Section SF 30 - BLOCK 14 CONTINUATION PAGE
QUESTION & ANSWER
Q1: We have an immediate question regarding the scope of work. If I understand correctly there are 120 projects during each year with each one being 720 minutes? And each project will either be captioned real-time and again off-line or there will be 120 real-time projects and 120 off-line projects? Can you please clarify?
A1. The Government is estimating 120 projects per year at an average of 6 minutes per project; each project will either be transcription, closed captioning or live web cast. 720 minutes is the total minutes the government is estimating for the year; 120 projects x 6 minutes. These numbers are only estimates and do not guarantee the Government will require 720 minutes of services.
Q2. The RFP states under "SCOPE" The contractor shall also offer a live-event captioning capability that is compatible with industry standard media players such as QuickTime, Flash or Windows Media. Can the responding vendor partner with another vendor to fulfill this requirement? The contact and invoicing would all be handled by the one vendor who responds A2. This is the decision of the offeror; the Government does not restrict this. However, correspondence shall only be with the prime offeror/contractor.
Q3. In the scope section sentence two says "before a final timed-text transcript is delivered for non-linear editing", does that mean that we would get the edit, or does it mean we deliver it to them for them to edit?
A3. The vendor will provide a draft transcript (probably .txt or .rtf file) for DoDEA-Pacific to review and approve before they provide a final, timed-text version (probably a .xml file) that could be imported into a non-linear editing system or authored in Flash.
Q4. Can a vendor bid on only the asynchronous portion of the RFP and not the live, real-time portion?
A4. An offeror that does not propose on all the requirements will be rated unacceptable and not considered for award.
Q5: Can you please tell us how long each one of the programs and files are (minutes)? We want to know this because of the three hour turnaround you ask for when the script is provided.
A5. The Government estimates each file to be an average of 6 minutes.
Q6. Can you please tell us approximate amount of programs and/or files you have in mind, for the bulk load you mention.
A6. The max will be 10 at a time for bulk loads. More often it will be 2 or 3 at a time.
QUESTION & ANSWER 2
Q1. According to the RFP the start date based period of performance is September 7th. Is this the date you expect the chosen vendor to have all the systems in place or is there a period for testing?
A1. Once the contract is awarded, the awarded contractor will have a 2 week period for testing and finalizing their website for full use. However, please note offeror still needs to submit a website URL as part of their proposal.
Q2. On page number 14 under item 7, what’s the length of the clips that require a 3 hour turnaround?
A2. The 3 hour turn around is for transcript provided clips that are an average of 6 minutes.
Q3. On page 45, you are requesting to complete copy of 52.212-3 paragraph b. Can you please let us know what needs to be completed. What we see on page 33 is an statement: “(b) (1) Annual Representations and Certifications. Any changes provided by the offeror in paragraph (b)(2) of this provision do not automatically change the representations and certifications posted on the Online Representations and Certifications Application (ORCA) website.”
A3. If your annual representations and certifications have not been completed at the ORCA website, then you will need to complete paragraphs c through m. If you do have your certifications at the ORCA website, you need to provide a copy of your ORCA certification plus paragraph b completed. If you read through the clause, you will see the paragraphs and the boxes that need to be checked and completed.
In accordance with FAR 52.232-33; all vendors shall be registered in CCR to be considered for award https://www.bpn.gov/ccr/default.aspx
Q4. On page 46 under the (h) item, how do you want the rush fees to be submitted (i.e.: hourly rate, per minute, a percentage of the original cost, etc…)?
A4. We have changed the CLIN structure and added in rush fees for quoting. Please quote your pricing in Section B on the conformed copy of the solicitation.
