SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

QUESTIONS AND ANSWERS

1. In the RFP, estimated hours for a man year are 2088. Actual man years are less than that when holiday hours and personal leave are removed. May the contractors bid our “standard” man year?

Answer: Contractor shall submit hourly rates for the numbers of hours indicated.

2. Why do the hours decrease as shown in item number 2001 below? Is this intentional? We do not usually see a decrease followed by an increase the following year as shown in item number 3001 below. Also note that Task 2 drops off after year 2 of the contract.

Answer: The decreases are intentional. However, the number of hours on CLIN 3001 is adjusted to 2088.

3. Could the government provide more detailed guidance on the work location of employees? The RFP states

“at government or contractor facilities”. Rates for positions differ based on government site or contractor site location, so any guidance would be appreciated

Answer: We are requesting contractors conducting development efforts spend a minimum of 16 hours per week at DISAM. Other times can be at alternate locations of the contractors choosing. Some of the tasks may require greater time spent at DISAM not to exceed 40 hrs/week.

4. The GFP list does not include any of the software required to perform this effort. Does the government have licenses available for contractor use on any of the listed software? Will the government allow for software costs under the ODC CLIN? Will software listed under the “desired” (not required) section be required as part of the FFP base contract, or may it be added on via a contract change if the government decides to utilize that software?

Answer: DISAM does not have licenses available for the contractor. Purchase of required software is covered under this contract. Software under desired should be listed as part of the FFP base contract. Contractors will be expected to use the Adobe e-Learning suite to maintain compatibility with DISAM.

5. CLINS 0006 and 1006: 3,654 hours equates to 1.75 man years using the 2088 per man year. Did the government intend to request 1.75 FTEs worth of support? Part time rates generally are higher than full time rates. Would the government consider 2 FTEs for this task?

Answer: It is the government intent to request 3,654 hours.

6. The Deliverables Schedule in Technical Exhibit 2 references paragraphs 5.2.1 through 5.2.3. This appears to be a typographical error

Answer: It has been corrected to read 5.3.1, 5.3.2, and 5.3.3.

7. Page 47 of the instructions specifies that the proposal should be submitted on CD, 1 copy and 3 sanitized hard copies, which implies that the proposal must be delivered via Fed Ex or mail; however, on page p. 46 Addedum to FAR 52.212-1 Instruction to Offerors #3 states that the proposal may be submitted via email.

Can the proposal be submitted as an attachment to an email?

Answer: Yes, proposal can be e-mailed. If e-mailed, the contractor shall submit one sanitized (company name removed) and one un-sanitized copy of each volume (Vol. I, II, and III).

8. Pages 21-37 require a unit price itemization by function for the initial and subsequent years of the contract.

It also requests Travel/ODC Cost. Where are other indirect/overhead and profit amounts reflected?

Answer: The contractor will not need to enter Travel/ODC amount. Travel / ODC/ CLIN 0005 are estimated $15,000.00 / year and are reimbursable cost in accordance with Federal Travel Regulation.

9. Page 4, 1.4.1.5 'Provide technical support to students regarding the Blackboard LMS ....'

Could you please clarify the expectations for technical support? Can the help desk be operated from any physical location or is the expectation that it be a DISAM onsite help desk? What are expectations for help desk hours?

Answer: Help desk can be operated from alternate locations. Technical support includes, but is not limited to, providing technical solutions to students regarding access to Bb and lessons, resetting passwords, providing usage reports to COR, posting announcements regarding issues with Bb such as pending maintenance, maintain help desk records tracking problem reports from initial call to resolution. This individual will also support the courseware development efforts of DISAM when not providing technical support.

Expected hours of help desk and Bb administration should not exceed 20 hrs/week.

10. Page 12, 3.3 'Utilities: The Government will provide office space....' However, other references within the document refer to work being done off-site at the contractor's facilities. Is the contractor required at any time to work on-site at DISAM facilities?

Answer: See responses to question # 3 above.

11. Section 1.6.13 is labeled “Key Personnel and Experience,” but it includes positions that are also designated

“optional.” Could you please clarify what appears to be the dual designation of some positions as both key and optional?

Answer: All positions are key and positions of CLIN 0001, 0006, 0007 and their associated option years CLINs are core positions. Positions of CLIN 0002, 0003, 0004, and their associated option years CLIN are optional positions. Optional positions are positions that the government may or may not contract for.

However, contractor shall submit pricing and experience information for all core and optional positions as requested.

12. What are the page limits, if any, for volumes II and III?

Answer: 20 pages of each volume excluding resume(s).

13. We would prefer to email the Volume I, Volume II and Volume III documents to you in pdf format in the formats specified on page 47. Is this acceptable?

Answer: See responses to question # 7 above.

14. Is there an incumbent? And if there is an incumbent please provide incumbent's name.

Answer: No incumbent.
