Hohenfels Daily Commute Transportation Services

1. Will contractor be responsible for providing Safety Aids and or Safety Attendants for each bus route?

Answer: At this time, there is no requirement for Safety Attendants. If a requirement for Safety Attendants would come up in the future, the contractor would be responsible for providing Safety Attendants. Pricing for Safety Attendants would be requested and negotiated modification would be issued. Safety Aids are for special needs students, which is not applicable to this daily commute contract.

2. Attachment 3, shall 19% MWST tax be added on to price?

Answer: No. See clauses: 252.229-7001 “Tax Relief” and 252.229-7000 “Invoices Exclusive of

Taxes or Duties”. The contractor will not be responsible for paying Mehrwertsteuer (MwSt) to the

German Government for invoicing under the contract either, per the Status of Forces Agreement.

3. Will there be any runs performed during the summer break?

Answer: At this time, it is not expected that Hohenfels schools would have a summer school program. If there would be a summer school program, the contractor would be notified in advance.

Periods of Performance would be stated on individual task orders with the contractor notified of actual school dates in advance. The COR can provide school calendars upon request. Usually the normal school year ends around the 2nd week of June with the new school year starting in late August.

4. What does the public bid opening consist of?

Answer: Bidders are welcome to bring their sealed bid early to the bid opening and submit it to the Contract Specialist just prior to the bid opening time. The Contract Specialist and Contracting Officer will open each bid that was submitted, one at a time, in the presence of any attendees. Each Unit Price, SLIN total, and totals for the base and each option period will be read aloud. Pricing will also be shown on spreadsheets similar to Attachment 3 on a screen using a projector. The actual bids will not be available for review by attendees, nor copies of bids provided. Attendees are welcome to take their own notes on what they see and hear. Paper and writing material will not be provided. See the

Addendum to FAR 52.212-1 , Bid Instructions Section I #7 for specific instructions, time and place for the bid opening. If bidders don’t have an installation pass for Army installations, arrangements must be made with the Contract Specialist in advance to be signed in to Sembach Kaserne. Attendance for the bid opening is not mandatory.
