PWS Section 1.5.4.1, Key Personnel states the Senior Acquisition Subject Matter Expert (SME), requires personnel with written certificate evidence of one of the following DAWIA certifications: Contracting Level III, Program Management Level III in Services or Business Management Systems, or Business Cost Estimating Level III. Would the government accept the PMI PMP, PMI PgMP and / or the PMI ACP certification as an equivalent to the DAWIA Contracting Level III, Program Management Level III in Services or Business Management Systems, or Business Cost Estimating Level III?

11. PWS Section 1.6.3, Contract Manager. Is the Contract Manager a different resource than the Senior Acquisition Subject Matter Expert (SME), if so is it a billable or overhead role?
Answer. The Contract Manager can be allocated as overhead operating costs for providing oversight and management responsibilities. This designation of Contract Manager is to provide the Government with a point of contact that shall have full authority to act for the contractor for contract matters relating to daily operations of this contract. This person can be one of the key positions or someone at the corporate office.

Answer. The Period of Performance is anticipated to start at or around 5/7/2018.
17. What is meant by “proposal notebook”? Could this be, for example a three-ring binder? Reference – Clauses and Provisions, Addendum to FAR 52.212-1, Par II.A.2. (page 11).

19. In a situation with a prime/subcontractor (versus a joint venture) what is the maximum and minimum past performance FACTS sheet that can be submitted? Of those how many can be from the subcontractor?
Reference. Clauses and Provisions, Addendum to FAR 52.212-1, Par II.D.2. (page 13).
Answer. The Government will only evaluate three (3) FACTS sheets per proposal. The prime contractor may submit three (3) FACTS sheets for a subcontractor; however, the offeror is cautioned that at least 50 percent of the cost of personnel for contract performance must be spent for employees of the service-disabled veteran-owned small business concern or employees of other service-disabled veteran-owned small business concerns.
20. Ref: “Any such key personnel must already be employed by the offeror; a letter of intent to hire does not constitute employment.” Does this apply only to key personnel who are being used in the FACTS sheets for their personnel past performance, as discussed in the preceding sentences in the referenced paragraph, or does it apply to all key personnel? We have corporate past performance so would not have to rely on anyone’s personal past performance. In this situation can we propose key personnel who are not current employees? If so, is a letter of intent required?
Reference. Clauses and Provisions, Addendum to FAR 52.212-1, Par II.D.3. (page 13).
Answer. This applies only to key personnel who are being used in the FACTS sheets for their personal past performance. The contractor may propose key personnel who are not current employees. A letter of intent is preferred, but not required.
21. Ref: “The answering space on the FACTS Sheet may be expanded so that the filled-in FACTS Sheet for each relevant contract covers no more than both sides of three (3) 8 ½ x 11 inch pages.” Does this mean that double-sided pages are required or preferred throughout the proposal?
Reference. Clauses and Provisions, Addendum to FAR 52.212-1, Par II.D.5. (page 13) Answer. Double sided pages are prefered throughout the proposal.
22. Ref: “For those offerors who are determined to be technically acceptable, tradeoffs may be made between past performance price, with past performance considered significantly more important price.” Is the word “and” missing after the first “performance”?

Verbiage revised to state, “For those offerors who are determined to be technically acceptable, tradeoffs may be made between past performance and price, with past performance considered significantly more important than price.”
23. What is the education, experience, and skill level required of any surge staff?
Reference. PWS, Par 1.5.4.3 Answer. The Government anticipates that the SURGE staff will require the skillset listed in PWS paragraph 1.5.4.1.
24. Given the nature of small businesses, maintaining a “bench” of robust, qualified talent raises overhead rates, which in turn may lead to disadvantageous pricing to the Government. For that reason, small businesses engage the maximum number of employees as possible on other contracts. Will the Government allow contractors to hire equally or better -qualified candidates for this effort than employees already in place for other Government contracts?
Reference. Clauses and Provisions file, Evaluation, II.D.2.c) (Page 16) “Any such key personnel must already be employed by the offeror/joint venture member.”
Answer. Yes
25. Does the Government anticipate the informal training sessions to be planned as quarterly events, or spread evenly throughout the performance period of topics are recommended, considered and approved?
Reference. Regarding the pricing for Training Documentation. The Pricing Summary (Excel file) includes an entry for CLIN 0003, 1003, and 2003 for “Training Documentation”. The structure of the pricing summary includes a column for “Quantity” (Col C) and for the Training Documentation rows, the quantity is pre-set at “12”. However, Para 5.3 of the PWS reads, “The Contractor shall use the Document Deficiency Log to suggest topics for quarterly training.” The PWS continues to indicate the planning informal training events will be one-hour sessions and defines the “training documentation” as PowerPoint slides, handouts, attendance roster, and course feedback.
Answer. The Government currently anticipates the training sessions will be quarterly. A training session may be sub-divided into several topics. Each topic addressed will occur in informal one-hour sessions.
26. Would the Government allow the Contractor to print materials for these sessions using GFE equipment and supplies? In this case, the documentation costs would be minimal, and the labor hours would be covered within the FFP labor in CLIN 0001, 1001, and 2001.

Documentation?
Answer. Yes.
28. Regarding Surge support, the PWS does not provide anticipated levels of complexity or intended scope of surge work to allow a fair determination of whether the surge support should be SME or Acquisition Support Specialist level. Would the Government consider allowing Offerors to propose in individual lines within CLIN 0005, 1005, and 2005 with the first line to reflect the SME level of support and the second to reflect the Specialist level of support? Doing so will allow the Government to incrementally award any optional surge based on the nature of the surge support required, and will allow the Offerors to provide an informed price for this optional surge support.
Reference. PWS 1.5.4.3 Surge Support, and Pricing Summary excel file, rows 52 – 54 Answer. The Government anticipates that the SURGE staff will require the skillset listed in PWS paragraph
1.5.4.1. The CLIN structure will remain unchanged.

39. Will you consider deleting the requirement for Past Performance Questionnaires when a CPARS is available?
Reference. Clauses and Provisions, Addendum to Far 52.212-1, Section D. Volume III, 6. Past Performance Questionnaire.
Answer. The Present/Past Performance Questionnaire (PPQ) is only one means used by the Government to obtain performance information. A contractor who elects not to submit PPQs will not be found non-responsive;
however, the offeror is cautioned that reducing the amount of past performance information provided may affect the Government’s assessment of the offerors past performance.
40. The pricing spreadsheet addresses the cost of 4 full time employees but does not mention surge support. Please confirm whether offerors should include the cost of surge support into their firm fixed pricing proposal as a separate line item or if the Government expects the cost of surge support will be included in the offeror’s pricing proposal.

Will the government clarify the requirement for consent forms as applicable to subcontractors?
Answer. Past performance information concerning critical subcontractors, teaming contractors, and/or joint venture members cannot be disclosed to a private party without the critical subcontractor's or joint venture member’s consent. Because a prime contractor is a private party, the Government will need that consent before disclosing critical subcontractor/joint venture partner past and present performance information to the prime during exchanges. In an effort to assist the Government's Past Performance Team in assessing your past performance relevancy and confidence, we request that a consent form is completed by the joint venture members/critical subcontractors/teaming contractors identified in your proposal.
44. Is this a new requirement or is there an incumbent? If there is an incumbent, who is it?
45. For the Total Compensation Plan, is the Government looking for a price breakdown (an Excel spreadsheet which shows how the Offeror derived at the total price for each CLIN) or is the Government looking for a narrative that explains the benefits we offer to employees?
