PERFORMANCE WORK STATEMENT
C-1.0 GENERAL INFORMATION
C-1.1 Introduction
The Pentagon is the headquarters of the United States Department of Defense (DoD) and the world’s largest low-rise office building. The DoD is dedicated to an environmental stewardship program that includes robust recycling requirements, a hybrid single stream solid wastes management program. The purpose of this contract is to help fulfill these requirements by increasing recyclable materials diverted from landfill and incinerator process by means of an Indefinite Delivery and Indefinite Quantity (IDIQ) contract.
C-1.2 Background
The Pentagon has developed a hybrid single stream solid waste management program to increase recycling of reusable materials and expects to achieve and maintain a minimum 60 percent recycling threshold throughout the life of this contract for the entire Pentagon waste stream. This contract is offered as a one-year contract with four possible option years. The Government will use CPARS to assess Contractor performance. In order to earn the highest ratings, the Contractor must have “substantially exceeded the contract performance requirements without commensurate additional costs to the Government.” This principle should guide the Contractor’s efforts to achieve the standards of this contract.
For reference only, 2011 historical data from the Pentagon are provided in Attachments 5 and 6. Contractor must use its own independent judgment to interpret the information provided in Attachments 5 and 6 to prepare its proposal. The contractor relies solely on its independent judgment and experience to estimate the quantity and type of materials to be removed by contractor under this contract. The Government makes no representation or warranty concerning the quantity, quality or type of material or recyclables or the revenues that might be received by contractor from the materials or recyclables.
C-1.3 Scope
The Contractor shall furnish all necessary labor, materials, tools, equipment, vehicles, and supervision to manage, transport, recycle and properly dispose of all Pentagon solid waste streams. The Container staging areas are all located on the Pentagon Reservation with the exception of the Lease Building (identified in Attachment 6) which is located at 6750 Fleet Dr., Alexandria, Virginia 22310.
All solid waste streams shall be transported to a certified materials recovery facility or facilities (MRF) to be recycled. The MRF(s) selected by contractor must be capable of sorting and recycling the materials to maximize the Pentagon’s diversion rate. All waste streams are not required to be taken to the same MRF.. Materials that are not recycled shall be properly disposed of by the contractor this is to include the paper sludge ash generated from the incineration of classified paper documents.
The objective of this contract is to provide the Pentagon with highly professional, environmentally responsible, and responsive service. The contractor shall perform to the standards in the contract as well as all local, state, and federal regulations.
The Contractor shall provide onsite personnel to manage the flow of materials brought by others to the RDF or other container staging areas into containers provided by contractor and to monitor drop-off activities at the Remote Delivery Facility (RDF) loading dock and out locations as identified. Onsite personnel shall conduct ongoing inspections of RDF loading dock during regularly scheduled business hours (i.e., 0500-1700, Monday through Friday).
Management / Supervision shall include scheduling services when a container has reached its 98 percent or full capacity. The Government has a presorted materials program within the Pentagon, approximately 15% of the Government-owned presorted materials the contractor shall assist with managing the flow of materials on the dock to preselected container(s) to minimize comingling with non-presorted materials for final recycling. Proceeds from all recycled commodities shall be divided between the Government and Contractor pursuant to section C-18.0 of this PWS.
At locations designated by the government, the contractor shall provide the necessary containers in sufficient quantities to perform the services required by this PWS. Services will be ordered using the prices in the Schedule. If the Government determines that the container size or quantities provided by the contractor are insufficient to perform the services required under this contract or when containers are otherwise ordered by the Government, the Contractor, at no additional cost to the Government, shall provide additional container(s). Services include providing container(s) transportation and disposal of all waste streams identified.
