RFI Question Answer 019 The RFQ requires the “Lead Design Firm” to have DoD Industrial Facility Security Clearance.

What constitutes the lead design firm, just the lead architectural firm? Paragraph 3.1.3 seems to define the lead design firm(s) as Electrical, Mechanical, and Architectural. Do all three of these firms need to have Clearance or just the lead architectural firm?

The Lead Design Firm is responsible for the overall design effort. In particular, the Government has identified Electrical, Mechanical, and Architectural to be critical elements of design for this project. As such, past performance information is required to be submitted for each of these three areas. If one design firm maintains responsibility for all three critical elements of design, then only that firm is required to have the DoD Industrial Facility Security Clearance. However, if multiple design firms are responsible for the three critical elements of design, then each of those firms must have a DoD Industrial Facility Security Clearance.

020 RFI responses nos. 002 and 006 in Amendment 1 discuss procedures for transmitting the Exhibit ‘B’ Performance Questionnaires or CCASS/ACCASS forms directly to the contracting POCs, as stated in the RFQ.

Please confirm that the questionnaires or CCASS/ACCASS forms do not need to be reproduced and included within the Phase One proposal submittal.

The Exhibit B ‐ Past Performance Questionnaires, CCASS/ACCASS or other similar survey forms signed by a commercial customer or signed by a representative from another Federal/State Agency shall be submitted directly to the contracting POC. These documents shall not be reproduced or copied for inclusion in the Phase One proposal submission.

Exhibit A – Offeror Past Performance Project Data Sheets, which are to be completed by the offeror, shall be included in the Phase One proposal submission.

021 Can we receive the "RRMC entry control procedures" and the "RRMC Contract Security Requirements Memorandum" referenced in Section 13.3 of the DD Form 254.

This information will be provided only to those offerors eligible to participate in Phase Two of the source selection. The information is not necessary for Phase One proposal submissions.

however Exhibit “A”, box 14, states “Provide the final performance rating received for this project or if unfinished, but 80% or more complete, any interim rating received.” Are construction projects required to be “complete” as stated in the RFP or allowed to be “unfinished” as referenced in Exhibit A?

The requirements stated in Phase One Section 3.1.2 (pg

41) take precedence. Construction projects submitted for past performance of the Prime Construction Contractor are to have been completed and turned over to the owner within five (5) years from the effective date of this solicitation.

025 Small Business Subcontracting Plan has been added to Section L of the Phase 1 Solicitation.

However, last sentence states that the plan "will be included with the Phase 2 offer". Is there a Small Business Subcontracting Plan deliverable for the Phase 1 submittal?

The Small Business Subcontracting Plan shall be submitted with Phase Two offers only.

026 Reference Section L, Instruction to Offerors, 2.1 Phase One Format, Page Count; It appears from your requirements that the 76 page limit must include all information presented in the proposal. We are having difficulty in maintaining the 76 page limit for the entire proposal. Is it possible to have the page limit increased to 90 pages?

Phase One proposal page limitation is increased to 90 single sided pages or 45 double sided pages.

027 Since the RFP requires multiple projects from multiple firms, 15 resumes, and a management plan requiring extensive detailed responses, we request the page limit be extended 10 – 15

028 Reference the Phase 1 Proposal Submission Requirements, 3.1.4, Construction and Design Personnel List, Criteria for the Certified Industrial Hygienist;

The requirement is for a CIH with 5 years demonstrated experience with NOA health and Safety Management. Our candidate for this position has the correct certifications for NOA and more than the five years experience in health and safety management but only 6 months of direct NOA experience than can be demonstrated. Our inquiries also show that finding a candidate for this position with the requisite 5 years direct demonstrated NOA experience will be extremely difficult.

Will the 6 months of demonstrated NOA experience our candidate has be sufficient to meet your requirements?

Note, the design and construction personnel minimum requirements are not pass/fail requirements. Please refer to the rating system for Factors 4 through 7 listed in Section 4.2.3 (pgs 48‐49).

029 Construction and Design Personnel Minimum Requirements: Safety Officer

Prime Contractors are very familiar with the requirement to have a Safety Officer with EM 385‐1‐1 experience. Can this position criteria be modified, since there are very few Federal projects requiring underground scopes of work?

030 Construction and Design Personnel Minimum Requirements: Environmental Engineer

The requirement for Environmental Engineers as a key discipline for a design‐build team is a sound requirement. These professionals need to know how to research and direct design solutions aligned to NEPA and OSHA standards and the possible industrial and naturally

4 | P a g e occurring environmental hazards involved in the project. Is it necessary for the Environmental Engineer to have experience NOA experience to be considered for this position?

031 Construction and Design Personnel Minimum Requirements: Certified Industrial Hygenist

The requirement for the CIH is a key discipline for a design‐build team. These professionals need to know how to research and direct construction related activities and monitoring activities aligned to OSHA standards. Is it necessary for the CIH to have experience NOA experience to be considered for this position?

032 Construction and Design Personnel Minimum Requirements: Architect

Architects are critical design‐build professionals

– they ensure that the entire design team are properly aligned to life health codes and provide design expertise on architectural issues or features of work as related to the scope. Is it necessary to for the Architect to have direct experience in three successive areas – power plants, chiller plants, and underground facilities?
