RFI/Questions Database ‐ Power Plant Modernization – Phase One

RFI Question Answer 001 We have formed a teaming relationship for the purposes of pursuing this project, pursuant to the guidelines established on Page 34 of the Phase I RFQ. How should the team fill out the SF 1442? Should both teaming partners and applicable CAGE numbers be listed on the SF 1442, or should only the managing partner be listed? If only the managing partner is listed on the SF 1442, does this limit the team’s ability to submit relevant projects from each firm under Tab B – Factor 2?
The SF 1442 should be completed for the managing partner only however, required solicitation information shall be provided for all parties (to include cage codes).
For Past Performance of the Prime (Tab B Factor 2) in this case, a teaming relationship/partnership is considered as one entity and therefore limited to a total maximum submission of three (3) projects.
002 Section 3.1.2b QUALITY OF PAST PERFORMANCE on Page 41 of 58 requests the Exhibit “B” Past Performance Questionnaire be submitted directly by client references to the Contract Specialists for this solicitation. This section goes on to state that “CCASS and other types of performance survey forms…shall be submitted as long as the information submitted has the same or similar information as indicated in the survey…documenting the quality of the Prime Construction Contractor’s performance for the project submitted.” Please confirm that a completed CCASS or previous PPQ for the projects listed in Tab B – Factor 2 may be substituted for the Exhibit B questionnaire.
Performance Questionnaires are the preferred method for documenting the quality of the Prime Construction Contractor’s performance for the projects submitted.
CCASS reports and other types of performance forms signed by a commercial customer or representative from another Federal or State agency may be submitted in lieu of the questionnaires provided (Exhibit B) as long as the information submitted has the same or similar content as the questionnaire (Exhibit B).
003 Please let me know how I obtain a DoD Industrial Facility Security Clearance at the Secret Level.

004 Please provide Exhibit C Data Sheets for the above noted project as referenced under 3.1.5 Tab E Factor 5‐Specialized Experience‐ Key Subcontractors
Note, offerors are to utilize Exhibit A Data Sheets to demonstrate past experience for Tab E and Tab F (Electrical and Mechanical Subcontractors).

2 | P a g e experience for the Mechanical/Electrical Key Subcontractors. An Exhibit “C” was not provided in the solicitation documents. Please confirm that relevant projects for the M/E Key Subcontractors should be submitted on the Exhibit “A” Project Data Sheets.
006 TAB B Factor 2 and TAB C Factor 3 require Past Performance Questionnaires with the ability to submit CCASS (for construction) and ACCASS (for design). Are these forms to be submitted in the corresponding factor or are they to be emailed to Francisco “Frank” Fernandez (based on the procedure for submitting Exhibit B).

CCASS/ACCASS forms or questionnaires shall be submitted directly to the contracting POCs listed on page 41 (Section M, 3.1.2.b.). The procedures are the same as listed for Exhibit B submissions.
007 Pg. 41 of 58, Section 3.1.1 states “Each Offeror and Lead Design Firm must both hold an active DoD Industrial Facility Security Clearance at the SECRET level when the Phase One proposal is submitted. Offeror’s CAGE code will be used to verify clearance levels.” Since clearance levels for the Lead Design Firm are required, does the Offeror also need to submit the CAGE code for the Lead Design Firm?
Yes, the CAGE code for the Lead Design Firm shall be submitted with the proposal.
008 For past project relevance for both the contractor and lead design firm we are referred to Section C in the front of the solicitation.
There are multiple points provided in that section, can WHS prioritize what are the key items or relevancy since we are limited under the number of projects that can be submitted and it will be difficult to find projects that hit all the items.
There is no priority listing for the description of work (Section C) provided. Offerors are to provide past performance on relevant projects as similar as possible to the description of work (Section C) provided.
009 How should firms handle cleared projects that specific details cannot be provided but could be relevant?
Descriptions of work performed shall NOT contain classified information. For past performance on projects that are classified, provide contact information of Government representatives that are knowledgeable about the work performed.
010 Can an offeror identify subcontractors in a Phase Two proposal if the subcontractors were not identified in the offeror's Phase One proposal?
This might occur if the offeror intended to self‐ perform when submitting its Phase One proposal, but realized the need for
Phase One subfactors 5 & 6 require identification of the proposed first tier electrical and mechanical subcontractors. This information will be used by the Government for Phase One proposal evaluations and to help make a determination of the most highly qualified offers and as such cannot be changed in subsequent proposal submissions (Phase Two). subcontractors not identified in Phase One may be identified in Phase Two proposal submissions.
011 TAB E Factor 5 and TAB F Factor 6 both require a “Letter of Commitment”, is there certain information the letter needs to include/is there a certain format? Does it need to be submitted on the letterhead of the company represented?
There is no specified format for the Letter of Commitment. The information shall include team arrangements with the offeror’s first tier electrical and mechanical subcontractors.
012 Pg. 35 of 58, Section 2.1 Phase One Format states “Phase one proposal length shall be limited to 76‐single sided or 38 double‐sided pages.” Are the TAB A Factor 1 required documents included in the page count?
Yes.
013 The submission time for the phase one proposals is listed as both 3:00 and 4:00.
Will a clarification be issued to confirm the time that the proposals are due?
The submission date/time for proposals is January 20th, 2012 at 3:00pm EST as indicated in Box 13A f the SF1442. The 4:00 delivery time listed in Box 10(h) is incorrect.
014 Please confirm that an executed SF1442 is required for Phase I since no price proposal is being submitted until Phase 2.
The SF 1442 is required for the Phase I submission. Box 17 in this case is not applicable.
015 The SF1442 requires an offer guaranty (bid bond) for the initial Phase 1 submission. The RFP states the offer guaranty will be required for Phase 2. Please confirm a bid bond is not required for Phase 1.
The bid bond is required to be submitted in Phase 2 as it is related to an offeror’s price proposal.
016 Please clarify the security clearance requirements for the electrical subcontractor, mechanical subcontractor and other subcontractors on the project. The Secret clearance requirement in the RFP only refers the Offeror and Design Team.
Please refer to the DD Form 254.
All contractor employees performing on this contract must be United States Citizens, and those that will require access to classified information must hold an active DOD Industrial Personnel Security Clearance at the SECRET level.
The Government has specified in the RFP that the Offeror and their Lead Design Firm must have an active DOD Industrial Personnel Security Clearance at the SECRET level.

submitted for the evaluation of past performance. It is the responsibility of each offeror to demonstrate recent, relevant experience on projects similar to the scope of this solicitation. Multiple projects submitted for past performance evaluation may or may not help to demonstrate recent, relevant experience.
018 Tab C ‐ Please confirm that three projects can be submitted for each of the three design disciplines resulting in a maximum of 9 projects for the design team.
Yes, that is correct. Each of the Offeror’s proposed Lead Design Firm(s) for electrical, mechanical, and architecture design efforts (not key personnel) are to provide no more than three (3) examples of their most recent, relevant design projects to demonstrate design efforts similar to this solicitation.
