Objectives

The objective of this contract is to help prevent occupational injuries and illnesses through accurate and timely hazard identification; provide safety oversight for on-going renovation, repair, demolition and construction; facilitate resourceful and relevant hazard abatement; and, providing reliable and responsive communication. WHS is currently in the process of implementing a health and safety program that will meet the standards of an OSHA Voluntary Protection Programs (VPP) Star program. The selected contractor will provide the level of service that is required to establish and maintain this level of excellence. Experience of both the contractor and the proposed contract staff with the successful implementation of VPP programs at other government facilities will be a factor in contractor selection. The selected contractor will also be required to assess training related items that may be required to bring WHS facilities into compliance with OSHA requirements. An example of this activity could be an evaluation of fall protection equipment. This contract is also designed to include construction safety positions and embedded personnel in the Pentagon “shops”.

1.4 Scope

The selected Contractor shall be responsible for providing part-time and full-time, experienced, environmental and industrial hygiene, construction safety, and training personnel to accomplish tasks required by the Occupational Safety and Health Branch (OSHB). In addition, the Contractor shall be responsible for providing specialized expertise on a periodic basis to assist with specialized projects, investigations, risk assessments, and other environmental health and safety (EHS) related services. This contract is intended to be broadly defined to allow OSHB to use the services of the EHS Contractor for a wide variety of currently unforeseen requirements. The selected Contractor may be asked, and must have access, to resources for support and training in the areas of environmental management and evaluation, sustainability, energy conservation and management, Leadership in Energy and Environmental Design (LEED), and fire and life safety. When multiple pieces of the same equipment exist, the shipping schedules shall be staggered so that not all of the same type of equipment is off site at the same time. The equipment shall not be shipped through the Pentagon’s mailrooms to avoid the mail sanitation and protection measures that are in effect. It is anticipated that the Technical Support Specialist will deliver this item.

1.4.6 Laboratory Analysis

Both IH and environmental sampling performed by the Contractor under the hazard identification major functional area require laboratory analysis. Additionally, the government may from time-to-time collect their own samples and have them analyzed using the analytical laboratory subcontracted under this requirement. All laboratories used must be approved by the American Industrial Hygiene Association (AIHA) and on their list of accredited laboratories, http://www.aiha.org. If a laboratory were to lose its accreditation, then another accredited laboratory must be utilized. Asbestos counting using phased contrast microscopy may be performed locally. The government reserves the right to request specific AIHA accredited laboratories to be used for specific projects. Attachment J-C1 shows historical laboratory analysis services.

Reciprocity for asbestos certifications must be confirmed for the District of Columbia, Maryland, Pennsylvania, and Virginia. Those jurisdictions without reciprocity shall require separate certifications.

1.4.8.4 The Contractor shall provide a performance support system that tracks training participation (the students who received class certificates by name), that can identify which students can demonstrate comprehension of the subject matter to a level specified by the government, and tracks training costs. The system shall assure students have received training based upon mandated schedules or warns the contract Training Coordinator (and the COR) that employees are overdue for training, and tracks quality assurance and student feedback on each course individually and collectively. If the government implements a WBT system, the Contractor will provide historic and acquired information for migration in to the web-based system and re-structure tracking to seamlessly adjust to the new system.

1.4.8.5 The Contractor shall be expected to organize and host twice a year classes on topics of interest up to 40 hours in length. These classes will be open to offices OSHB works closely with and to key tenants as a way of expanding common knowledge of fields managed by OSHB. While suggestions for classes may come from the government, the contractor is expected to make suggestions based on issues encountered during the past year.

1.4.8.6 The Contractor shall develop Computer-based Training (CBT) modules for classes or topics as identified by the government. Once a CBT course has been approved by the COR, and made available to the students, it is likely that the government will no longer require that particular topic to be instructed again.

1.4.8.7 The Contractor shall provide all training material for each student and any audiovisual equipment used for training purposes.

1.4.8.8 The Contractor shall also provide each student a certificate for passing the course.

1.4.8.9 The Contractor will provide the Governments Administrative Support person official notification in electronic format of students that have completed training within 24 hours. This notification shall be in a format that can uniquely identify each student and allow tracking within the Enterprise Safety Applications Management System (ESAMS).
