# Question Answer
Is there an incumbent contractor associated with this work? If so, are you able to provide the name of the contractor and the contract #? Or is this considered a brand new requirement?
The incumbent contractor is ICU Environmental Health Safety.
The contract number is HQ0034-08-C-1006. This is a follow on contract, See Section C 1.2
If your agency is not sponsoring potential contractors for facility clearance, what other mechanism do we have to obtain clearance?
PWS Section 1.4.15 is revised to allow the awardee 180 days after contract award to receive the SECRET facility clearance.
Would the Government consider reclassifying the Solicitation NAICS Code 541620, consistent with prior solicitations for similar services, or provide us with an explanation as to why the Building Inspections Services code is applicable?
See Amendment 0001, the NAICS code was changed to 541620
What percentage of the resulting award must be performed by the 8(a) prime?
In accordance with Federal Acquisition Regulations 52.219-14 Limitations on Subcontracting, at least 50% of the contract value must be supplied by the 8(a) prime contractor.
Section B: Will CLIN 0004 or CLIN 0008 be used for Food Service Sanitation Surveys?
All Food Service Sanitation Surveys that are conducted for permanent/fixed locations are under CLIN 0004; CLIN 008 is for special events that require temporary staffing (ex. Rolling Thunder @ Pentagon).
Para 1.2 states that this award will be a follow on to a previous contract, Para 1.4.12 states “this performance (under three separate contracts) …” Was the work in this PWS performed under one contract or three? Who is(are) the incumbent(s) , what was the length and value of the award(s)?
The majority of the work is a follow on to the incumbent contract as stated in answer 1 above. Services provided under two additional contracts will also be provided under this new contract
Para 1.4.5: Will the equipment manufacturers who are providing the calibration and maintenance services on the Government’s IH Equipment invoice the government directly for their services?
The requested pricing is to include all costs associated with calibration and maintenance of equipment through the Contractor.
This includes all labor, outside cost, transportation, profit, overhead, etc. The Government will not be responsible for any costs associated with the performance of the requirement beyond those identified in the associated CLIN.
Para 1.4.6: Will the laboratories used for analysis invoice the government directly for their services?
The requested pricing is to include all costs associated with laboratory analysis through the Contractor. This includes all labor, outside cost, transportation, profit, overhead, Government samples submitted for analysis, etc. The Government will not be responsible for any costs associated with the performance of the requirement beyond those identified in the associated CLIN. The historic information provided is current, but should be interpreted as an estimate only.
Para 1.4.8: Have any training materials been developed by the incumbent; and if so, are they are owned by the government? Will they be available to the awardee of this contract? If so, what materials are available?
The incumbent has developed training materials which the Government owns. Sub-contracted instruction (ex. Asbestos Worker Training) is owned by the sub-contractor. The current form of instruction is "instructor led" with handouts and MS PowerPoint slides and will be made available to the awardee. The list of materials (developed by both the incumbent and the Government and available to the awardee) is below:
Self Propelled Vehicles (SPV's) and Powered Industrial Trucks Program Confined Space (permit required) New Employee (2hr multi-topic) Asbestos Awareness Back Injury Prevention Bloodborne Pathogens Confined Space Entry (non-permit) Contractor Safety Program Councils and Committees Electrical Safe Work Practices Emergency Action Employee - Unsafe/Unhealthful Reporting Energy Control Program (Lockout/Tagout) Ergonomics Fall Protection Fire Prevention Hazard Assessment & Control Hazardous Material Control and Management
10 Para 4.2.2 refers to 4.3.1 Metrics, should that be 4.2.1 Metrics? 4.2.1 Metrics is correct and is revised in Amendment 0002
Para 5.1 Performance Based Matrices – should this be renumbered 5.2? 5.2 is correct and is revised in Amendment 0002

The current RFP calls for a response in less than 30 days. We would respectfully request an extension of the due date by at least 2 weeks in order to prepare a responsive submittal and obtain the necessary performance evaluations The RFP due date is extended to 02/20/2013.
Section 1.4.15 requires the contractor to have a Secret (or higher) facility clearance. If the contractor is a Joint Venture, will this requirement be met if both Joint Venture partners have Secret or higher facility clearances?
The requested Secret clearance will be specific to the Joint Venture and Raven Rock Mountain Complex.
a) Would WHS consider revising this passage to include “interim” SECRET facility clearances as also adequate to meet the PASS/FAIL requirement?
b) If not, would the WHS consider relaxing the requirement from 30 to 60 days?
PWS Section 1.4.15 is revised to allow the awardee 180 days after contract award to receive the SECRET facility clearance.
