SOURCE SELECTION INFORMATION - SEE FAR 2.101 AND 3.104

DEPARTMENT OF DEFENSE EDUCATION ACTIVITY

COMBINED SYNOPSIS/SOLICITATION

i. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

ii. The solicitation number is HE1254-19-Q-8039 and is issued as a request for Request For Quote

(RFQ).

iii. The solicitation document and incorporated provisions and clauses are those in effect through

Federal Acquisition Circular 2019-02 effective 16 MAY 2019.

iv. This requirement is being conducted using full and open competition; there is no set-aside. The associated NAICS code is 541519 and size standard is $27.5M.

vi. A description of the requirement is provided in the Performance Work Statement (PWS) at

Attachment 1.

vii. The dates and places of delivery and acceptance will be provided on individual delivery orders, see section 5 of the PWS at Attachment 1 for general delivery requirements, FOB point is Destination.

The resulting contract period of performance will consists of approximately one and a half month base period and three (3), two (2) month option periods.

viii. The provision at 52.212-1, Instructions to Offerors – Commercial Items, applies to this acquisition and are incoporated by reference.

ix. The provision at 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. The

Government will award a contract resulting from this solicitation if the quoters quote is found technically acceptable in accordance with the PWS and the contracting officer can determine a fair market price in accordance with FAR 19.806. Past Performance will also be evaluated, in accordance with FAR 12.206. A Past Performance Questionnaire is provided (Attachment 2), and required to be filled out and returned along with your quote.

x. Any Offeror shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. A print out of SAM website reps and certs is acceptable, as long as the SAM reps and certs are up to date on the SAM website. Per Paragraph

(b) (1) of this provision, any changes provided by the vendor in paragraph (b) (2) of this provision do not automatically change the representation and certifications posted on the SAM website. It is the vendor’s responsibility to ensure their SAM registration is up to date prior to any contract award.

xi. The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition and is incorporated by reference.

xii. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or

Executive Orders -- Commercial Items, applies to this acquisition. The following additional FAR clauses cited in clause 52.212-5 are applicable: 52.203-13, 52.226-26, 52.226-36, 52.222-40, 52.222-41, and 52.222-50.

xiii. Below is a list of clauses and additional contract terms and conditions that have been determined by the contracting officer to be necessary for this acquisition and consistent with customary commercial practices.

52.217-8 – Option to Extend the Term of the Contract (MAR 2000)

(a) The Government may extend the term of this contract by written notice to the Contractor within

15 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension.

(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.

52.217-9 – Option to Extend Service (NOV 1999)

The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The

Contracting Officer may exercise the option by written notice to the Contractor within 15 days.

CONTRACTOR MANPOWER REPORTING REQUIREMENTS

The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Department of Defense

Education Activity (DoDEA) via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address:

Reporting inputs will be for the labor executed during the period of performance during each

Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the help desk at help desk at:

Note:

Options. The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

Option to Extend Services. Quoters should note that FAR 52.217-8, Option to Extend Services clause is included in this Solicitation. The Government will evaluate this potential option to extend services by adding fifty percent (50%) of the quoters final option period price to the quoters total evaluated price. Offerors are notified that the Government may choose to use the Option to Extend

Services clause at the completion of any performance period. The price for the exercise of any portion of the available six months will be derived from the prices in effect at the end of the current performance period. Quoters pricing should reflect the potential exercise of the Extension of

Services option at FAR 21.217-8, Option to Extend Services.
