About this file
This is a Linguistic and Cultural Diversity Plan Template submitted by a contractor for RFP 13382 for Home and Community-Based Care Services (HCBS) in California. The template requires contractors to demonstrate their commitment to workforce and supplier diversity through specific documentation and planning. The document mandates submission of a bar chart tracking total employees and employees speaking designated languages (Spanish, Arabic, Somali, Korean, Vietnamese, Chinese Mandarin, Tagalog, and Persian) across three historical July 1st dates and a projected contract year one estimate. The sample data provided shows the contractor had 39 total employees on July 1, 2018, declining to 33 by July 1, 2019, before increasing to 58 by July 1, 2020, with a projected 52 employees for contract year one. Spanish-speaking employees represented the largest language group, fluctuating from 12 to 16 employees across the measurement periods, while other language groups ranged from zero to eight employees.
The plan requires contractors to provide narratives describing past workforce cultural diversity strategies, including recruiting initiatives and on-the-job training programs, as well as detailed future plans for promoting diversity and inclusion. Additionally, contractors must demonstrate subcontractor and supplier utilization through documentation of partnerships with Disadvantaged Business Enterprises (DBE), Emerging Small Businesses (ESB), Minority Business Enterprises (MBE), and Women's Business Enterprises (WBE) used over the previous three years. The sample submission indicates planned subcontractor usage for contract year one allocated as follows: 5 percent DBE, 0 percent ESB, 10 percent MBE/WBE, and 85 percent non-DBE/ESB/MBE/WBE firms. Contractors must also provide a detailed project-specific subcontracting plan including outreach efforts, support services, mentorship opportunities, and equipment-sharing programs designed to maximize broad-based participation and develop small prime contracting capacity.
